RE: PUBLIC HEARING- SIXY YEAR PLAN FOR SECONDARY ROADS Mr.Joel Denunzio, VDOT Resident Engineer, reviewed thej proposed Six Year Plan which is the same as last year with the addition of Bull Yearling Road as a Rural Rustic Road project. Reviewed allocation projections. The floor was opened for public comment. Mrs. Tina Deane spoke in support of Route 634, Bull Yearling Road, being added to the Mr. Denunzio said, generally, arural rustic roadi is a "pavei inj place" type project. However, VDOT does recognize this road is a bit narrow and understands assistance is available from landowners to allow for widening of road. RE: PUBLIC HEARING - ALL AMERICAN STORAGE - AMEND GREENE COUNTY Mrs. Stephanie Golon, County Planner, reviewed the request from All American Storage II,LLCt to revise the Greene County Zoning Ordinance, Article 9, Business, B-2, and all applicable references toi include mini-storage units as a use permitted in thel B-2 zoning district. (OR#18-002) The current ordinance permits mini-storage units by-right in the B-3 zoning district. The amendment would permit mini-storage units, as defined, by special use permit in the B-2 zoning The Planning Commission recommended approval of ordinance revision OR#18-002 to allow mini-storage units by special use permit in the B-2 zoning district as requested by the ZONING ORDINANCE - ARTICLE9. RE: VDOT QUARTERLY MEETING Mr. Denunzio provide an update on projects and thei monthly report. (See Attachment "D") Route 33/Route 29 Project - Public hearing held on April 5. One hundred thirteen (113) people signed in at meeting. Forty-seven (47) comments were received at meeting. (fourteen(14)ins support, twenty-five(25): support with modifications and eight (8) did not support project. New tally once mail in comments are included. Route 670 connector: road - Should start to see survey activity in area. Route 33 guardrail project - Completion date is June 30 but may be completed by Primary roads being mowed. Will have online link to public website showing Ini response to aquestion from Mr. Martin, Mr. Denunzio said the mobile speed limit signs Mrs. Flynn thanked Mr. Denunzio and staff for bringing models of the proposed Route Mrs. Flynn said a citizen was told by VDOT that roads in Preddy Creek Subdivision are not in the state system. Mr. Denunzio said there was an error and that it is being worked through Mrs. Flynn also said a question came up about trees over the road that look like they might come down. Mr. Denunzio said if VDOT receives a call about a tree that is dead, dying, or a hazard to the road, the road side manager will review the tree to determine ifits should bei removed. Project should start soon. May 30th Mr. Herring said the Planning Commission met last week. The Ruckersville Area Plan at10a.m. is school capital project ground breaking ceremony. should come before the Board of Supervisors in June. RE: COUNTY ADMINISTRATOR REPORT Mr. Barkley said an informational meeting on Specialized Tax Districts is scheduled for Mr. Barkley said the Board has hired the law firm of Deal and Lacheney to represent the County as County Attorney. Mr. Tom Lacheney will be lead County Attorney and Ms. Kelley this Thursday, May 24, 2018 at 7:30 p.m. in the county: meeting room. See. Attachment "E" for County Administrator's: report. Kemp will serve as Assistant County Attorney. RE: OTHER ITEMS FROM BOARD MEMBERS Board members expressed their appreciation to Mr. Clarke for his services as County Mr. Martin commented that County's frequently go over budget for health care costs for inmates. He questioned if there is an insurance rider for counties to cover uninsured inmates at Attorney. the Regional Jail. Mr. Martin said, hopefully, there will be an adopted State budget by. June. Mr. Martin said he and Mr. Herring sat in on very interesting Planning Commission Mrs. Flynn said residents in the Preddy Creek Subdivision area have received new voter registration cards indicating they will now have to vote in Orange County. They have been voting in Ruckersville District and paid taxes to Greene County. The Department of Justice has determined that thel homes ofai few Greene Countyresidents: are actuallylocated in Orange County. There are now questions about taxes, schools, voting, etc. Countystaffmembers: are working with meeting about proffers. agencies on1 this issue. Mrs. Flynn expressed her appreciation to emergency services workers. Mrs. Flynn also said she has had conversations with Mr. Barkley and Mrs. Morris about the budget process and