RE: UPDATE ON COVID-19 AND EMERGENCY SERVICES Ms. Meador said there are 160,805 COVID cases in Virginia and 3,372 COVID related deaths. The' Thomas Jefferson Health District reports 4,030 cases and 74 fatalities. Greene County has 255 COVID cases, 121 hospitalizations, and 3 COVID related deaths. A COVID testing clinic will be held on October 22nd at Emmanuel Christian Center in Ruckersville. Appointments are encouraged. Annual flu clinic was held on October gth atl Nathanael Greene Primary School. Total Ms. Meador said the Emergency Services Department is ready and operations will begin tomorrow, Wednesday, October 14. Fourteen fulltime and thirteen parttime positions have been filled. Re-lettering of three ambulances is complete. Transfer of five ambulances and the quick response vehicle is complete. A Rescue Squad Assistance Fund grant has been submitted for Ms. Meador thanked Dr. Perina, OMD; Aaron Anderegg, EMS Supervisor; and the new staff of the Emergency Services Department for their assistance. Board of Supervisors October 13, 2020 Sheet 4 RE: UPDATE ON CARESACT Mr. Taylor reviewed the receipt of CARES Act Funds to Greene County departments including the Transit Program, Registrar, Schools, Emergency Services and county, government as follows: Total County government Total Schools Total other nocost to the County. $3,458,262.00 $ 866,074.03 $ 97,962.00 PPE and cleaning supplies valued in the tens ofthousands ofdollars have been received at Governor. Northam recently announced as set-aside of$301 million ofCARES Act Funds for broadband projects. Projects must be operational by December 25, 2020 and wireless "hotspots" can qualify fori thisi money. Mr. Taylor said iti isi impossiblet tol have al broadband project operational in the county by the deadline. The timeline is too tight and the nature of the work is complicated and time consuming. Only localities can apply for this money and County staffi is working with the: school division to file an application for funds to purchase hotspots for use by the schools. Mr. Taylor said schools do not appear to be super-spreaders of COVID-19. The World Health Organization (WHO) is no longer recommending economic lockdowns to fight the novel coronavirus. There are 79 days left to commit CARES Act funds. Historically, general government space needs have lagged behind school division space needs and rightfully SO. COVID has compelled moving forward with projects at the Mr. Taylor said there is space behind the current squad facility for the new building. Existing space is patently inadequate to provide safe and adequate distancing and accommodation for Squad personnel in accordance with COVID guidelines. Mr. Taylor said the County does not want to bei in the position ofhaving to return funds and he thinks there will be money to purchase hotspots for the schools which would be a legitimate use of CARES Act money. It is not the intent to leave anyone out but rather to extract the greatest Mr. Herring heard positive feedback from people regarding early voting. Guidelines indicated CARES Act funds could not be used for ongoing broadband expansion projects and Greene County does not have a provider in the area that could have a project done by the end of December. The School Division currently has about 200 hotspots in operation and can purchase additional with CARES Act funds. Mr. Herring referred to an article in The Greene County Record on September 24the entitled Schools Left Out ofCARES Act Funding. Eachi member ofthe Board of Supervisors, at some point, has commented that they hoped more funding could be provided for schools. Iti is important to note that the schools, emergency services, local government, sheriff, all havel had extraordinary situations on a day to day basis due to COVID-19. Mr. Martin said financial data has been received from the schools and he hoped that the Board could commit to funds ($150,000 to $160,00) for broad term internet connectivity. If not CARES Act funds, then from displaced funds and assure the schools it will be taken care of. Mr. Herring said that amount of money was needed in July and August. Mr. Martin said money is Mr. Herring said Comcast has several hotspots throughout the county. The School has placed three hotspots. One in a bus at Walmart, one at a church on Fredericksburg Road, and another at a church on Middle River Road. Churches have allowed use of pavilions by students. Portable hotspots have also been provided to students who do not have a reliable internet connection in their home. Mr. Kruskamp asked for more transparency, saying the public deserves to know about the use of funds. Powel/Ruckersville SelfStorage, LLCto rezone a 5.5-acre portion of an 83.12-acre parcel identified as TMP# 60-(A)-52 from A-1 (Agricultural) tol B-3 (Business). Thej property is located off Seminole Trail at 30 Starks Lane and Thej propertyi is within the key growth area along thel Route 29 corridor. The applicant plans to expand the existing business to meet market demand. The expansion will not create a demand on public infrastructure. RE: PRESENTATION ON SISTER CITY TOSTANARDSVILLE Mr. Gary Lowe, Mayor oft the' Town ofs Stanardsville, shared exciting news that willl benefit the citizens oft the Town and County. The Town of Stanardsville and Tarland, Scotland will enter an agreement as Sister Cities. The real benefit will be the exchange of culture in a variety of projects and promoting economic development for the Town and County. RE: FOURTH QUARTER FINANCE: REPORT Ms. Morris presented the fourth quarter financial report ending June 30, 2020. The contingency line item has a balance of $120,398.37. Supplemental appropriations have been approved in the amount 0f512,944,164.08. The cash' balance per the Treasurer'sreport: as ofJune 30, 2020: is $16,896,284.41. Increases ini revenue included: real property taxes - $1,036,039.59 personal property tax - $592,179.90 local sales and use tax $25,130.467 hotel and motel room tax - $68,407.74 No categories were trending above the fourth quarter appropriation. Departments were very strict in adhering to their budget. There are very minimum funds left over with legitimate reasons why those funds weren'tspent. RE: BOARDLIAISON REPORTS Board members thanked Ms. Morris for the report. Mr. Lamb attended ai meeting oft the Social Services Board. The entire building, including the Sheriff's Office, needs smoke alarms and a sprinkler system. Social Services needs additional staff space. Mr. Lamb said there was a terrible accident on Sunday morning at the intersection of Route 29 and Route 609. He suggested VDOT needs to move some dirt to improve the site Mrs. Durrer said there are no COVID-19 cases at the Central Virginia Regional Jail at this Mr. Herring attended the Thomas Jefferson Planning District Commission meeting. TOT (transit occupancy tax) funds are earmarked for tourism and should not be co-mingled in the general fund. Remaining TOT funds will be transferred to the County and placed in the operating account fortourism. This will close out thel EDATOT funds account. He continues to work with Parks and Rec looking for novel approaches for activities that can be held within COVID parameter's and guidelines. Taylor, Clérk Greene County Board of Supervisors Board of Supervisors October 13, 2020 Attachment "N" A RESOLUTION TO INITIATE A REVIEW OF THE GREENE COUNTY COMPREHENSIVE PLAN WHEREAS, Virginia Code Section 15.2-2223, requires the adoption of a WHEREAS, on June 25, 2016, the Greene County Board of Supervisors adopted the County's comprenensive Plan entitled Greene County comprehensive Plan; and WHEREAS, $15.1-2230 of the Code of Virginia requires that the Planning Commission, at least once every five years, review the Comprehensive Plan and comprehensive plan by all Virginia localities; and determine whether it is advisable to amend the plan; and WHEREAS, $15.2-2230 of the Code of Virginia requires certification of the comprenensive Plan based on the Planning Commission's recommendation to the Board of Supervisors; NOW, THEREFORE, BE IT RESOLVED by the Greene County Board of Supervisors that a review of the Greene County Comprehensive Plan dated June 25, 2016 is hereby initiated and referred to the Planning Commission for review and analysis. The Planning Commission shall certify and transmit a draft proposal to the Greene County Board of Supervisors with a recommendation.
