RE: RECOGNITION - ANIMAL SHELTER Mrs. Flynn presented a certificate to recognize the staff of the Greene County Animal Shelter: Mr. Glen Collier, Director, Mrs. Rhonda Gibson, Caretaker, and Ms. Eleanor (Bunny) Gibson, FacebookRescue/Pund Raising Coordinator, for their outstanding dedication and efforts in caring for the dogs at the facility. Calendar year 2016 was a "no kill" year at the shelter. RE: MATTERS FROMTHE PUBLIC Mr. Doug Harris said the growth rates used to justify the White Run Reservoir project were outdated. Current VEC (Virginia Employment Commission) projections are different from those used at the time of the reservoir plan. Current growth rates are much lower and in a downward trend. How many projects planned still have the same demand ofr need? RE: WHITE RUNRESERVOIR Mr. Barkley said the project team has been working on a comprehensive rate/funding model and options for short and long term financing of the regulatory, planning and construction phase oft the project. Aj presentation is planned for the April 11 Board of Supervisors meeting. RE: BROADBAND will end June 30. RE: BUDGET Mr. Herring said the survey has gone out and is also posted on the county website. A telephone number has been set up for individuals who do not have internet service. The survey Mr. Barkley said the proposed budget has been advertised for the public hearing on. April 25 and information is also posted on website. The public hearing will be held in the County Meeting Room duei to live-streaming capabilities. RE: LIAISON REPORTS Mr. Martin said all funding has been committed for the Blue Ridge Heritage Project which will move forward after planning for the pavilion/farmers market project is completed. Barkley, Clerk Board of Supervisors March 28, 2017 Attachment "B" 18 * County Administrator's Report Board of Supervisors Meeting March 28, 2017 FY: 20181 Budget - Following 3p productive public budget workshops heldi in March, the Board has now finalized a draft FY 2018 budget for advertisement. A public hearing on the FY 2018 draft budget is scheduled for April 25 (in the Board of Supervisors meeting room). The official approval of the budget is scheduled for the May 23 Board of Supervisors meeting. All budget documents and presentations are posted on the County website, including the advertisement for the draft budget and tax rates, Broadband. The Broadband committee is working on a survey of wireless capability throughout the County, connecting with the various industry providers to review future plans for expansion, and working with TJPDC to coordinate an inter-regional broadband meeting to bring together area electric cooperatives and internet service providers with our local goverment counterparts. The current surveyi is posted ont the County website. Ther next meeting of the committee iss scheduled for April 11. White Run Reservoir Negotiations on final property acquisition and boundary adjustments continue. We are working with VDOT and DCR to assess grant funding opportunities for an access road and recreational amenities on the reservoir property. The project team has been working on a comprehensive rate/funding model and options for short and long term financing oft the regulatory, planning and construction phase of the project. We will present the analysis and plan tot the Board at Library Funding Dr. Whitmarsh, on behalf of the School Board, has suggested that the Board of Supervisors reduce the FY 2018 GCPS budget by $10,000 to accommodate the additional $10,000 needed to add 41 hours per week for the Greene County library schedule, due to the overall value of the many library services that are provided to students each week throughout the 8964 Seminole Trail In light of the recent demolition ofal longstanding blighted property located near the intersection of Rt.29 and Rt. 33, staff has reached out to the ownership of 8964 Seminole Trail (Mr. B's) to inquire about any future plans for the Blight Ordinance - A draft blight ordinance has been prepared and will be advertised in April for a public hearing. County Administrator's Report, February 14, 2017 Public Market and Pavilion Project The Stanardsville downtown grant team continues to refine the draft memorandum of agreement that will govern the construction, land use, financing and management ofa! Market and Entertainment Pavilion to be built on Greene County land next to the county'sa administration offices on Celt Road, as part ofa $996,670.00 granti in aid of the economic revitalization of the County seat and the County. The Board will be asked to approve the agreement when it is Board/Commission' Vacancies- A reminder that all vacancies for County boards and commission are continually updated and Greene County Animal Shelter- We are pleased to announce that the Greene County animal shelter has achieved af full year of County Facility Maintenance Staffi is working on a plan toi improve the condition and maintenance of County facilities. This will include new policies and processes for in-house maintenance work and contracts for grounds, heating and air conditioning systems, energy efficiency, plumbing, ADA accessibility, and structural assessment and repair, with renewed focus on improving thes safety, appearance and accessibility of our County facilities for ours staff, citizens and visitors. Special Assessment Districts Staffi is working on scheduling a workshop with State officials to provide more information to our communities about the designation of special districts designed to improve infrastructure.
