DETERMINE PRESENCE OF A QUORUM Chairman Whitman advised that a quorum was present. ADOPTION OF AGENDA Chairman Whitman asked for ai motion to approve the agenda. Supervisor Yowell made ai motion to approve the agenda as presented, seconded by the Economic Development & Tourism Director. PUBLIC COMMENT Chairman Whitman opened the floor for public comment. Merri Woodward: Ms. Merri Woodward, Cake Krums owner, thanked the Development Committee for being available to meet since it was not a normal scheduled meeting. With there being no public comment, thej public comment section was closed. CONSENT AGENDA 1. Approve Minutes: 05/21/2024 to approve the consent agenda. Cake Krums' Special Use Permit The County Administrator stated the Planning & Zoning Administrator was out sick today and he would be filling in. The County Administrator introduced the applicants and highlighted the following regarding the application: Special Use Permit for Cake Krums' Trail Bites Zoned A1 Use Permit. Referenced the Madison Zoning Ordinance that clarifies why it requires a Special Discussed parking and the location of thel building. Met the criteria of3-2-19 ofthel Madison Zoning Ordinance Chairman Whitman inquired ift the Committee had questions before going to the applicant. Supervisor Yowell inquired why the applicant did not rezone to Business rather than do a special Ms. Renee Balfour, current owner oft the building, stated she purchased the property because she had difficulties with the neighbors in an effort to avoid that ini the: future. It has a well but does not have a septic, sO the uses are limited. Ms. Renee Balfour discussed the various areas where there will be a cost increase and how she and Ms. Merri Woodward would be distributing the cost. Ms. Renee Balfour stated she did not know what she would do with thej property, which is why she does not want to change anything until she is certain with the use of the property. Supervisor Yowell inquired what VDH (Virginia Department ofl Health) would say about the Ms. Merri Woodward, the applicant, stated she will not be dealing with VDH because she must obtain a commercial kitchen license and will have to go through VDACS (Virginia Department of Agriculture and Consumer Services). Ms. Merri Woodward mentioned her current VDH certificate only covers Cake Krums selling out of Cake Krums. Ms. Merri Woodward mentioned that VDH suggested she go through VDACS. VDH did not think it would be an issue for Trail Bites to not have ai restroom because it is not a dine in Facility, it will be a to-go facility. Ms. use permit. bathroom situation.
