The August 2024 meeting of the Wise County Planning Commission was held on August 19, 2024, in the boardroom of the Education Center at the Wise County School Board on Lake Street in Wise. Chairman Houchins opened the regular session of the meeting at 5 pm. Minutes: Michael Hatfield made a motion to approve that the minutes of the June 27, 2024, meeting be approved as presented. Ed Roop seconded the motion. All voted aye, no one opposed. Chairman Houchins made note that he would be abstaining as he was not present at the June 2024 meeting, but the minutes would remain approved. The June 2024 minutes are approved as submitted. Chairman Houchins opened the public hearing. Case No: PC24-05 Jimmy McElrath gave the Commissioners background information for this case. This is a request for a Special Use Permit to install self-storage units in TTW Properties mobile home park located on Parcel 010859. The self-storage units will be for tenant use only to eliminate dilapidated storage. Jimmy McElrath stated he believes this would be a positive change for the mobile home park but noted they could only be used by current tenants. Should Double T, LLC wish to lease the self-storage units to anyone outside Andrew Scott of 100 Maplewood Ter, Wise, was present to speak at the podium. He stated there have been vacant spots in the mobile home park for a while and tenants expressed a desire for storage to be provided for them. Double T, LLC has storage units on other commercial parcels that are leased out and, as such, would be able to provide similar structures for storage within the park. He noted that this endeavor would not only fill in those vacant lots but would eliminate the older storage buildings found throughout the park. Case No: PC24-06 Jimmy McElrath gave the Commissioners background information for this case. This is ar request for a Special Use Permit to place an agritourism overnight rental on Parcel 011235. The rental would be placed near the pond at the vineyard. Jimmy McElrath recommended approval with the understanding we would need clarification on plans for Suzanne Lawson of 10504 N Reservoir Rd, Wise, was present to speak for David Lawson. Lawson stated that wineries across Virginia have successful tiny house overnight rentals and noted that tourism to Wise County is experiencing a shortage of vacation housing which is a result of the housing shortage. Lawson stated that the majority of their wine sales is from tourism. She then went on to mention that there are other vacation homes new their proposed site that are doing well. Once the special use permits are issued, they intend to work with the health department for septic. Chairman Houchins asked if there would only be the one rental or if there would be more later. Lawson stated they will be starting with this tiny house and would like to build a small cabin overlooking Wise Lake for rental. It was also noted that Terry Kilgore will be the new lawyer as Frank Kilgore passed away earlier in the year. It was noted that the original case will void if not addressed soon.
