RE: MATTERS FROMTHE PUBLIC None RE: PUBLIC HEARING-ARA PROPERTIES-REQUEST FOR REZONE-RZH17-001 Mr. Svoboda reviewed the request from ARA Properties, LLC to rezone am approximately 0.74 acre tract zoned, R-1, Residential, to B-2, Business, located on Moore Road and identified on County Tax Maps as 60-(10)-2. (RZ#1 7-001) The applicant is requesting the rezone to increase the marketability of the area. Adjacent parcel is also owned by ARA The Planning Commission recommended approval oftherezoning as requested. The applicant did not have any additional comments. The Chair opened and closed the hearing with no public comment. Properties and is zoned B-2, Business. RE: PUBLIC HEARING-SIX YEARPLAN Mr. Darryl Shifflett, VDOTrprssmveiewed the Six Year Plan process and the proposed plan. Priorities include: Matthew Mill Road Rosebrook Road Beazley Road Turkey RidgeR Road Bingham Mountain Road Simmons Gap Road Ice Housel Road The Chair opened the floor for public comment. Board of Supervisors May 23, 2017 Sheet 4 Mr. Bill Murray requested the Board add the east end of South River Road to the Plan for paving. There are currently four families on this section of state maintained road with a fifth moving in next month. Another four families are in the private section further east. Also a quail preserve is located in area. VDOT has to maintain the current gravel road by grading and fixing potholes/ruts. He noted he appeared before the Board last May with this same request based on the volume oft traffic on the road. The Chair closed the public hearing. Mr. Joel Denunzio, Resident Engineer, said he could evaluate the project and possibly add the South River Road project and designate funds remaining from the Ice House Road project. He can check on this and provided information ift the Board of Supervisors would delay Mr. Frydl did not see the need to delay approval of the Plan in order to add this project. Mrs. Flynn asked if Mr. Denunzio could get information back about South River Road sO the Board can discuss adding that at next meeting. Verify traffic count, verify funding, etc. Mr. Denunzio said it would be beneficial to have a list of the top five priority unpaved roads in the County. VDOT is using State forces to do projects and can afford a lot more. Mr. Frydl questioned traffic count data. Mr. Denunzio said traffic counts are done every three years. RE: ACTION ON PROPOSED COUNTY BUDGET FORF FY2017-18 The Board discussed the addition of funding for the Jefferson-Madison Regional Library tor remain open four (4) more. hours per week. Mr. Frydl said because of theexpanded numberof users in 2016, the Board had agreed to discuss additional funding for additional hours. Mr. Martin said the Library is a "hub" in the community with youth, adults, and PVCC students using the facility. Mr. Herring said the Library is used for a lot more than checking out books. The Chair asked the County Administrator how the additional hours for the library would be funded. RE: VDOTQUARTERLY MEETING Mr. Denunzio reviewed the May, 2017 monthly report. August, 2017 with completion in. June, 2018 Route 33 guardrail upgrade - Opening bids tomorrow - expect notice to proceed in Route 29/33 intersection improvements - Authorized preliminary engineering. Ad date is Route 630 and Route 624 - Rural Rustic Road projects - Will be constructed by State Route 230/Conway River bridge - halfway done - scheduled for completion this Route 670 Preddy Creek Road - drainage work, trimming, should restoration - Safety funds of $17.6k have been allocated for this work. The sign and line work planned December2020 forces. November. Route 607 scheduled to be completed in September. should be completed within next 30to 45 days. Speed study on Route 615 under review. Mr. Cox asked about guardrails on Route 609. Mr. Denunzio said there is not enough shoulder for guardrail and he has requested a traffic engineering review. Could possibly use Mr. Martin thanked VDOT for the cleanup of debris at the corner of Bypass 33 and Business 33. Mr. Denunzio said there is a plan to screen the area with trees. VDOTis federal safety funds for this project. Board of Supervisors May 23, 2017 Sheet 6 considering the purchase of property adjoining the VDOT headquarters on Route 609 which would mean this lot would not be used anymore. In response to a question by Mr. Martin, Mr. Denunzio said there is aj process for the original owner to request land back from VDOTifright- Mrs. Flynn commented on accidents at the sharp curves on Route 33 east of Route 29. Mr. Denunzio said VDOT has cleared trees from the right-of-way and more can be cleared to Mr. Frydl said a citizen has asked about banning truck traffic on Route 609. Mr. Denunzio said truck restriction is for through trucks only. He can collect data for road and Mr. Barkley commented on the condition of Route 609 from Route 29 to the creek. The road is a filthy mess and gets slippery when it rains.
