RE: EMS QUARTERLY UPDATE Ms. Meador was present to give the Board an update on the Emergency Medical Services Department. She shared the total call volume for October 14, 2021 through August 31, 2021. There were. 2,269 calls. She said that the average response time for time of dispatch to: responding isu up slightly since the last quarterly update. The average responding to on-scene time is down by 10 seconds. She shared that the number of incidents with a 20 minute or longer response time increased significantly from 13 to 67. The average on scene time increased to 33 minutes. The average time at the hospital has increased to 29 minutes and the average turn-around time from dispatch to back in service has increased to 701 minutes. The hourly breakdown of call volume has remained the same. The top 5 incident types have remained the same. She shared that all ofthe new advanced treatment protocols have been implemented and are operational. The EMT class ended at the end of August and 8 people are testing. There have been conversations with Piedmont Virginia Community College tol begin accredited EMT: and Advanced EMT courses. She said that they would also like to have those conversations with the Greene County Public Schools to try to implement an EMT course at the high school level. She said that work is continuing with Parks and Recreation and CERT regarding community training sessions. The vents and medication pumps have been received but are not yet in use. They are working on training protocols and procedures for that equipment. The additional medic position authorized by the Board to start in October is being advertised. The new EMS facility has been completed and staff started staying in the building on September 15, 2021. There are IT issues that are keeping administrative staff from being able to move. There will be an open house for Board members on October 12, 2021 prior to the Board meeting. A community open house willl bej planned with a date to be determined. The one-year anniversary oft the department is on October 14, 2021. There are challenges that will probably always be there for this organization such as monetary constraints for staffing and equipment. Ms. Meador said that the department will continue to work on improving policies, equipment and response times. She said they will continue to explore grant opportunities and to increase part-time staff. Mr. Lamb asked ifs staffi is trained on the roads in the county. Ms. Meador said that they have paper map books in the truck and gps capabilities. She said that they hope to incorporate testing into the training procedures in the future. Mr. Herring asked what percentage of calls are COVID related. Ms. Meador said that they are seeing an increase in COVID related calls. Mr. Board of Supervisors September 28, 2021 Page 4 Herring said that it's hard to believe that it's only been a year for this department. Ms. Meador said that she agrees. She said that she is happy that they have been successful. Mr. Herring asked her to thank her staff. Ms. Meador said that the County is not currently under a local emergency. She said that expired on June 30, 2021 when that State declaration expired. She shared that, as of today, our case count is 1,979. The issue is that we are up 232 cases since the September 14, 2021 Board meeting. For the month of September, our current case count is 421. These are staggering numbers. She said that we may need to revisit a local emergency declaration in the near future or consider policy changes. Mr. Taylor shared that County staff has been getting hit with COVID recently and he asked that people please remember that ifyou don'tfeel well, please stay home. RE: MATTERS FROMT THE PUBLIC Doug Roberts was present to remind the Board that he is opposed to the request for 252 Horseshoe Road on tonight's agenda, as well as all future requests for tourist lodging in an R-1 zone. RE: RUCKERSVILLEADVISORYCOMMITTEEUPDATE Ms. Angela Hawkins and Mr. Vern Goering, Ruckersville Advisory Committee (RAC) CO- chairs, were present to solicit feedback on the past work of the RAC: and ask for guidance on what direction the Board would like them to take in the future. They shared that, after a poll of their volunteers about what the priorities would be to improve Ruckersville, the committee thought it would be best to try to beautify the Route 29 corridor. They would like the Board to ask stafft to work with VDOT and allocate funds for beautification such as trash removal, additional mowing Board of Supervisors September 28, 2021 Page 5 and sign sweeps to eliminate the temporary sign clutter. They said that there are other projects that they would like to look ati in the future such as pedestrian/bicycle paths. Mr. Herring clarified that the Board does not direct staff, they direct the County Administrator. The County Administrator directs staff. He said that the Sheriff's Office does organize trash pickup on the main roads with the use of the inmates from the Central Virginia Regional Jail. He asked ifMs. Hawkins was speaking oft the back roads. Ms. Hawkins said she is talking about the 29 Corridor between Route 33 and Cedar Grove Road. Ms. Durrer said that they could speak with Sheriff Smith to see what could be done about that. Ms. Hawkins said that they are also very interested in getting the temporary signs removed that clutter the landscape. Mr. Bowman said that the RAC could really focus on the changes that the Planning Commission is trying to make pertaining to zoning. He feels that the support of the RAC of certain concepts as the Planning Commission is starting to make changes to zoning would be very beneficial. Mr. Lamb said that he feels that people want walkability and hel knows how frustrating the