Board of Supervisors September 22, 2020 Sheet 3 RE: UPDATEON COVID-19AND EMERGENCY SERVICES Ms. Meador said there are 142,010 COVID cases in Virginia and 3,060 COVID related deaths. The Thomas Jefferson Health District reports 3,241 cases and 67 fatalities. Greene County has 212 COVID cases, 10 hospitalizations, and 3 COVID related deaths. A COVID testing clinic was held in Ruckersville on September 10. The annual free flu clinic will be held on October 8 Ms. Meador said Emergency Services is on schedule for the October 14, 2020 transition date. Mr. Anderegg continues to work on insurance and lettering requirements for apparatus. A RE: LEASE AGREEMENT BETWEEN THE COUNTY OF GREENE AND THE STANARDSVILLE VOLUNTEER FIRE COMPANY PERTAINING TO FACILITY Ms. Meador said the new EMS Department will officially begin operating on October 14 and the new building design is in initial stages. The question is where EMS staff will be housed until the new building is constructed and operational. She contacted Stanardsville Volunteer Fire Company to discuss the housing of EMS personnel at that facility on a temporary basis. The Stanardsville Fire Board of Directors is requesting monthly rent of $1,500 and an additional $1,000 for monthly utility expenses for ai total of$2,500 per month. Mr. Lamb questioned the need for this agreement. Mr. Taylor said the current Squad facility is inadequate to meet space needs for staff in compliance with COVID guidelines. Temporaryhousing: at SVFD would provide space as necessary to allow for basic health and safety of the crew. Mr. Herring asked ift there would be sufficient separation between the two crews to protect each and limit impact of a COVID outbreak. Mr. Anderegg said the trucks will be decontaminated appropriately and crews will have facilities for decontamination along with necessary PPE. Ms. Meador said each patient is treated asifthey are COVID positive until proven from 5 pm to 7 pm at Nathanael Greene Primary School. meeting is scheduled with UVA to finalize the transition of EMS services. Board of Supervisors September 22, 2020 Sheet 4 RE: PUBLIC HEARING- THROUGH TRUCK RESTRICTION ON ROUTE 609 Mr. Taylor said consideration of the proposal for through truck restriction on Route 609 (Fredericksburg Road) was initiated by Mrs. Durrer. There has been an increase in truck traffic on Route 609 from the intersection with Route 33 to the intersection with Route 29. The road is highly variable in both horizontal and vertical alignment. Therel havel been ai number ofnear misses Mr. Frydl said VDOT criteria required for a through truck restriction request include: The character and frequency oftractor trailer traffic on Route 609 from Route 29 to Route The existing route on Fredericksburg Road is 4 miles while the alternate route would be 7.2miles. Tractor trailer traffic on the road was rare but has increased over the last 3 years, continues to get worse, and happens day and night. This is a narrow curvy road that school buses travel also. She encouraged Board members to approve the resolution to restrict tractor trailers and car carriers on this portion of Fredericksburg Road. Mr. Lamb asked if gooseneck trailers would be restricted also. Mr. Frydl said the resolution would restrict through truck traffic on that route. RE: PUBLIC HEARING - AMENDMENT OF THE FY 20-21 BUDGET Mrs. Morris said a public hearing is required by State Code and the resolution is to amend thel FY2 20-21 budget to adjust the aggregate amount to be appropriated for an appropriation which is in excess of one percent of the total expenditures shown on the current adopted budget. The County received $1,729,131 from the Commonwealth ofVirginia for COVID-19: related expenses. The additional resolutions for consideration are to authorize the expenditure oft those funds. The public hearing was opened and closed with no comments. Upon motion by Steve Bowman, second by Marie Durrer and unanimous roll call vote, the Board approved the resolution to accept and appropriate one million seven hundred twenty-nine thousand one hundred thirty-one dollars ($1,729,131) from the federal government for federal CARES Coronavirus Relief Funds as presented. Mrs. Morris said the other three resolutions are to authorize expenditure of funds from the Federal CARES Act for salaries and fringes for EMS personnel, County funded Sheriff's Department public safety personnel, and the UVA contract personnel in FY 20: and FY21. Funds are also used to address space constraint and modifications in FY 21. Mr. Martin said the Mr. Lamb said he could not votei for these resolutions as he feels CARES Act money should be used tol help people and small businesses instead. Only $300,000 ofCARES Act funds was set aside for small businesses. Mr. Lamb felt this money is being spent with noi regard to citizens and information on line item expenditures is needed. The Board is not being transparent nor showing fiscal responsibility. Referred to data pertaining to the Small Business Grant program and issues he found with the requirements. Mr. Lamb was opposed to all three resolutions as these expenditures were included in the approved budget. He also felt Board meetings should be held inj person rather than electronically. RE: DYKE MAIN POST OFFICE NEW SPACE PROJECT Mr. Richard Hancock, Real Estate Specialist with the United States Postal Service, said standard operating procedure requires contacting the local government and a public meeting for community feedback when a postal facility relocates and a retail component is entailed. The opportunity is to move into a brand-new building at the same location and operational approval has been obtained. There will be a thirty-day comment period. Mr. Hancock did not have an opening date for the new post office at this time. The meeting was opened for public comment. There