He felt it is imperative that citizens are involved in the hiring process and a citizen review board is a must. Mr. Murphy asked the Board RE: PUBLIC HEARING - AMEND GREENE COUNTY CODE - CHAPTER 35, Mr. Doug Miller, member of the Greene County Electoral Board, was present along with Ellen Deane, Chair oft the Electoral Board, and Jennifer Fowler, Registrar, to discuss the proposed move oft the Stanardsville polling place. The PVCC location meets all requirements for use as a for a timeline and information on the hiring process. ELECTIONS - STANARDSVILLE POLLINGPLACE polling place. RE: RATIFICATION OF CONTRACT- - PARKINGI LOT PROJECT Ms. Garton said the contract for engineering design fort thej parking lot project at the Vehicle Maintenance Facility had been signed by Rick Morris who does not have authority to sign contracts. RE: AUTHORIZE PAYMENT OF INVOICES - WWASSOCIATES Ms. Garton said a contract was executed for which there were no funds budgeted. The Board has since declared the contract void but work had already been performed. Two invoices require authorization by the Board of Supervisors. One has already been paid in FY 2018 for The Chair read the proposed resolution authorizing the Interim County Administrator to pay invoices as noted to WW Associates, Inc. pertaining to work done on a voided contract. Upon motion by Bill Martin, second by David Cox, and unanimous vote, the Board $75,000. Another invoice needs to be paid now in the amount of $24,937.50. approved the resolution as presented. RE: VDOT QUARTERLYMEETING Mr. Joel Denunzio, VDOT Resident Engineer, announced that Bruce Shifflett has been Mr. Denunzio said the paving contractor should be back in the area completing projects in appointed as the superintendent oft the Greene County area headquarters. Bull Yearling Road was the hardest hit area in Greene. VDOT also received several requests for stream work which requires environmental permits. Geo-technical specialists looked at the sites ofai number of slope failures along Route 33 on the mountain. Mr. Denunzio reviewed the August, 2018: report which was included in the information for Mr. Martin said a number of residents in Hancock Farms Subdivision have indicated Board members thanked VDOT crews for the great job during the flood recovery efforts. Mr. Denunzio noted information regarding paving and resurfacing projects is available at: this meeting. (See. RE: MEDICAID EXPANSION Mr. James Howard, Director of Social Services, and Ms. Ann Winn, Benefit Program Medicaid typically covers children under age 19, older people age 65 and over, and blind or disabled individuals. The proposed expansion covers 19 to 64-year-old adults. The State has estimated there are 830 more people in Greene County who will qualify for Medicaid. This is a significant increase in the number of clients. The program will go live on January 1 and the Department will begin accepting applications on Novemberl 1. New enrollees will receive all State Plan services and additionally federally required preventive services including but not limited to: Doctor, hospital and emergency services, including primary and specialty care Supervisor, were present to discuss Medicaid expansion. Prescription drugs Laboratory and x-ray services Maternity and newborn care Home health services Family planning services Medical equipment and supplies Behavioral health services, including addiction and recovery treatment services Preventive and wellness services, including annual wellness exams, immunizations, Mrs. Flynn commented on the fee for service component which will serve populations excluded from managed care, including incarcerated adults. She noted the issue of medical expenses for incarcerated persons. Ms. Winn said a person can apply for Medicaid at any time, incarcerated or not. The aid category would be changed based on circumstances. There is talk Mr. Howard said Greene County's allocation of State funds is $92,683 which can be used for anything related to implementation of Medicaid expansion. A local match is not required in smoking cessation and nutritional counseling about expanding toi regional jails. 