Board of Supervisors October 12, 2021 Page 3 RE: UPDATE ON COVID-19 Ms. Meador gave an update on the local and regional statistical data of COVID cases, hospitalizations and fatalities. Greene is showing an increase of 390 new cases, 21 new hospitalizations and 61 new deaths since our last update. The age group breakdown for fatalities in the Blue Ridge Health District is as follows: 80+ 52.8% 70-79 24.7% 60-69 12% 50-59 7.5% 40-49 2.6% 30-39 0.4% 29 and under 0% For the month of September, 2021, Greene County has had 487 new cases, 27 hospitalizations and 4 fatalities. She shared that County departments have been hit pretty hard in the last few weeks. There have been outbreaks within two departments as employees came to work feeling ill even after several emails from Mr. Taylor telling people to remain home if they feel unwell. Approximately 61.9% of our community has had at least one dose and 56.6% have been fully vaccinated. A national poll completed in September found that about 20% of people will never receive the vaccination. On November 5th there will be a vaccination clinic at the William Monroe High School football game. Ms. Meador said that there will be covid testing every Monday from 5:00 p.m. to 7:00 p.m. at the Greene County Health Department. The Greene County Health Department will bel holding flu vaccination clinics on October 14 and October 22. Mr. Herring clarified the booster is still only available for the Pfizer vaccine. Ms. Meador Mr. Martin clarified that the flu shots are available at no cost. Ms. Meador said that is said that is correct. correct. RE: MATTERS FROM THE PUBLIC Ms. Gwen Baker was present to thank the Board for their decision on the SUP's. She also wanted to thank them for reading her recent email and for the meeting that she has set up with Mr. Martin and Mr. Taylor regarding her concerns with the Tourism Council. She read an excerpt from the Tourism Council meeting minutes from August 14, 2019. She also shared an excerpt from EDA meeting minutes from July 21, 2020. She said the By-Laws of the Tourism Council need to be updated. Ms. Paige Roberts was present to speak about the Tourism Council By-Laws. She said they needed to be thoroughly vetted and changed. She also said that the Board of Supervisors should have direct oversight oft the Tourism Council and that the Tourism Council meetings should be held at a time when the public can attend. RE: RESOLUTION TO APPROPRIATE $724.930.00 FOR ADDITIONAL Ms. Morris shared an explanation of this resolution which was removed from the Consent Agenda for further discussion. Ms. Morris said that the additional expenditures at the Solid Waste Facility included the repairs of the scales, truck rental and the additional costs associated with disposal services. These funds need to be appropriated in order to be within budget. Mr. Herring clarified that this is for the previous budget year. Ms. Morris said that is correct. This appropriation is for FY21. She also said that she and Mr. Taylor have a meeting scheduled with the Solid Waste Facility Director to address the fee schedule and budget numbers for FY22. Mr. Taylor said that we are seeing a very large volume oft trash coming through our facility. We will need to adjust the tipping fees to cover the cost of the operation and stabilize the budget for the current fiscal year. Mr. Lamb asked how much outside trash is coming into Greene County. Ms. Morris said that she would have to speak with Mr. Morris to get that information. Mr. Martin asked how much of this would be offset with revenue. Ms. Morris said 300,000-5400,000. She said that when the auditors come at the end of October, she is planning to talk with them about the outstanding balances as ofJune 30, 2021 versus the receivables that are still due. EXPENDITURES FOR FY2 2021 Upon motion by Dale Herring, second by Davis Lamb and unanimous roll call vote, the Board approved the resolution to appropriate $724,930.00 fora additional expenditures forl FY2021. RE: BONUSES FOR SELECTED STATE FUNDED POSITONS AND OTHERS Mr. Taylor shared a presentation regarding a bonus for Greene County employees. Governor Northam declared that local government functions are essential and all ofhis orders have reinforced that point. Greene County staff has served throughout the Covid-19 pandemic and has continued to provide services for the health, safety and welfare of our citizens. In the Special Session in August, 2021, the General Assembly used state ARPA monies to fund a one-time $3,000 bonus for Compensation Board funded sworn local law enforcement and jail employees to be paid in November, 2021. This action funded a significant bonus for state funded employees while making no provision for the locally funded employees that do the same work. There wasa suggestion that localities might use local ARPA money to fund similar bonuses locally. This state action raises equality, fairness, morale and other issues. Mr. Taylor said that we are considering using some of the ARPA monies to fund a one-time $3,000 bonus for