RE: PEDMONTVIRGINIA COMMUNITY COLLEGE Dr. Frank Friedman, President of PVCC, was present toj provide annual update. Mr. Fred Dr. Friedman reviewed information and statistics for Greene County residents regarding enrollment, dual enrollment, tuition savings, distance learning and high school graduates from 2005/06 and 2015/16. One hundred fifty-six (156) students were enrolled at the Giuseppe Center in the fall of2016. Also reviewed new programs and workforce services in place since the fall An Advanced Technology Center is planned with a projected opening in 2021. Cost estimate of $20 million, from the state, for 45,000 sq. ft. facility. Site development cost estimate of$ $1 million which must be funded locally. Greene's share will be $103,644 over a three year Mr. Frydl said PVCC provides a good opportunity for citizens and students. Dr. Friedman Mr. Martin noted the PVCC Center is a community center also and PVCC plus the Richardson, Greene County representative on the PVCC Board, was also present. of2006. New facilities since 20016. period, FY 181 thru FY2 20. noted the early college program in Greene is one oft the largest in the entire State. Library creates al hub of activity for the area. RE: VDOT QUARIEREYMEETING February monthly report. Mr. Joel Denunzio, Resident Administrator, was present to discuss road matters and the Preliminary Engineering projects include: Route 33/Route 29 intersection Route 630 - Rose brook Road Route 624 -Beazley Road Route 607- Matthew Mill Road/Route 29 Intersection Improvement - Project was advertised in September, 2016, awarded in December, 2016. Construction will begin in the Route 670 connector road project looks like it will be funded and this allowed the scope of the Matthew Mill Road/Route 29 intersection improvement project to be significantly reduced. Initially proffered by developer. Some traffic diverted to Route 670 connector road spring. project. Received funding for Route 33 guardrail replacement project on mountain. Project will be advertised in April with anticipated completion in June, 2018. $1.1 million Board of Supervisors February 28, 2017 Sheet 4 Held "stakeholders" meeting on February 7 to discuss Preddy Creek Road after fatal crash during severe weather. Planning to replace culvert and get guardrail installation at site. Lot of crashes on that road. Talked about enforcement, excessive speed, and engineering. Visited the area to try to identify short term maintenance items that can be addressed. The floor was opened for public comments. Mrs. Jessica Maupin - Lives on Holmes Run Road off Ice House Road. Ice House is a gravel road with drainage issues and potholes. About 40 houses off that road and amount of traffic would justify paving of road which she felt would ultimately save the County money. Referred to petition previously submitted to have road paved. Would increase property values Mr. Denunzio said Ice House Road could qualify for hard surfacing under the Rural Rustic Paving Program. Can discuss inclusion of road in Six Year Plan at upcoming hearing. Proposed improvements (i.e. work on Route 33) exceeded economic feasibility for developer of Mr. Cox commented on Route 609 Fredericksburg Road where culvert was replaced but guardrail or safety feature never put in. This needs to be addressed. Also, request to lower speed limit on Route 615 to match Route 810. Mr. Denunzio said he will check on the culvert and will Mr. Fryd! asked if the Preddy Creek Road project needs extra funding noting funds could be diverted to this safety project. Mr. Denunzio said utilities in the area will have to be moved. Estimated cost of $80,000 to $100,000. Also, will need to obtain necessary easement. Mr. Frydl asked if Mr. Denunzio could look into the appropriate usage of mobile message signs in Greene County. Mr. Denunzio said the large mobile sign could not be used on Preddy Mr. Martin requested additional clearing of debris at staging area at intersection of Route 33/Business 33 at Swift Run. Mr. Denunzio said he was not aware material was still on the site Mrs. Flynn asked for additional clarification on Route 670 connector road. People are asking why the developer is not paying for the road. Why using state funds for this road when originally private funds? Mr. Svoboda said this is the only project that Greene has that will qualify for the Smart Scale program. The right-of-way has already been dedicated to public use. We need to look at more up-to-date traffic counts. There seems to be a misconception about the amount of traffic using Preddy Creek Road (Route 670) as a cut-through to Orange County instead of using Matthew Mill Road (Route 607). The design of Matthew Mills intersection took into account the cut thru road which should alieve some of the traffic problem. The approved 1100 home subdivision in area may or may not be developed and cannot happen and help the sale of] Barrington Place. Please pave road. Should we invite him to address the Board with any final comments as he leaves many years of construction phase. service? RE: BROADBAND Mr. Herring said the committee had a second meeting. Developing a survey with goal of having it sent student report cards and tax bills. A telephone line will be set up SO people without internet access can call in to leave information. Survey will run for two months. Data will be collected and a map of Greene County created using GIS showing speed, coverage, and lack of coverage. The survey will also be posted on our website. The committee is still looking at possibility of "dig once policy"-i.e. put conduit in place when doing subdivision cuts down on Mr. Barkley said the better we can refine scope and inventory what we have, better for project. Board of Supervisors February 28, 2017 Sheet 6 RE: PUBLIC HEARING - REQUEST FOR SPECIALI USE PERMIT- SUP#15-009 Mr. Svoboda reviewed the request from Francis Shiflett/Jody and Jamie Shiflett for a Special Use Permit for meeting places for clubs, fraternal and civic organizations as listed in Article 4-1-2.15 on a 2.41 acre tract, zoned A-1, Agriculture, located at 14865 Spotswood Trail This is one of the busiest intersections in the county. Property was previously occupied by a music store. This request does not include the entire parcel. The old motel structure and single family dwelling located on the parcel are abandoned.
