RE: UPDATE ON COVID-19 Ms. Meador said there are 262,730 COVID cases in Virginia and 4,260 COVID related deaths. The Health District reports 5,852 cases and 82 fatalities. Greene County has 399 COVID cases, 25 hospitalizations, and 4 COVID related deaths. A COVID clinic is scheduled for Dr. Denise Bonds, Health District Director, reviewed COVID data for Greene County noting there is substantial activity in the state. The CDC changed the quarantine rules from 14 days to 10 daysi ifno symptoms. The health department is still recommending 14 days as a shorter time period has associated higher risks. By the end of December, the Virginia Department of Health should receive vaccines to use for first priority/tier group which includes health care workers and] long-term care: facility residents and staff. Dr. Bonds said thel best plan for thel holidays is to stay home with your household group. She suggested individuals add the COVIDWISE app toi their phones and follow guidelines such as wearing a cloth face covering. Next group to receive the vaccine will be frontline workers such as firefighters, police, etc. Then individuals over the age of 65 and individuals with chronic medical problems are next. It will likely be spring before Tuesday, December 15 at the Emanual Christian Center. the average citizen can get the vaccine. RE: UPDATEON EMERGENCY SERVICES Ms. Meador said operations have run smoothly since opening 2 months ago. There is a local EMS response plan that outlines standards for response times. Mobilization standard, which is elapsed time from dispatch to wheels moving on ambulance, is 41 minutes. Responding standard, Stats on the 256 calls answered through November 10 were reviewed. The average mobilization time is 2 minutes 45 seconds. The average responding time is 9 minutes and the Ms. Meador spoke on the criteria for transport of COVID patients. If a patient is not meeting criteria, there is really nothing the Emergency Room is going to do for them. An instruction sheet is left with patients if they are not transported. Ms. Meador said they will not Mr. Bowman said "shoot time" should be around 2 minutes and the time on scene varies widely depending on what they're doing. (RZ#20-006) The rezone request is to accommodate aj professional office and equipment storage facility associated with a contractor in Greene County. AND KANDI STERLING- SPECIALUSE Mr. Frydl reviewed the request from Tammy Stirling and Kandi Sterling for a Special Use Permit for tourist lodging as listed in Article 5-1-2.4 in the Greene County Zoning Ordinance on approximately 0.62-acre lot, zoned R-1 (Residential). The property is located in Greene Mountain Lake Subdivision at 242 Westwood Road, Stanardsville and identified on County tax maps as 37C- The current single-family detached residential unit has public water and private sewer. The proposed use is not increasing the number of bedrooms and would not pose a greater impact than (3)-88. the current detached single-family use. The Planning Commission recommended approval of the application. Ms. Tammy Stirling and Ms. Kandi Sterling, applicants, spoke briefly on their request. Ms. Sterling said the decision was made to go with tourist lodging instead of selling at this time. Mr. Stu Young, who lives directly across the street from the property, said they have already had a nightmarish event with rowdy people staying there. His dog was attacked by a renter's dog and cars blocked his driveway. He felt part oft the reason for the trouble was because Ms. Paige Roberts, adjoining property owner, said it is not a suitable location and is an unmonitored whole house rental which makes ita de facto motel. The County created al backwards process that allowed this tourist lodging to operate before a permit was even approved. She said The hearing was opened for public comment. the owners weren't there. Fourteen adjacent homeowners signed a petition opposing this Ms. Dovonna Lamb, adjacent property owner, opposed the application. Her biggest concern is that the SUP will run with the house and that will be a selling point for investors. She has experienced problems with dogs also. Transient renters are not invested in the community. Ms. Angie Shupe, resident of Greene Mountain Lake and a realtor, said there were 14 houses listed for sale this year ini the subdivision and she did not feel COVID could be blamed for this property not selling. Renters doi not have a vested interest in the community. Ms. Shupe asked Mr. Keith Bourne, resident in Greene County, asked the Board to deny the request. He lived in another neighborhood that was basically ruined by transient lodging which is detrimental Mr. Doug Roberts, adjacent property owner, spoke in opposition to the request. The applicants do not live at the property (absentee landlords). The Sheriff's] Department responded to anoise complaint on August 30. This incident can be directly attributed to the property being unmonitored. Airbnb screening process does not prevent problem renters. This part of the subdivision is too densely settled with 11 homes in direct line of sight. Mr. Roberts referred to Ms. Lee Klemptner agreed with previous comment noting this use would add traffic to the Mr. Frydl said emails were received from Doug Roberts, Patricia McGuire and the Youngs. Ms. Tammy Stirling agreed that there was one really bad family who rented. Other than that, there haven't been problems. There is a completely fenced in area for dogs. Ms. Kandy Sterling said there has been a lot of misrepresentation about the police responding. She said the Roberts decided this isn'ta good idea and can be quite bullying. Ifthis is approved, she