trash on the roadways is as he and his wife do cleanup on their road. Ms. Durrer thanked Ms. Hawkins and Mr. Goering for their work with the RAC. RE: LEGISLATIVE PROGRAM - UPDATE Mr. David Blount of the Thomas Jefferson Planning District Commission was present to give the Board an update ofthe legislative program. He said that the General Assembly had a very short regular session followed by a special session to get us to the normal 46-day session. They also had a special session in August when they appropriated about % oft the State's ARPA funds. The State had a robust surplus at the end of FY21 and state revenues look to be in good shape for FY22. We are hopeful that this means that additional revenues will be appropriated to programs at the local level. We'll know more in December when the Governor presents his budget. The redistricting commission is facing an October 10th deadline for finalized maps. Concerning the Senate maps, they are looking at an ideal population for a Senate district to be a little over 215,000 people. There was one Senate map released over the weekend that combines several different districts where incumbents are lumped together, but some ofthose incumbents do not plan to run for re-election. The districts can be 2% on either side of215,000 people. The new map places Greene County in a district with Albemarle, Fluvanna, City of Charlottesville and Buckingham County. There is no incumbent ini that district. On the House side, there are still two maps, the Republican Map and the Democrat Map. One of those has Greene in with Orange and the northern part of Albemarle County. The ideal house district will be about 86,000 people. The other plan had Greene in with Page, Augusta and part of Rockingham County. For the legislative program for 2021, they took the opportunity to take a closer look at the program and try to scale it back. The big asks for last year were money and tools, help with recovering from COVID and broadband. He said they will have the draft program back to the Board in November. Board of Supervisors September 28, 2021 Page 6 Mr. Lamb said his constituents do not want any more taxes. Mr. Herring thanked Mr. Blount. He said that hopefully, next year, broadband won't be on the list. Ms. Durrer thank Mr. Blount and said they look forward to his next report. RE: JABA CUSTOMER SATISFACTION UPDATE Ms. Donna Baker, Director of Operations, was present to share the yearly outcomes based on client surveys. Approximately 18% of Greene County's population is 65 and over. Due to the rising COVID: numbers, the community centers and adult daycare centers have been closed again. They will: revisit that situation every couple ofweeks. They are still providing services daily. The senior help line has received a 98% satisfaction rating. Ms. Baker shared the services that JABA provides including companion support services, wills for seniors, senior cool care, emergency services and insurance counseling. Friend In School Helping (FISH) mentoring is a program where volunteers help students either in classrooms or virtually. The Long-Term Care Ombudsman Program helps to resolve issues and problems if someone feels that they are not receiving appropriate care. They have adult care centers for people who need supervision and can't be left alone during the day. They offer home delivered meals. A new program started this year during COVID called Atl Home with JABA. This program has been averaging 29 conference calls and online activities per month. They mail out aj packet of games, trivia and easy crafts that clients can do at home. Mr. Lamb asked ifJABA exists on donations alone. Ms. Baker, said no, about 53% of their funding comes from federal, state and local dollars and there are some client fees for the adult programs. They also do al lot off fundraising. Ms. Durrer thanked Ms. Baker for RE: REQUEST FROM PAUL AND MARILEE NEWMAN FOR A SPECIAL USE PERMIT FOR TOURIST LODGING AT 252 HORSESHOE ROAD IN GREENE MOUNTAIN LAKE Mr. Frydl reminded the Board of the public hearing that was held on August 10, 2021 where the applicant asked for deferral to this date. This is an application for special use for tourist lodging at their property. The Planning Commission made a recommendation with specific conditions for approval. The Board had made comments at their meeting on August 10, 2021. her presentation. DEFERRED AFTER PUBLIC HEARING ON AUGUST 10,2021 Mr. Lamb said that he has not changed his decision from last month. RE: PUBLIC HEARING TO CONSIDER AN ORDINANCE REVISION TO REMOVE LANGUAGE REGARDING TOURIST LODGING IN THE R-1 ZONING DISTRICT FROM ARTICLES-124AND 16.25-3 OF THE GREENE COUNTY ZONGING ORDINANCE Mr. Frydl explained to the Board that this is a unanimous recommendation from the Planning Commission to remove the use oftourist lodging from the R-1 zoning district. Ms. Durrer opened the Public Hearing. There were 13 people that spoke. Those that spoke for removing the use of tourist lodging from the R-1 zoning district addressed the following topics: a. Enforcement weaknesses Rise ofc crime d. Trash accumulation Trespassing Noise g. Traffic/parking issues 1. SUP goes with property for perpetuity Large parties on the weekends Forces price ofl housing upwards b. Protecting the property rights oft the surrounding community There were no speakers in favor of keeping the language for tourist lodging in the R-1 There were also several letters and emails received which will be kept in the permanent Mr. Bowman asked Mr. Frydl how the Dillon Rule applies to this situation. Mr. Frydl said that following the Dillon Rule, our Ordinance is inclusive, which means that ifit's included, you can do it, ifit's not, you cannot. The only uses that are allowed are the ones that are