Lori Jones, Finance Office stated that the funds were used to pay for other items that were over budget like the jail healthcare. Jane Fulk asked what the plan was to pay for the expenses. Beth Simms noted that an option would be to use the unrestricted reserve funds or to make a tax increase on other revenue streams. Lori Jones clarified the unrestricted fund balance details. Jane Fulk noted that the Facilities Director position was similar to the County Administrator position and Small Business and Economic Development Coordinator position was not in the budget. Beth Simms clarified that James Houchins, formerly Tourism Director was promoted to Director of Economic Development and Tourism which gave an opportunity for a change in the personnel structure to better serve the needs of Patrick County. Beth Simms also noted that the Director of Economic Development and Director of Tourism were still in the budget. Jane Fulk suggested that instead of hiring for the Facilities Director and Small Business and Economic Development Coordinator to use the funds to put towards the school debt. Jane Fulk asked if communication to the Board happened when the positions were changed. Beth Simms responded that the positions were included in the budget and that discussions had been happening for the past six months or sO. Library. Lori Jones confirmed that quotes had been received. Clayton Kendrick asked if quotes had been requested for the HVAC unit at the Jane Fulk asked about quotes for the unit at the Courthouse. Robbie Mitchell, Maintenance Supervisor described the needs of the Library, Museum, and Courthouse. Clayton Kendrick requested copies of the quotes. Steve Marshall read the requirements of the unrestricted fund balance from State. "The unrestricted fund balance and contingency fund are both intended to ensure July 8,2024 Page 13 that sufficient financial resources are maintained for unintended unanticipated expenditures or revenue shortfalls. They also allow for flexibility throughout the year to make adjustments needed in funding programs that have already been approved in the annual budget." Steve Marshall feels that using the unrestricted fund balance would be the best option to cover the costs. Most localities have a policy where the unrestricted fund balance is set up asa percent of the anticipated average of monthly operating expenditures for the upcoming fiscal year. A replenishment plan should be established for when the funds fall below the standard. The County does not have financial policies in place but the Administration is Doug Perry explored other options such as an additional 1% on the meals tax, increasing the transient occupancy tax to 6%, or increase 1% on the personal working diligently to prepare such policies. property/machine and tools tax. Jonathan Wood stated that he doesn'thave a problem with using some oft the unrestricted funds to pay some of the unexpected bills. Patrick County Public Schools was notified in mid-June that Patrick County's required local match for public school funding was increased from $6,980,989 to $7,206,795, a total increase of $225,806 per the revised Calculation Tool in the state budget. On June 13 the Patrick County School Board approved increased reimbursement to Patrick County for School Resources Officers. With the additional reimbursement for SROS our net increase to required local match is $75,806. Jane Fulk recommended to not hire for the Facilities Director and Small Business and Economic Development Coordinator and use the funds that would be paid as salary for the financial shortfalls. Doug Perry stated that the positions are needed to help mitigate issues and Jane Fulk stated that the person should live in Patrick County. expenses. My name is Kurt Bozenmayer, I'mi fromi the Smith River district, and Iwould liket to address the Board regarding changes int the agenda structure of the On January 8, 2024, the Board of Supervisors adopted an amended Rules of Procedure, one of the amendments being that Supervisor Marshall asked that Public Comment be moved to before the Closed Session "to give the publican opportunity to be heard on the business of the meeting." Prior to the adoption of these amended Rules, the Public Comment portion of the agenda typically took place after the opening of the meeting and prior to New Business and Old Business. This provided an opportunity for citizens to comment on thel listed topics before action was taken on those topics by the Supervisors. Under the newly adopted Rules, Public Comment is now only permitted after the items under New Business and Old Business have been discussed, and possibly The net effect of this change is that publici input from the citizens, prior to discussion and/or action byt the Board, is discouraged, if not outright suppressed. Therefore, lappear before yout tonight to ask that you amend those Rules of Procedure to restore Public Comment to its previous place on the agenda, and thereby allow the citizens to speak their minds in public, prior to discussion and Alternatively, the Supervisors can offer to host individual "town-hall" type meetings int their respective districts, at least quarterly, to provide a public forum for dialogue between the citizens and their representatives.