all local employees with a full-time status and a $1,500 for employees with a part-time status. Mr. Taylor said that he and Ms. Morris are working with our auditors to: meet all requirements for a premium pay bonus with the use of ARPA funds. A public hearing must be held by the Board during the November 9, 2021 meeting whether we are planning to give this bonus to just those state-funded positions or to all state and locally funded positions. Mr. Taylor is asking for the Board's approval to advertise the public hearing to include all state and locally funded positions. Mr. Martin said that this does raise some moral and morale issues. Mr. Herring asked if the County has to provide the bonus to the Compensation Board funded employees. Mr. Taylor said that is correct. Mr. Herring said that it is a pass-through funding that comes from the State to the County to those employees. He asked whether that required aj public hearing and a vote ofthe Board. Mr. Taylor said that is correct. Mr. Herring asked what would happen ifthel Board decided not to do it. Mr. Taylor said that he believed that not doing it would imperil the relationship that the County has with the Compensation Board. Mr. Martin said that this is typical Compensation Board behavior. Mr. Bowman said that there are requests from the Sheriff's Office and the volunteer fire companies and there is a need for training facilities for EMS. He is not opposed to the bonus, but he also wants to state that there are other important uses for those funds. He said that he would like to have the public hearing to consider the bonus. Mr. Herring said that he was concerned that during the upcoming budget, we may not be able to give ar raise to staff. Mr. Taylor said that the fact that this was a flat bonus for all employees would give employees lower on the pay scale a tremendous blessing during this time. Mr. Martin said that ideally this would've happened during our budget discussion. He asked ift the school faculty received any bonuses. Mr. Herring said that they withheld the pay increase at the start oft the year and then gave a lump sum to cover the pay raise once they knew funding was available. Mr. Martin said that he was astounded that Richmond would allow some EMS first responders to get the bonus and not others. Mr. Lamb said that we should have aj public hearing. Mr. Martin clarified that the auditors are the ones that must be satisfied and are a neutral party. Ms. Durrer said that she is very disappointed in the Compensation Board. Upon consensus of the Board, the public hearing will be advertised to include al bonus for all County staff. Board of Supervisors October 12, 2021 Page 6 RE: APPOINT A GREENE COUNTY REPRESENTATIVE FOR THE BLUE RIDGE Mr. Taylor said that Greene County needs to appoint a representative for the Blue Ridge Cigarette Tax Board. He shared that this Board exists to oversee and tend to the details, but all decision making would be upon the Board of Supervisors of the locality. Mr. Herring suggested that we begin by having the County Administrator act as the representative and the Board may CIGARETTE TAX BOARD choose to look at a different appointee at a later date. Upon motion by Dale Herring, second from Steve Bowman and unanimous roll call vote, the Board voted to appoint the County Administrator, Mark Taylor, as the representative for Greene County on the Blue Ridge Cigarette Tax Board. RE: BOARDLIAISON REPORTS Mr. Herring said that the Thomas Jefferson Planning District Commission met and there was a presentation on the VATI Grant. Our application represented 13.3% of the total localities. The challenges are due by October 31, 2021. They felt positive about the outcome of this grant. Mr. Herring said that the Emergency Services Advisory Board will meet on Tuesday, October 19, 2021. Mr. Herring said that he spoke with Mr. Jones regarding the fire hydrants and Mr. Jones has recommended that a tanker truck should participate in all fire related calls. That will put a strain on the fire departments. The Emergency Services Advisory Board will request information regarding the fire hydrants to clarify that information for first responders. Mr. They also discussed redistricting. Board of Supervisors October 12, 2021 Page 7 Bowman added that Ruckersville no longer has a tanker truck which will put extra burden on Stanardsville and Dyke for backup. Commission will meet on October 20th. rescheduled until next Thursday. Mr. Bowman said that the School Board will meet on October 13th and the Planning Ms. Durrer has a Criminal Justice Board meeting tomorrow night and the Jail Board has Mr. Lamb asked Ms. Meador about the water pressure at the new EMS building. Ms. Meador said that staff complained about the water pressure inside the building. MEB said that they felt the water pressure was not sufficient for the building, as well. Mr. Martin shared that Oktoberfest will be held at Greene Commons on October 23rdand on October 30th they will have Tricks and Treats, a haunted tour of Stanardsville and a movie.
