Board of Supervisors October 23, 2018 Sheet 4 RE: RECOGNITION- VIETNAM WAR FOUNDATION ANDI MUSEUM The Board presented Mr. Craig LaMountain, Curator oft the Vietnam War Foundation and Museum, with a certificate in recognition of this educational venue where interested individuals and future generations can learn about the Vietnam Era. Mrs. Flynn said this is an amazing experience for history students and is a great tourist attraction within our community. Mr. LaMountain said the foundation and museum began as a labor oflove and continues to grow. RE: MATTERS FROM THE PUBLIC Ms. Mindy Shifflett said she and her realtor appeared before the Board of Supervisors at their July 24 meeting regarding the boundary line issue between Greene and Orange Counties. This issue is causing a hardship in obtaining funding for aj property purchase. She understands the County solicited estimates for the surveying project but results were higher than expected. She asked for an update saying elections are right around the corner. This situation has people paying taxes in Greene but voting in Orange which results in taxation with no representation. She has been in limbo about the closing of her home since July and does not have a closing date in the foreseeable future. Ms. Shifflett asked for the Board's assistance in resolving this matter. Mr. James Murphyintroduced himself as the newly appointed county representativec ont the Region Ten Community Services Board and thanked the Board for this opportunity. RE: RESOLUTION TO APPROVE BUDGET TRANSFER TO SCHOOL SYSTEM FOR Ms. Garton said the intent is to transfer the After-School Program to the School System effective December 3. The School already employs nurses who can provide training to other personnel to administer medications. They can incorporate educational components for students The proposed resolution authorizes the transfer of the Program to the School System effective December 3, 2018 and the transfer and appropriation of$118,805 to the School budget. That figure will be adjusted once figures are finalized. This transfer is contingent upon the School The Board discussed the actual date for the transfer of the Program. RE: SCENIC BYWAYS Mr. Alan Yost, Director of Economic Development and Tourism, said this is presented as an information item at this meeting. Greene would work with Albemarle and Madison Counties to identify Route 810 and Route 230 as scenic byways. The goal is to have a Virginia Byway beginning in Crozet running through Stanardsville tol Madison to connect to Route 231, which is already designated as a scenic byway, and then on to Front Royal. This designation will have a positive economic impact by attracting visitors to the area. The Board of Supervisors must adopt The designation will not affect land use controls or limit road improvements. It may limit the placement of outdoor advertising signs. There is no cost to the locality for this designation. Mr. Martin said a proposed cell tower on Route 810 on the Hayes property would have, at the time, affected the designation of the road as a scenic byway. Mr. Yost said the designation does not affect land use controls; however, that could affect the designation during a reassessment ofthe byway. Unless it would be a significant degradation oft the scenic byway, he does not think one cell tower would cause the loss of the designation. He said we could still put towers up but Mr. Yost said an assessment would be done during fulll leafseason int the summer.. RE: DATETOCONDUCT COUNTY ADMINISTRATOR INTERVIEWS Ms. Garton said the Board will need to set a date in December to conduct interviews for the County Administrator position. A poll of members indicated Tuesday, December 18 is the only date all Board members are available. She recommends the Board hold this meeting at an undisclosed location as allowed by VA Code Section 2.2-3712.b, and the Board will act on this item at thel November 13 Board meeting. RE: RUCKERSVILLE ADVISORY COMMITTEE Mr. Frydl said thel Board of Supervisors will need to conceptually approve the Ruckersville Advisory Committee's choice to organize as a chair/vice chair structure at thel November 13 Board Board of Supervisors October 23, 2018 Sheet 6 week. meeting. The Planning Commission approved this organizational structure at their meeting last RE: MICROPHONES FOR MEETING ROOM Ms. Garton said staff has obtained a bid for the addition of microphones to the meeting room to improve sound quality. She recommends the installation ofa fixed microphone and two moveable table wireless microphones for a total of $2,099.14. The Board agreed with the recommendation and no action is required by the Board. RE: COUNTY ADMINISTRATOR SEARCH UPDATE Ms. Garton said the final approved version of the County Administrator position profile and job announcement have been posted. Advertisement will continue through the month of October and a first review of applications received prior to November 5 will follow. All inquiries and applications should be forwarded to Jay Stegmaier of The Berkley Group. The Board of Supervisors will have a closed meeting discussion with The Berkley Group on November 13. They will do further research and come back to the Board at the November 27 meeting for a decision on which candidates to interview at the December 18 meeting. RE: LIAISON REPORTS Mr. Herring said the Planning Commission met October 17 and from that meeting a rezoning request and a special use permit request willl be coming to thel Board of Supervisors. The Planning Commission will meet again on November 14, which is a change due to thel holidays. Mr. Herring said he spoke with Mr. Hyde ofl Madison Gigabit Internet who is applying for funds from the Virginia Telecommunication Initiative toj provide Last-Mile services. Greene may bei interested in his services depending on the service area. IfMadison County is receptive to Mr. Hyde's proposal, Greene County could look at being part of the proposal. The Board briefly Mr. Martin said the Economic Development Authority and Tourism Council is talking about a new location for the visitor center. The 2.6% unemployment rate in Greene is well below national levels. The Lydia Mountain Lodge is coming along. It is a pretty impressive structure and will add significantly to the Transient Occupancy Tax (TOT), which is about $250,000 per discussed provision ofbroadband services by electric cooperatives. year. FOR LEGAL SERVICES FOR GREENE COUNTY, VIRGINIA WHEREAS, the Board of Supervisors has engaged the law firm of Deal & Lacheney P.C., and more specifically Thomas Lacheney as the County Attorney, and Kelley M. Kemp as Assistant County Attorney for Greene County, Virginia commencing on June 1,2 2018; and WHEREAS, the current budget for the office oft the County Attorney is $70,843.00; and WHEREAS, the contract with the County Attorneyi isi ini the amount of$52,000.00 which includes the full spectrum legal services to the county (including attendance at Board of Supervisor's WHEREAS, Deal & Lacheney P.C. is willing toj provide the county with 24 hours per month of regularly scheduled office time in Greene County for the additional sum of$16,000.00 ($55.55 WHEREAS, the Board of Supervisors has determined that it is advantageous for the law firm of Deal & Lacheney P.C. to maintain regularly scheduled office hours in Greene County; NOW, THEREFORE BE IT RESOLVED by the Board of Supervisors of Greene County, Virginia, that the County Administrator is hereby authorized to enter into an agreement with Deal & Lacheney P.C. based upon the referenced terms effective November 1, 2018.