were no comments. Mr. Hancock said this is the initial presentation. RE: VDOT QUARTERLYMEETING Ms. Carrie Shepheard, VODT Resident Engineer, shared the following information on projects: Preliminary Engineering: Route 29/33 intersection improvements - ad date is November, 2022 Route 670 connector road I public hearing to be scheduled Route 638 Turkey Ridge Road Bridge replacement - scoping and preliminary field inspection next milestone Rural Rustic Road: Route 634 Bull Yearling Road - work should begin this week Route 624 Beazley Road - scoping complete - spring paving Route 603 Bingham Mountain Road - scoping, just started Route 638 Turkey Ridge Road - scoping and environmental work complete, spring paving Construction activities: Route 642 Entry Run Road - recently completed culvert replacement project Route 670 Preddy Creek Road - completed culvert replacement project Route 29 NBL over Rapidan River - latex overlay should begin shortly Board of Supervisors September 22, 2020 Sheet 7 Traffic engineering: Route 609 Fredericksburg Road - temporary truck restriction is under review Route 820 Dyke Road - review for designation as Virginia Scenic Byway continues Route 626 Snow Mountain Road - speed study has been completed and 351 mph speed limit Route 628 Simmons Gap Road - study being finalized isr recommended forj paved section of road Land use: Working with the County and owner of a proposed drive-in theater Village at Terrace Greene = working on responses to developer questions regarding coordination with VDOT on thel Route 670 connector road project and trying to coordinate Ms. Shepheard shared pictures of the Route 642 Entry Run Road project and the cleanup oft the VDOT lot at the intersection of Route 33 Bypass and Route 33 Business which will no Ms. Shepheard will initiate a traffic engineering study to review traffic counts, truck volume, speed, crash history, etc. on Route 609 in regards to the resolution approved earlier this evening to restrict through truck traffic. The study will be shared with the County and VDOT will hold its own public hearing. The complete packet will then be sent to the Central Office fori review and ultimately to the Commonwealth Transportation Board for approval or denial. Mr. Lamb said there are a lot of accidents in the area at the intersection of Route 29 with Route 645 Moore Road. He felt improvements and/or additions to deceleration and turn lanes in Mr. Bowman said he met with residents ofMt Olivet Road in Dyke on September 10th. He asked VDOT take a look at the road from Dyke Road to the end of state maintenance. There are 11 homes on ther road and problems with flooding in the area. Residents arel looking at thej potential toj pave that road. Ms. Shepheard said VDOThasi made some improvements in that area and paving Mrs. Durrer asked VDOT to review the deceleration lane on Route 29 south at Route 609 for possible addition tol length. The current lane is SO short and traffic continues to increase in the acouple design elements considering the overlap. longer be used as a dump site. this area would bel beneficial. would have to be done through the Rural Rustic Road Program. area. There were no comments from the public regarding road matters. Mr. Lamb asked if plans for the Route 670 connector road are available. Mr. Frydl said there are plans for what has been proposed to date. Ms. Shepheard said the design public meeting on the connector road project has not yet been scheduled. RE: BUSINESS DISRUPTION GRANT PROGRAM had an open period of. July 29 thru August 6. 104 grant inquiries 38 completed applications 24 approved applications Mr. James Tsikerdanos, Chair of the Greene County Economic Development Authority, provide the following information on the CARES Small Business Recovery Grant program, which Board of Supervisors September 22, 2020 Sheet 8 Over$ $194,493 dollars issued $105,507 in grant funds remain Delinquent tax status The most common disqualifiers for applications included: Revenue loss was not greater than 25% from the prior year Business did not hold a Greene County business license The EDA is working with the CIC to open a second round of applications in the coming weeks and businesses will be notified. Mr. Lamb asked if criteria for grants will be the same and Mr. Tsikerdanos answered yes. RE: CARESACTUPDATE Mr. Taylor said space constraint mitigation project at the Registrar's Office is complete and the annex is open for early voting which began last Friday. Projects for the General District/Juvenile & Domestic District Courts and Parks and Rec Department are ongoing. Thei modular EMS station is included inj plan B for space constraints mitigation. Elevation and floor plans provided by WW Associates were reviewed. Mr. Taylor said the project needs to be advanced as expeditiously as possible while being careful, prudent, and responsible in making RE: RESOLUTION TO INITIATE REVIEW OF GREENE COUNTY COMPREHENSIVE Mr. Frydl said it is time for an update oft the Comprehensive Plan and authorization by the Board of Supervisors is required. Rappahannock Electric is circulating a survey Mr. Bowman attended the School Board meeting on September gth. Parents have until October 21 to change the status of their child from virtual to in person to begin on November 11. He attended the Planning Commission meeting on September 16th. Two cases will be coming to Mr. Martin said there are now two vacancies on the Economic Development Authority. The Town of Stanardsville is starting a Sister City project with Tarland, Scotland and will makea presentation at the October 13thboard meeting. He noted that it was mentioned during the 2019 budget process that unemployment costs would be paid from the contingency fund. Mr. Herring said there has been a lot of discussion about CARES Act funding and he asked that the needs of the school Mr. Martin has heard a lot of good feedback about the modular unit for the Registrar's Office which is being used for early voting. Ifeel the semi/large truck/18 wheelers traffic has increased much more then three years ago. The farm truck traffic has not been a problem but Ihave had a couple of close calls with two different semi- tractor trailers on 609. Both of these incidences were near Dundee in the curves.lonce had to break quickly and head towards the ditch to avoid as semi-truck that was over the yellow line. The other time was having to suddenly stop when there was a tractor trailer! 