Resolution to accept and appropriate $7,500 from the Virginia Department of Emergency Management for Emergency Services Office to develop and maintain a Comprehensive Emergency Management Program. Local match is included in Resolution to accept and appropriate $7,892.50 in grant funds from the Library of Virginia for the Circuit Court Clerk's Office for item conservation. No local a. Board of Supervisors September 26, 2017 Sheet 3 RE: RECOGNITION - JOHN HALLIDAY The Board presented Mr. John Halliday, Director of the Jefferson-Madison Regional Library, with a certificate ofrecognition. Mr. Halliday will be retiring at the end oft the year after twenty years ofservice. RE: MATTERS FROM1 THE PUBLIC Mr. Dick Franklin said he lives at Greene Mountain Lake Subdivision and his water is supplied by Mountain Lakes Water Company. His sewer service is provided by RSA and hej pays the $10 facility fee. He is concerned about the fee increasing and also about what will happen if there are problems with the water system he is on. He asked the Board tol look into this further. RE: PUBLIC HEARING - GEORGE TENNYSON, JR./DARRELL & BRANDON PAYNE Mr. Svoboda reviewed the request from George Tennyson, Jr./Darrell & Brandon Payne to rezone approximately 16.404-acre tract from a zoning designation of A-1, Agriculture, to B-3, Business, located at 7956 Seminole Trail and Deane Road and identified on County Tax Maps as The applicant is requesting the rezone to increase the marketability of the parcel and in preparation for the construction of a mini-storage facility. Parcels located north and south oft the property are currently zoned B-3. Thei rezoning is not projected to change the character oft the area along this portion of Route 29. This rezone would promote the concepts in the Comprehensive Plan and make the area more marketable to expand the County's economic development, while The Planning Commission recommended approval to rezone tax map parcel 60-(A)-52 Mr. Payne, applicant, and Mr. Kelly Strickland, Shrimp Engineering, were present. The public hearing was opened and closed with no public comment. Upon motion by Bill Martin and unanimous vote, the Board approved the rezone request from George Tennyson,. (See Attachment "C") Mr. Joel Denunzio, VDOT Resident Administrator, was present to discuss road matters. Route 33 guardrail upgrade Begin construction November, 2017 environmental clearance. Hard surface next spring. Route 607, Matthew Mill Road - Project completed. Route 230 bridgere replacement = ongoing Route 630, Rosebrook Road Rural Rustic Road project - Waiting for Board of Supervisors September 26, 2017 Sheet 4 Route 670 -= Preddy Creek Road = need to relocate utilities in order to install Route 609. -361 total crashes during period ofJuly 1,2 2012 thru. June 30, 2017-One truck crash during that time. Vehicles per day range from 430 to 1,000 depending Mrs. Flynn commented on the Route 607 project saying she hoped there were lessons learned and felt there are proactive measures that can be taken such as having troopers and traffic Mrs. Flynn said she was contact about the portion ofWelsh Run Road that is unpaved. The Board has discussed this road previously. Also, the sign at Heatherton Drive near Cedar Grove Road is confusing. Mr. Denunzio said there are plans to place additional signage at this location. guardrail. on section ofroad. engineers onsite when traffic patterns and signal lights are changing. RE: WHITE RUNI RESERVOIR Thesecond community information meeting was held yesterday evening. Presentations are posted online. Mr. Frydl addressed a current rumor saying the County will not be placing water meters on private wells. This rumor has surfaced several times at meetings and on social media. RE: LIAISON REPORTS Mr. Herring said there is a meeting scheduled for October 16 and information will be Mr. Frydl Jim said all county schools are fully accredited for the second year in ai row.