20191 but will be required in subsequent years. Board of Supervisors August 14, 2018 Sheet 6 RE: WHITE RUNI RESERVOIR PROJECT- UPDATE County Water Supply and Treatment Project. Ms. Garton, Interim County Administrator, briefly reviewed the background oft the Greene Ms. Garton has held two meetings to familiarize herself with the details of this complex project. These meetings included county staff; WW Associates engineer; RSA staffmembers; and Ms. Garton intends to establish a Greene County Water Supply and Treatment Project Steering Committee to manage the project and to advise and update the County Administrator. The steering committee will consist of one or two members of the Board of Supervisors; the County Administrator; Tracy Morris and Jim Frydl, county staffmembers; staffrepresentatives: of Rapidan Service Authority; possibly an RSA board member; and the project engineer. Ms. Garton asked the Board to select a date to hold a work session SO staff, the engineer, and the financial consultants can make ai full presentation to the Board about the scope, the details, The Board acted in May to ask the RSA Board to approve an increase in the Facility Fee for residential customers from $10 a month to $20 a month. That increase was approved by the RSA Board, notification has been made to residential customers, ai notice oft thei increase in the fee will be included in thel billing for the next couple ofmonths and the increase will go into effect for Ms. Garton said she will also ask the Board, at their. August 28 meeting, to request the RSA Board change the method ofbilling nonresidential users from an account-based charge to an EDU- based charge for the Facility Fee. She gave the example ofa single-family residential dwelling, which is one EDU, being charged $20 per month. However, as the charge is per account, a large water user such as a "big box store", would also be charged the current nonresidential rate of $20 per month for the Facility Fee regardless oft the number of EDUS used. With the switch to EDUS, acommercial user (such as al big box store) would be charged $20 for each EDU they have access representatives ofDavenport & Company, financial consultants. the funding, and the financing for this project. billings which occur after October 1. to. RE: MADISON-GREENE HUMANE SOCIETY - PUBLIC HEARING SCHEDULED Ms. Garton said a public hearing is scheduled for August 28, 2018 to consider the renewal ofthel lease with Madison-Greene Humane Society. RE: CELEBRATE SHENANDOAH Mrs. Flynn said the Board received a really nice summary about Celebrate Shenandoah activities and noted their next meeting will bei in October, 2018. RE: REQUEST FOR FUNDING FOR SWIFT WATER AND FLOOD WATER RESCUE Ms. Garton reviewed the request from the Office of Emergency Services for thet transfer of funds for swift water and flood water rescue training and equipment. The Board's bylaws require TRAINING AND EQUIPMENT Board of Supervisors August 14, 2018 Sheet 7 two readings of any request for additional allocation. Since thisi is ai request to transfer funds from the contingency fund to the OfficeofE Emergency Services, it would not technically be an additional allocation or require a second reading. This will be listed as an action item on the August 28 agenda. RE: LIAISON REPORTS Mr. Herring said the Thomas Jefferson Planning District Commission met last Thursday in Fluvanna. Thel Rural Long-Range Transportation Plan was discussed as was a draft strategic plan Mr. Martin said today was the first day ofschool and things went amazingly well given the construction project underway which will continue for the next year. He and Mr. Herring went on another tour oft the school construction project last week. There was a short evacuation ofthe high school today due to a problem with a kitchen appliance. A boundary line adjustment is required between Orange and Greene Counties to move the line such that these properties are formally and legally "moved" into Greene County. Several Ms. Garton said she is holding monthly Department Director meetings, to which the Constitutional Officers and other agency heads are invited. She has also instituted Agenda Construction Meetings where staff who have items to present to the Board meet to discuss their Training for county staff and Board members is being scheduled. Sessions will include training on FOIA, records retention and violence in the workplace, among other topics. Ms. Garton ended her update with a word about local government in general. There are huge similarities in counties across Virginia but also differences. No local government unit is Ms. Garton encouraged citizens to contact her with concerns or complaints saying she will follow up on each and every one. Senator Hanger said he is working to ensure legislature is doing more to help localities get work Mr. Martin commented on the recent events surrounding the management transition in county administration. Decisions were made after consulting legal counsel and were not made lightly. It is inappropriate for Board members to discuss personnel matters outside of closed Mr. Martin said the Board acted quickly to hire Ms. Garton as Interim County Administrator and Greene County is fortunate tol have her expertise during this time oftransition.
