Such active participation in agriculture by Greene County youth makes a difference in Virginia's largest industry and in our local community. Frank Morris made a few brief comments and said next year the show is scheduled for August 6, Mr. Martin presented certificates of recognition to the participants of the 2019 Rappahannock Electric Youth Tour. Participants spent time in Washington D.C. involved in a vanieyofiachliesincluding meeting members ofCongress. Mr. Brian Wolfe, REC Senior Public Relations Specialist, and Mr. Oliver Price, REC Director ofl Member Services - Culpeper Office, were also present. A short video about the youth tour was shared. RE: MATTERS FROMTHE PUBLIC Ms. Diane Wilson, Four Seasons Subdivision, said there was another accident at the intersection on Sunday. There were injuries but no fatalities. The recent study and improvements by VDOT have not adequately addressed issues at this intersection. Ms. Wilson felt the speed limit must be lowered and asked the Board tol keep this as a priority to get something done. RE: PUBLICHEARING- SPECIALUSE PERMIT #19-006 - MATT ANDJAMIE SNOW Mr. Frydl reviewed the request from Matt and Jamie Snow to allow six ducks as defined by Article 5-11 on a 0.46-acre tract zoned R-1, Residential, located at 15 John Boulevard, Ruckersville. The applicant currently has six chickens on site as allowed by-right. The National Chick Council standards recommend 1.5 square feet per bird. Ducks create significantly more waste than other poultry and a waste management plan is needed. Ducks are also very loud and social. The applicant did not have anything further to add. female ducks located on the property. The Planning Commission recommended approval with the following conditions: 1. To ensure the character of the residential neighborhood, there shall be no more than six 2. To ensure the character oft the residential neighborhood, the animals are to remain within the backyard of the property and a privacy mesh shall be maintained on the existing chain 3. Mr. Robert Gooding, Locust Lane Subdivision, said hel has been plagued with chickens for years noting there is a difference between a chicken and a rooster. The chickens have been very disturbing to neighbors. The public hearing was closed. Mrs. Durrer said she drove to Culpeper to look at the RCUT intersection there and found that she liked it. Board of Supervisors September 10,2019 Sheet 5 RE: LEGISLATIVE PROGRAM Mr. David Blount, Legislative Liaison, was present to discuss the proposed legislative program for 2020. Legislative priorities for 2019 included: State budget and funding obligations Public education funding Broadband Local revenue authority Children' 's Services Act Land use and growth management Mr. Blount spoke briefly on issues regarding the State budget, sales tax, composite index, Medicaid Program, broadband and VRS. A draft ofthe 2020 Legislative Program should be back RE: RUCKERSVILLE ADVISORY COMMITTEE - COMMUNITY RECREATIONAL Ms. Stephanie Golon, Deputy Planning Director, said the Board of Supervisors approved the Ruckersville Area Plan in June, 2018, as an addendum to the existing Comprehensive Plan. The Plan is based on public input through community meetings, the Ruckersville Advisory Panel, ac community survey, and open house events. Eight goals, which are tied to a recommendation or action item, were developed to bring additional details to shape Ruckersville. Twenty-six recommendations to accomplish the vision and goals of the Plan were adopted. Action item C-2, Marketing and Branding, was developed to accomplish the goal of increasing Ruckersville's unique sense of place.. Any recreation that is] providedi in any portion of Greene County is beneficial The Ruckersville Advisory Committee (RAC) has developed a strategic plan process, with ac clear sense of direction and measurable goals, to accomplish the recommendation. Ms. Golon reviewed the strategic plan key components which includes S.M.A.R.T. (specific, measurable, attainable, realistic, time-bound) goals. Next steps will be to expand the existing stakeholder committee to include other community members; to hold a community input session; develop/distribute a needs survey to the entire community to identify the strength, weakness, and opportunities associated with all recreation in the County; and to conduct an activities/acilities to the Board for review in October with approval requested in November. RE: EAGLE SCOUT PROJECT Mr. Garrett Ensor, al Life Scout with' Troop 174, gave aj presentation on his proposed Eagle Scout Project which is to develop a walking tour ofhistorical sitesi in Stanardsville and iss sponsored by the Greene County Historical Society. Three oft the sites tol bei included in the tour are County- owned property. A digital map with GPS coordinates for all 32 sites will be developed and a durable sign that identifies the site as part oft the tour by site: number will bei installed. This project will support the Stanardsville revitalization effort by offering visitors a chance to learn about the Town's history. Mr. Ensor has raised $1,750 to cover the cost of the signs.