52'/18 wheeler that was coming from the opposite direction in the curve on the 33 side of Dundee Rd and Ihad to stop completely and back upe enough so the trucker could get through the curves. Very One thing l'am certain of is the bridge on the 29 side past Dundee is not structurally engineered and the entire road ist to narrow for this type oft traffic. Italked with at friend of mine who is a Trucker and when I told him what road it was he immediately said that road was supposed to be off limits for those type trucks/transports withi the exception of the turkey/chicken trucks going to Heavenly Acres Farm. They always enter from 33 and most return that way. And equipment meant to do work, or deliver materials, etc... There definitely needs to be restrictions for cut through traffic and enforced post haste before there is a serious accident or God forbid a deadly one. I believe it would not hurtto reduce the speed limit to 401 mph instead oft the current 45 mph. (50, 55, maybe even 601 that some of the Andretti clan seem to drive). Ithink you'll find the road and bridge does not meet regulations for the majority of big trucks that are cutting through and they more than likely know they are not supposed to! In our personal experience, I have been run off the road onto the shoulder once and, in another incident, moved onto the shoulder and stopped (going NW) while al large rig (going SE) came down the hill toward the bridge below Westover Church. The vehicle was travelling way too fast and was using the entire road width. He used the entire width going up much oft the hill after the bridge. When I honked my horn at him, lwas given an enthusiastic middle finger salute. My wife, just int the past year, has come home irritated or shaken three times One other incident that is worth mentioning: Fourteen months ago there was a crime scene investigation near the intersection of Dundee Road and Route 609, not far from Vista Heights Drive. Apparently, in an effort to get around the backup, two westbound tractor trailer rigs and a smaller delivery truck, came wandering up Vista Heights Drive in search of an alternate route. Vista Heights Drive is a dead-end road (although there is no signage supporting that fact) with a small turnaround. It was a circus watching the big rigs trying to get out of the subdivision. Route 609 is too narrow and too curvy for large semi rigs who often have drivers with apparent deadlines that feel the need to speed. Residential homes along Route 609 are increasing in number, including families with small children. Recently there has been a rise in large vehicle traffic on our road. At any given time while traveling our road you will encounter large carrier type tractor trailers. The road itself is not very wide and there is little to no shoulder with very deep ditches. Whilelunderstand there is the need for large vehicles to conduct business on our road (supplying working farms, necessary VDOT machinery, and residential deliveries requiring larger vehicles etc) the volume of travel oft these large trucks with no apparent business on this road is concerning. With the increased use of GPS navigation apps, we have seen the amount of traffic grow and the use of the road by more large trucks and tractor trailers. The road has become significantly more dangerous and much noisier. The heavy trucks damage the road surface and crumble the asphalt allong the: sides of the road because it isn'to designed to accommodate these types of vehicles. We have installed mailbox after mailbox, and not one has gone more than 2 weeks without being hit. Public Utilities, Private Utilities and Public Facilities allowed by right and by special use in Article 3, Conservation District, C-1, Article 4, Agricultural District, A-1, Article 5, Residential District, R-1, Article 6, Residential District, R-2, Article 6A, Senior Residential, SR, Article 7, Planned Unit Development District, PUD, Article 8, Business, B-1, Article 9, Business, B-2, Article 10, Business Highway and High Intensity, B-3, Article 11, Industrial, M-1, Article 12, Industrial, M-2, Article 22, Definitions WHEREAS, it is desired to amend the Greene County Zoning Ordinance in order to promote the efficient and effective administration of the County's Zoning regulations. NOW, THEREFORE, BE IT RESOLVED THAT for purposes of public necessity, convenience, general welfare, and good Zoning practices, the BOARD OF SUPERVISORS hereby adopts a resolution of intent to amend appropriate sections of the Greene County Zoning Ordinance to achieve the purposes described herein; and BEITFURTHERRESOLVED THATt the Planning Commission shall hold a public hearing on the zoning text amendment proposed by this resolution of intent, and make its recommendation to the Board of Supervisors, at the earliest possible date. BE IT FURTHER RESOLVED THAT the Board of Supervisors (1) finds that these amendments are in furtherance of the public necessity, convenience, general welfare, and good zoning practice, (2) directs staff to prepare draft amendments for consideration, and (3) directs that the proposed amendments on these matters be brought forward for notice, hearing, Planning Commission recommendation, and Board of Supervisors' action.