reviewed the process with Mrs. Morris. Each department receives an information packet from the Finance Director with instructions, Mrs. Morris makes herself completely available to help any directors with budget, includes deadline, some financial assumptions and salary/fringe benefit worksheet. Departments are encouraged to start from scratch. All new positions have to be approved by the Board, ideally during budget process. Each department has opportunity to provide information to support budget request. The Board then develops the proposed budget and advertised tax rate. Up until the time of budget approval, directors can contact Finance Director or Board with additional information regarding their Tos say that no changes are allowed after the budget is finalized is not factually accurate. It is the Board's preference to not make changes to the budget after approval. Ifa Director wants to request. N. of Route 623, certain unpaved roads deemed to qualify for designation as a Rural Rustic Road; and no: more than 1,500 vehicles per day; and should be designated a Rural Rustic Road; and the existing traffic on this road; and qualifying characteristics; and system ofs state highways. The approved budget is now available on the County website: http:/www.greenecountwagov/poverment/depts/finance/budget. 5 Year Financial Planning Staff is now working on a draft 5-year financial plan and process to improve the Board's future financial planning and decision making. A presentation will be made The' White Run Reservoir - Property negotiations continue with 2 remaining land owners. The first phase of streambank and wetlands mitigation projects is now underway, in an effort to obtain credits needed to ensure compliance with DEQ regulatory requirements. Design and engineering are in the works. A Preliminary Engineering Report has been submitted toi the Virginia Department of Health, Office of Drinking Water, including plans for the new intake, raw water main, reservoir and reservoir intake, and pump stations. The proposed water treatment plant design will be submitted separately for review. A facility fee notice has been approved and will be delivered to RSA customers as part of the regular billing process. Ruckersville Area Plan -The Greene County Planning Commission held a public hearing on May 16tht to discuss and receive comments on the content oft the draft Ruckersville Area Plan. With the Planning Commission's formal approval of the plan, it will now bei forwarded to the Board of Supervisors for approval. For more information on the Ruckersville Area Plan, visit mpoundmentprolect. tp/Ppacorvdervle, AddressingRedistricting - An issue has surfaced recently with respect to addresses that straddle Greene and Orange Counties, where there is confusion about what jurisdiction these residents actually reside in, vote, pay taxes, and attend schools. With recent action taken by the Department of Elections cross-referencing 2010 county census boundaries against voter County Administrator's Report May 22, 2018 registrations across the Commonwealth, they have determined that the homes of a few Greene County voters are actually located in Orange County. These property owners have been contacted by Orange County with a notice that they now reside in Orange County. In an attempt to rectify the situation, the Greene County Registrar is in the process of reviewing GIS data in coordination with the Orange County Registrar's office. This has resulted ini the transfer of those voters toi the legal jurisdiction for voting purposes. i.e. - if the house is located in Greene, they vote in Greene and if the house is located in Orange, they vote in Orange. Beyond the voter registration issue, there remain very legitimate concerns regarding taxes, schooling of the children int those households, etc. Staff will work with all affected agencies to explain and straighten this issue out on a case by case basis. Safety Radio Communications System- Staff hosted a meeting with Madison County officials to discuss the possibility of a shared public safety communications network. We are meeting with Fluvanna and Louisa officials this week to discuss the potential of the regional Greene County Broadband Initiative - The group met on May gth to receive a presentation from Valerie Long, a local attorney specializing in wireless and cellular communications law and process, about some of the legal issues involved ini the broadband service industry. The board will consider formally approving the design at a future Board meeting.
