RE: UPDATE ONCOVID-19 Ms. Meador gave an update on the local and regional statistical data of COVID cases, hospitalizations and fatalities. Greene is showing an increase of 333 new cases, 21 new hospitalizations and 2 new deaths since our last update. There is an upward trend in cases. Approximately 59.6 percent of our community has had at least one dose and 54.5 percent have been fully vaccinated. Mr. Lamb asked if there is data that shows natural immunity after having had covid. Mr. Taylor said that we could use the total number of cases, using the survivors, to obtain that number. Mr. Martin said that the problem is that cases are still going up. Ms. Meador said that is correct. Nationally, numbers are: starting to come down, but locally, they are still rising. Mr. Herring said that we should reach our peak, locally, in October. Ms. Meador said that is potentially what will happen, but we could expect that to be a month or two longer. Mr. Martin said that more and more kids are getting sick and none, under 12, can be vaccinated. Ms. Meador said that the Pfizer vaccine for children is in the review stage and may possibly be ready by October. Mr. Taylor asked if there was a way to get data by age on the fatalities and hospitalizations from Greene County. Ms. Meador said that she would try. Mr. Herring said that no one is suggesting that people who have had covid and have the natural immunities should not get the vaccine. Ms. Meador said that is correct. Mr. Bowman said that he has heard of many physicians saying not to get the vaccination if you've had covid. Mr. Herring said that he heard that you should wait for a period of time before you get the vaccination if you've had covid. Mr. Bowman said yes, that is what he's heard as well. Ms. Meador said that you should wait three months. Ms. Meador said that it has never been easier to get a vaccine than it is now. The Blue Ridge Health District will be present at two of the home football games, September 24th and November 5th. They will also be at the Greene County Park on several Saturdays during soccer season to administer vaccines. Ms. Meador said that there will be covid testing every Monday from 5:00 p.m. to 7:00 p.m. at the Greene County Health Department. Mr. Bowman said that he has a sense that many do not want the vaccine. He wonders what that percentage might be. He said that it makes him wonder if we have already reached the max of the people that will be vaccinated. Ms. Meador said that the numbers are still increasing, but not drastically. Mr. Bowman said that, nationally, they are trying toi incentivize shots, SO that tells him that people just don't want to get it. Mr. Herring said that it seems that getting a test seems to be getting more difficult. Ms. Meador said that they are hearing that is because the numbers are ramping back up. Mr. Herring asked about the test at home kits. Ms. Meador said that she has had an employee looking for one and could not find one. She said that she just received an email that the County can get some from the state and she plans on requesting them. Board of Supervisors September 14, 2021 Page 4 RE: MATTERS FROMT THE PUBLIC Morgan Kortepeter was present to share her disappointment with the County for allowing vaccination clinics at the soccer: field. It made her feel segregated having to see vaccinations take place at the park. She stated that she is medically/religiously exempt from the vaccine. She does not feel that these should be held at children's events. She said shame on all who made this decision. Mr. Martin said that he respects her opinion and others with the same exemptions, but there isc certainly no coercion, overt or other, by having this available to our community members. Itis simply an available opportunity for those who want to use it. RE: INTRODUCTION OF NEW LIBRARY: SERVICE - TEACHER CARDS Ms. Ginny Reese, Branch Manager, oft the. Jefferson Madison Regional Library was present via Zoom to share a new program with the Board. She shared that Teacher Cards have debuted. They are available to educators of K-12 in public and private schools and also educators of non- profit preschool programs. Advantages include no area service fee for teachers that do not reside in Greene County, no over-due fines and no late renewal fees. They have a six week check out period, rather than the normal three weeks that others have. They have to be renewed every year and all they need is their teacher badges to receive one. Mr. Martin thanked Ms. Reese for expanding their services as well as for the services they already provide. Board of Supervisors September 14, 2021 Page 5 RE: PUBLIC HEARING TO CONSIDER THE ADOPTION OF AN ORDINANCE AND MEMORANDUM OF AGREEMENT TO AUTHORIZE THE FORMATION OF A JOINT ENTITY,TO BE KNOWN AS THE BLUE RIDGE CIGARETTE TAX BOARD, TO SERVE AS THE AGENT FOR THE ADMINISTRATION OF THE LOCAL CIGARETTE TAX Mr. David Blount, Deputy Director oft the Thomas Jefferson Planning District, was present