Jim Frydl and unanimous vote, the Board entered into Executive Session to discuss legal and personnel matters pursuant to Section 2.2-3711 Subsection (a, 1-7) of the Code of Virginia. RE: ACTION ONSIX YEAR PLAN Mr. Darryl Shifflett, VDOT representative, said the Plan was revised to include the portion of South River Road as discussed at the public hearing. The South River Road project is listed as the last rural rustic road priority on the Plan with funding not indicated until 2022-23. Mr. Frydl felt this may give a sense of false hope to residents on the road. There are other roads in the County that are more likely to surpass South River Road in urgency for safety and traffic counts. Do we want toj put it on the Plan with ai reasonable chance that it will be taken offi in the future? The Board needs to compile a list ofroads by priority and Mr. Frydl felt South Mr. Cox agreed noting Turkey Ridge, Beasley, and Bull Yearling are all roads that would Mr. Shifflett said the Board of Supervisors prioritizes projects. He pointed out that only Rosebrook Road will receive funding during the upcoming year. All other projects will receive funding in FY 2019 and beyond. Ifapproved, this could result in a $10,000 impact on revenue for the County. RE: HOMESTEAD REAL ESTATE TAX RELIEF FOR SENIOR CITIZENS Mr. Barkley said a citizen has suggested the Board of Supervisors consider a Homestead Real Estate Tax Relief for senior citizens that would freeze any increase in real estate property tax for the primary residence of an owner who is atl least seventy (70) years old. Mr. Barkley said this would be a nice gesture but would lean a bit towards an arbitrary form oftax reliefand would not be in the best interest ofthe County. Mr. Barkley will respond to this request. RE: NOISE ORDINANCE Mr. Barkley said he spoke with the Sheriff and Commonwealth's Attorney and the ordinance is enforceable as it stands. Enforcement comes down to equipment and effort made to respond to complaints about noise. Mr. Barkley said he has explained to individuals that Greene is ai rural county and certain noises (i.e. ATV, dogs, and gun fire) are customary to our area. Itis the responsibility ofthe Sheriff's Office to enforce this ordinance. Staff does not recommend any changes to the ordinance at this time. RE: "NOI FENCE" ORDINANCE Mr. Barkley said a citizen had written asking what happens when a certain category of livestock crosses a property line from a farm to another property. What constitutes a fence in Greene County? Our ordinance (Section 14-1) provides that a property line constitutes a fence from al legal standpoint. Violation is a civil matter between thej property owners. Mr. Martin said he received two calls recently and he is not sure law enforcement officials are aware of this ordinance as some are giving constituents a different read. Mr. Martin said he will speak with the Sheriff's Office in regards to this ordinance. RE: STRATEGIC PLANNING INITIATIVE Mr. Barkley said staff reviewed the strategic planning initiatives developed by the Board. Mrs. Flynn noted the Board just received this information and may want time to review. Mr. Barkley said he is confident staff can move in the right direction with the initiatives outlined by the Board that are tentatively scheduled to be addressed at some point during FY: 2018. Mr. Barkley gave a brief overview ofinitiatives. be scheduled as an agenda item for the next meeting. RE: BROADBAND the deadline for survey. RE: LIAISON REPORTS Mr. Herring said 1,000 unique responses had been received as of noon last Friday. A map will be posted on our website showing actual location of responses and speeds. June 30is Mr. Martin said a tour of the Flex Plex facility at the business park is scheduled on June 29at11:00: a.m. The Town Market Pavilion and Blue Ridge Heritage projects arei in full swing. Mr. Herring said a meeting of the Thomas Jefferson Planning District Commission will be held in Greene County on August 3 with the location to be determined.
