Ms. Kemp read the proposed resolution to enter into closed meeting. RE: MATTERS FROMTHE PUBLIC Ms. Suzanne Lawson was present to speak to the Board and ask them not to approve the glamping facility application that has been submitted to the Planning Department. She shared a petition and ai map with the Board and the County Administrator. Mr. Ben Lawson was present to speak to the Board and ask them not to approve the Mr. Roger Schweikart was present to speak to the Board about the potential bonus from the Compensation Board. He was also concerned about the regional cigarette tax board that has been established. He said that he would like to hold a referendum on the statehood of Greene glamping facility application that has been submitted to the Planning Commission. County. RE: EMS SQUAD STATION COMPLETION AND FINAL PAYMENT Ms. Meador was present to: share an update with the Board regarding the final stages ofthe completion of the EMS Squad Station. Staff has been in the building since September 14, 2021. All County permits have been approved and closed. The punch list is almost complete. The plumbers were on-sight to flush water lines, install new shower heads and they cleaned the strainer on the main line into the building. That has increased the water pressure inside the building Board of Supervisors October 26, 2021 Page 4 tremendously. She shared pictures oft the inside of the facility. Ms. Meador said the staffi is very happy and she thanked the Board for all oftheirs support. Mr. Bowman asked about signage. Ms. Meador said that she is looking at examples from Ms. Morris was present to share ai resolution with the Board to appropriate $502,474.00 as carryover funds from FY19-20 where there were displaced funds after using CARES Act funds to cover public safety salaries. These funds need to be carried forward to FY22 to cover the other public safety buildings and will bring a recommendation to Mr. Taylor soon. remaining expenses for the EMS Squad Station. until the final invoices have been paid. Mr. Lamb asked what the final total is. RE: BOARDI LIAISON REPORTS Mr. Bowman attended the Planning Commission meeting on October 20th. He said that Mr. Bullock made an excellent presentation about his vision for the future and how his strategic plan fits into the Greene County Comprehensive Plan. He said that they also had a work session regarding Rural Enterprise Centers. On October 13+h, he attended the School Board meeting. He said that there were questions raised about the financing oftwo new busses and about the status of the lights at Ruckersville Elementary School. Mr. Herring said that the Emergency Services Advisory Board met and there will be some Mr. Martin said there was nothing from the EDA. He said that he felt that Oktoberfest went very well and was very well organized. He said that he did share with the organizers that the ticket price was too steep. He thanked Mr. Bowman for his input through CERT on the public safety side oft things. He said that the Stanardsville Streetscape Project, Phase 3, which will finish the sidewalks on the north side ofl Main Street from Route 230 to the Great Valu shopping center, ordinances coming before the Board of Supervisors in early January. will begin in the coming weeks. Board of Supervisors October 26, 2021 Page 5 RE: COUNTY ADMINISTRATOR UPDATE Mr. Taylor said that, in regards to the financing of the two busses for the school system, He also shared that a letter from the Virginia Loggers Association had been received in which they were asking for special tax treatment for machinery and tools. The Commissioner of Revenue's Office said that there are not any logging businesses currently located in Greene the financing has been resolved after a slight delay in the process. County, therefore Mr. Taylor recommended no action. A note from Mr. Michael Payne said that the crowd size at Oktoberfest was less than they had hoped for, but a beer influencer that follows these events had shared that this was the largest home brewer competition that the State has seen this year. Parks and Recreation is holding a movie night for Halloween at the Greene Commons Mr. Taylor shared that the loss of Rick Morris, Director of Fleet and Facilities Maintenance, has hit staff very hard. He wanted to say how much he appreciates staff pulling Pavilion on Saturday at 6:00 p.m., where they will show Hocus Pocus. together and continuing to serve during this difficult time. Mr. Taylor said that he went on a fieldtrip with Allen Morris to view the process of shredding waste tires and how they are repurposed. Mr. Morris plans to start collecting waste tires. Ar mobile service will come to shred the tires on-site. Plans will be forthcoming. project. Mr. Taylor thanked the Eagle Scouts for their donation to the County. There is a new structure up behind the Visitor Center that is the result of an Eagle Scout Mr. Taylor said that he attended the inaugural meeting of the Blue Ridge Cigarette Tax Board that was held virtually. There will be a public hearing for the Greene County cigarette tax inl November. Mr. Martin said that he was pleased to see that the transfer station was accepting junk mail again. He said that he hopes that Mr. Morris will find a market for glass and plastic soon. Taylor, Greene County Board of Supervisors E Board of Supervisors October 26, 2021 Attachment A RESOLUTION TO APPROPRIATE FIVE HUNDRED TWO THOUSAND OFOUR HUNDRED SEVENTY-FOUR DOLLARS FOR CARRYOVER PROGRAMS WHEREAS, the Board of Supervisors of the County of Greene, Virginia has unused WHEREAS, the following funds in the amount of five hundred two thousand four hundred seventy-four dollars ($502,474.00) need to be accepted and appropriated to the 2021- appropriated balances from fiscal year 2019-2020; and, 2022 Operating Budget of the County of Greene, Virginia: Program Amount $502,474.00 Displaced Funds - EMS Building NOW,THEREFORE, ITI IS HEREBY RESOLVED by the Board of Supervisors of the County of Greene, Virginia that five hundred two thousand four hundred seventy-four dollars ($502,474.00) be received from the above programs and be accepted and appropriated to the appropriate line items in the 2021-2022 Operating Budget of the County of Greene, Virginia. BEITFURTHER RESOLVED that the County Administrator of the County of Greene, Virginia is authorized to make the appropriate accounting adjustments in the budget and to do all things necessary to give this resolution effect.