plans to Mr. Lamb said he visited the area and read comments on Airbnb about the property. He Mr. Herring said a SUP can be modified or restricted during the approval process and this Mr. Bowman met with residents and felt this use is not a good fit for the area. Mrs. Durrer agreed with previous comments and did not support the request. Mr. Martin said] he visited thej property recently. He does support tourism in Greene County as a growth industry and good fit for the County. He also supports private property rights. This use has created disharmony in the neighborhood and he cannot support the request. RE: EMERGENCY ORDINANCE -] EMPLOYEE BONUS Mr. Taylor said County employees have continued to provide essential services to the residents of Greene County during the COVID pandemic. The Virginia Compensation Board has approved a one-time bonus of $500 for Compensation Board funded sworn positions (deputy sheriffs) to be paid no later than December 31, 2020. Iti is recommended that, consistent with the State's action, all permanent full-time employees receive a one-time bonus of $500 and that permanent part-time employees receive a one-time bonus in an amount commensurate with their Virginia Code requires the Board of Supervisors to adopt an ordinance to provide for payment ofmonetary bonuses to county officers and employees. RE: GREENE COUNTY EMERGENCY SERVICES ADVISORY BOARD (EASB) Ms. Meador said the ESAB was ai recommendation included in the recent EMS study and has been discussed at emergency services meetings since August, 2020. She reviewed the establishment, membership, and role ofthe Emergency Services Advisory Board. RE: BUSINESS DISRUPTION GRANT PROGRAM Mr. James Tsikerdanos, Chair of the Greene County Economic Development Authority, provided an update on the Business Disruption Grant Program. The intent oft the program was to get CARES Act funds to local businesses that were negatively impacted by the pandemic. He thanked the Board of Supervisors for supporting this initiative. The CIC (Community Investment Collaborative) administered the program for Greene and several other localities. The first round ran from July 29 thru August 26 and yielded 27 approved applications totaling $206,563. The second round ran from October 51 to November 2 with a total of9 approved applications totaling $54,334. Grants were approved for 36 businesses in a total amount of $260,897 Expenses totaled $10,866 leaving a balance of $28,237 which will be returned to the County. RE: QUARTERLY FINANCIAL REPORT Mrs. Morris reviewed the first quarterly financial report for period ending September 30, 2020. There is a balance of $220,585 in the contingency line item. Supplemental appropriations were approved in the amount of$3,621,566.17. The cash balance per the Treasurer's Report as of September 30, 2020 was $11,815,105.02. Also reviewed revenue for real property tax, personal property tax, local sales and use tax, hotel and motel room tax, and restaurant food tax. General Fund expenditures arel being spent at 25.48% ofbudget which is slightly above the 25% target. RE: BOARDLIAISON REPORTS Mr. Lamb attended ai meeting oft the Social Services Board. Mr. Bowman attended the School Board Meeting on November 11 where employee bonuses were discussed. He also attended the Planning Commission meeting on November 18. Mr. Herring said the Planning District Commission (TJPDC) met last week and a cigarette tax was discussed. He attended the recent meeting of the Emergency Services Board. Mr. Herring spoke on the Rural Digital Opportunity Fund, which is government funding to extend broadband to underserved rural areas. The proposal lists over 1,500 locations that will be connected overtime. Mr. Herring said changes can happen to a proposal over time and Greene County has lost out on coverage in the past. Board of Supervisors December 8, 2020 Sheet 9 RE: COUNTY ADMINISTRATOR UPDATE Mr. Taylor said the County has received an unsolicited Public-Private Educational Facilities and Infrastructure Act (PPEA) proposal from English Construction entitled "Greene County Water Treatment Plant Project". English Construction is proposing a new water treatment plant, pump station, water storage facilities and associated equipment and piping. The proposal would implement our 50-Year Water Supply Plan that is critical to our community'swater. security and future generally. The first step in the County's PPEA process is an initial review of the proposal followed by a decision of the Board of Supervisors to accept the proposal. Formal acceptance of the proposal would start a process that includes a much more detailed study and analysis, along with a notice period for advertisement to solicit competing proposals from any other firms interested in thej project. This is the first PPEA proposal for Greene County, a complex process and a decision that mayh have very big, andj potentially very lasting implications, for Greene County. Mr. Taylor said he will be forming a working group that includes one or two Board members, Jim Frydl, Tracy Morris and himself for the initial analysis ofthis proposal followed by Mr. Taylor thanked Ms. Meador and Mr. Frydl for their work on applying for a BRIC grant. Building Resilient Infrastructure in Communities (BRIC) is a new program and will provide money for infrastructure to make communities more resilient. Greene County's Water Supply Project is all about making our community more resilient by improving our water security. Greene County badly needs a new water supply system to ensure that we will have enough water for both The County telephone system has been plagued with service outages in the past few weeks.
