PLANNING COMMISSION August15,2018 THE REGULAR MEETING OF THE GREENE COUNTY PLANNING COMMISSION WAS HELD ON WEDNESDAY, AUGUST 15, 2018, AT 6:30 PM IN THE COUNTY MEETING ROOM. Members present were: Jay Willer, Chairman William Saunders, III, Vice-Chairman Steve Kruskamp, Jr., Member John McCloskey, Member Ron Williams, Member Dale Herring, Ex-Officio Member Jim Frydi, Planning Director Stephanie Golon, County Planner Shawn Leake, Zoning Officer Marsha Alley, Secretary Staff present were: CALL TO ORDER The Chairman called the meeting to order. DETERMINATION OF QUORUM Each member stated their name on the record to determine a quorum. PLEDGE OF ALLEGIANCE & MOMENT OF SILENCE Mr. Willer led the group in the Pledge of Allegiance and a Moment of Silence. PUBLIC HEARINGS Greene County Zoning Ordinance Revision: Amend Articles 4-1-2.2 and 4- 11 (Commercial Kennels), Article 9-1-2.01 & 2.02 (Animal Shelters and Animal Kennels), and Article 22 (Definitions), and all applicable references to clarify the regulations relating to these uses. (OR#17-002) Mr. Willer read the request and asked for a report. Mr. Frydi addressed the Commission. He reviewed the application which was submitted in 2017 with various reviews and work sessions during that time. He gave a brief history of the review and the proposed language and definitions relating to animal kennels and animal shelters. He noted that the specific proposal relates to zoning as it applies to commercial kennels. He stated that other agencies regulate other animal related issues. He reviewed the existing language which refers to ten canines and how the regulations impact those who would like to operate with fewer than ten canines. This use would be allowed int the C-1 and B-2 zoning districts by special use permit. KENNEL, LARGE COMMERCIAL: An establishment where five (5) or more canines, felines, or hybrids of either are kept for the purposes of breeding, training, renting, buying or boarding for compensation. OLD/NEW BUSINESS Mr. Frydl stated that he was unaware of any items to be addressed. Mrs. Golon gave an update on the status of the Ruckersville Area Plan. APPROVAL OF MINUTES Mr. Saunders made a motion to approve the June 20, 2018 meeting minutes as presented. Mr. Kruskamp seconded the motion. The minutes for the June 20, 2018 meeting were approved by a 3-0 vote as Mr. Williams and Mr. McCloskey abstained as they were not present at the June meeting. OTHER PLANNING MATTERS Town of Stanardsville Information gave an update on the Town Market project. Mr. Frydl stated that there are no scheduled items with the Town at this time. He Mr. McCloskey noted that staff has been hired for events for venues such as this. Mr. Frydl stated that there are no applications for next month; therefore, there will Mr. Willer announced that Marsha Alley and Shawn Leake have accepted other employment opportunities.
