RE: GREENE CAREC CLINIC Mr. Frydl presented a certificate of recognition to the Greene Care Clinic honoring their 12th year of service and the dedicated volunteers who have helped over 1,000 individual patients and provided over $1,000,000 worth of services and medications to the community. Mr. Carl Schmitt, Board of Directors, Mrs. Janet Call, Executive Director and Nurse Practitioner, Dr. Mary Preston and Dr. Tom Call were present representing the Greene Care Clinic. Board of Supervisors September 12, 2017 Sheet 3 RE: MATTERS FROM THE PUBLIC Mrs. Louise Miller livesi in August, GA and owns property here at Greene Mountain Lake. The property, zoned R-1, was being rented on Air B&B as transient housing but Planning Department informed them this was not allowed. She asked the Board of Supervisors for their assistance in being ablet to continue renting the property as a short-term rental in ai residential zone. RE: PERSONNEL, POLICY AND HIRINGPRACTICES Mrs. Flynn reviewed the proposed amendment pertaining to advertisement of vacant positions. The amendment would require all county position vacancies to be advertised on the Mr. Barkley said this is a minor amendment but does add protection to the process by requiring advertisement of all vacancies whether intended to be filled by promotion or otherwise. Upon motion by. Jim Frydl and unanimous vote, the Board approved the amendment to the County website and in al local newspaper for ai minimum often (10) days. RE: LEGISLATIVE PROGRAM Mr. David Blount, Legislative Liaison, was present to discuss the current 2017 Legislative Program and the upcoming program for 2018. The current legislative program includes the followingp priorities: State budget and funding obligations. Public education funding. Local revenue authority. Land use and growth management. Transportation funding and devolution. Water quality. Mr. Blount also shared the following updates. Additional money for salary increases for teacher salaries and state employees. State funding for education with fewer state dollars back tol localities in FY 2018. Expectation that state revenues will grow by about 3% this fiscal year. More emphasis on the expansion oft broadband into unserved areas. Regional priority. Mrs. Flynn said it is disheartening that the topi priorities always include unfunded mandates Mr. Barkley was concerned about the talk of massive cuts to transit programs by the Department of Transportation. Figure out way to educate citizens about what's coming and see what plans aret to fill gap. Mr. Blount saidi it will bei interesting to seel howt the Governor approaches by the State. this in the budget he will submit right before he leaves office. Board of Supervisors September 12, 2017 Sheet 4 RE: THOMAS JEFFERSON/ AREA COMMUNITY CRIMINALI JUSTICE BOARD Mr. Neal Goodloe, Criminal Justice Planner with the' Thomas Jefferson Area Community Criminal Justice Board, was present to discuss information regarding the Central Virginia Regional Jail and inmate population study. Violent crime rate is down and Greene County continues to be Mr. Goodloe reviewed bookings by locality at CVRJ noting Greene County contributes about 10%ofthel bookings. Reviewed Greene bookings by charget type with thei top threei including violation of court order, traffic misdemeanor, and property felony. Reviewed CVRJ intakes by year and Greene has the lowest booking rate of the fivej jurisdictions. Also provided information The number of people through the front door of the jail is down significantly. This reduction in intakes is almost entirely the result of the reduction in federal inmates at the jail. Federal inmates allowed CVRJ to run a "free" jail until 2009 and to have a fund balance for a Greene has the lowest booking volume but highest average length ofs stay among inmates. Bed days are driving the cost with inmates sometimes serving 30 days or more. Incarceration costs There is a recent study in collaboration with the UVA School of Systems Engineering regarding the number ofmentallyill; people locked up, under probation supervision, etc. Between 23 and 25% of the criminal justice population scores high enough on a validated mental health screening to suggest there is the presence of a serious mental illness and 18% of that number has Mr. Goodloe said some cases could be diverted to other programs rather than jail. These cases can be addressed through assessment and effective treatment. RE: MATTERS FROM BOARD a decrease inj public sector jobs. Mr. Frydl referred to the recently released Chamber of Commerce jobs report. Greene has thel largest increase inj private sector. jobs over thel last 10 years (37%) and is the only locality with Mr. FrydI also commented on the cash policy for the County. Some feel the County should have 3 to 61 months cash reserve as is recommended for individuals. However, ift the County has that much in cash reserve it comes from citizens who are, going toj pay a lot more to have that cash Mr. Herring said he appreciated public comments and noted the Tour de Greene to benefit Mr. Martin also appreciated comments by Mrs. Miller and said he will speak to Board Mrs. Flynn recognized first responders in memory of September 11 and also for those in the bank or there will be ai reduction in services.