written. Mr. Herring asked Mr. Frydl how many of these requests have come before this Board. Mr. Frydl believes there were 7, 4 were approved and 3 were not. Mr. Bowman said that hel has thought long and hard about this because the original concept made sense and had valid reasoning. Hel believes, though, that is has morphed into something more than what was expected. He said that he will support this change to the ordinance. Mr. Herring said that he was on the Board when this was originally voted into the ordinance. This process was an experiment to try to help homeowners who wanted to use it as a way to help pay their mortgages or keep their properties. They did not envision that a large number oft the requests would end up coming from just one subdivision. The disadvantage that we' 're running into is the effects that may take place after the decision tonight. The Planning Commission stated that most oft the tourist lodging is located in the western part of the County, but it will move its way to the eastern part as well. He agrees with Mr. Bowman that zoning district as an allowable special use in the. Zoning Ordinance. file. Board of Supervisors September 28, 2021 Page 8 the intention was different than the direction that this took. Mr. Lamb said that he agrees with Mr. Bowman. He suggests that, in the future, we need rules and regulations to protect other areas of the County from the issues associated with tourist lodging. Mr. Bowman asked Mr. Taylor and Ms. Kemp to consider drafting an ordinance similar to that of Orange County which will create a registry for all Airbnb's in Greene County. The fee should be sufficient to cover the costs associated and will allow the County to take action if there isat tourist lodging that is not registered. RE: BOARDLIAISON REPORTS Mr. Herring said that the Rivanna River Basin Commission had their 6th annual conference. It was very informative. The Thomas Jefferson Planning District Commission appointed Christine Jacobs as the new director. Coming out ofthe Emergency Services Advisory Board meeting, the Ruckersville Volunteer Fire Department is requesting staffing from 6:00 a.m. to 6:00 p.m. RSA issues were discussed regarding the fire hydrants. They also reviewed the subcommittee rules and guidelines for public meetings for the subcommittees: created for the training facility and another that was created for volunteers. Mr. Lamb said that Social Services met last week and everything is running smoothly. Mr. Bowman attended the Planning Commission meeting on the 15th. They dealt with the same issues that we dealt with tonight and also had a workshop regarding improvements to transportation networks. He also attended the Zoom on the Route 29 Corridor presented by VDOT. He encouraged everyone to take the online survey between now and October 1st. RE: COUNTY ADMINISTRATOR UPDATE Mr. Taylor brought attention to the porta-potty in the front of thel building. He shared that this is the second Board meeting in a rowi to have ai town wide water outage. OSHA requirements would not allow us to convene a public meeting without facilities sO, we arranged for the porta potty to be delivered. Kudos to RSA for getting the water: main break repaired. It was broken by Columbia Gas as they were doing some work. We appreciate the effort taken to get it fixed quickly. Board of Supervisors September 28, 2021 Page 9 He also shared that the 6th annual Clay Festival was a success with over 3,500 attendees, with more than half of them being from outside of our region. Most of the potters at the festival reported career-high sales of their products. Mr. Yost asked that we publicly express our thanks tot the Public Schools for hosting this event at their renovated facilities. Mr. Taylor shared that we are also looking forward to the October 2nd Park Clean Up day The EMS station is coming to completion and we are looking forward to the ribbon cutting at the County Park. for the Bos on October 12th. RE: MONTHLY REPORTS Mr. Herring asked ift the computers at Solid Waste had been received and installed. Mr. Taylor said that he believes that they have been. THE PROPOSED REVISION WOULD REMOVE LANGUAGE REGARDING TOURIST LODGING IN THE R-1 (RESIDENTIAL) ZONING DISTRICT AND THE USE WOULD NO LONGER BE PERMITTED WHEREAS, Sections 15.2-1427 and 15.2-1433 of the Code of Virginia, 1950, as may be amended from time to time, enable a local governing body to adopt, amend and codify ordinances or portions WHEREAS, Sections 15.2-2280, 15.2-2285, and 15.2-2286 of the Code of Virginia, 1950, as WHEREAS, it is desired to remove Article 5-1-2.4 and 16-25-3, of the Greene County Zoning WHEREAS, this amendment of the Greene County Zoning Ordinance is required to serve the public necessity, convenience, general welfare, and good zoning practice pursuant to Section 15.2-2286/A)7)of WHEREAS, on September 15, 2021, the Greene County Planning Commission held public hearings WHEREAS, on September 15, 2021, the Greene County Planning Commission voted (5-0) to recommend to the Board of Supervisors approval of the request to remove Article 5-1-2.4 and 16-25-3, of WITHIN THE DISTRICT thereof; and amended, enables a local governing body to adopt and amend zoning ordinances; and Ordinance; and the Code of Virginia, as amended; and ont this matter and all of those who spoke on this topic were heard; and the Greene County Zoning Ordinance; and WHEREAS, the Greene County Board of Supervisors caused to be published a notice of public hearing on this matter in the Greene County Record on September 16th and September 23rd; and WHEREAS, the full text of this amendment was available for public inspection in the Greene County Administration Building, Room 226, 40 Celt Road, Stanardsville, Virginia 22973.