via Zoom to answer any questions that the Board may have regarding the adoption of an ordinance toa authorize the Blue Ridge Cigarette Tax Board to serve as the agent for the administration of the local cigarette tax ordinance. Mr. Lamb asked about certain cities that are already collecting cigarette tax. Mr. Blount explained that cities and towns were already allowed to collect the tax. The legislation that went into effect on July 1, 2021 allows counties to also be able to collect cigarette tax. Mr. Lamb asked who will be stamping each package. Mr. Blount explained that there will be a dual stamp that will go on each pack of cigarettes with two different numbers; one for the state and the other will be the regional number. The board will then send the revenues to the appropriate locality. Localities don'tl have to do anything during this process. Keeping track oft the numbers will be done by the distributors during theirinventory process. Mr. Martin thanked ORDINANCE Mr. Blount for keeping this process SO organized and smooth. Mr. Martin opened and closed the public hearing as there were no comments from the Mr. Herring shared that this is aj process that the TJPDC has been working on for years in order to allow localities the same rights that cities have had. He said that he believes this is a great public. opportunity for our locality. Mr. Lamb concurred. Upon motion by Dale Herring, second from Davis Lamb and unanimous roll call vote, the Board voted to approve the ordinance to form the Blue Ridge Cigarette Tax Board and to bestow on that entity all the powers necessary and proper for the performance ofi its duties as provided by law. RE: PUBLIC HEARING TO COSIDER AN ORDINANCE REVISION TO AMEND ARTICLE 16-8 OFTHE REQUIREMENT FOR SENIOR RESIDENTIAL DEVELOPMENTS Mr. Frydl explained that there is a senior residential district within our existing ordinance and there are parking standards that are unique to seniors. Seniors have a different lifestyle than working adults with children. There are fewer vehicle trips, fewer individuals living in each dwelling and many senior communities provide on-site services to meet their resident's needs. Board of Supervisors September 14, 2021 Page 6 Our ordinance includes those lower parking standards. However, other areas of the County are senior restricted through zoning. The general parking regulations do not include the senior parking standard. This request will add a senior parking standard sO that we don't require developments tol have more parking than what is necessary. Mr. Martin asked about off-street parking when there are garages available. Mr. Frydl said Mr. Bowman asked about a comment received from a citizen by the Planning Department. He wanted to clarify that this revision does not have anything to do with on-street parking. Mr. that garages are included as minimum off-street parking. Frydl said that is correct. The public hearing was opened and closed as there were no comments from the public. Upon motion by Davis Lamb, second from Marie Durrer and unanimous roll call vote, the Board voted to approve the ordinance revision to amend Article 16-8 oft the Greene County Zoning Ordinance to include a minimum off-street parking requirement for senior residential developments. RE: RESOLUTION OF INTENT TO CONSIDER AN AMENDMENT TO ARTICLE4.A-1 AGRICULTURE OF THE GREENE COUNTY ZONING ORDINANCE TO ADD RURAL ENTERPRISE CENTER WITH PERFORMANCE STANDARDS AS A BY-RIGHT USE Mr. Frydl explained that this resolution would start the process of reviewing this concept at the Planning Commission level with a workshop followed by a public hearing. He explained that performance standards are requirements that make something perform in a particular way on aparcel. Defense,r research and development and technology firms are often lowi impact businesses that promote higher paying job opportunities and have fewer impacts than many by-right agricultural uses. The goal would be for these areas to have certain standards that would have to be met such as lot size, screening and environmental regulations. Upon motion by Steve Bowman, second from Dale Herring and unanimous roll call vote, the Board voted to approve the resolution of intent to consider an amendment to Article 4, A-1 Agriculture of the Greene County Zoning Ordinance to add rural enterprise center with performance standards as a by-right use. RE: BOARDLIAISON REPORTS Board on September 27, 2021. Mr. Lamb said the he attended the Culpeper Soil and Water meeting and he said that people need to dol better with fencing stream lines. He said that he will be meeting withi the Social Services Mr. Bowman said that he attended the School Board meeting on September 8, 2021. He said that they recognized several students and teachers for their accomplshments. He also shared that there were: several people that would not put their masks on and spoke against the use of masks in schools. Mr. Herring said the Thomas Jefferson Planning District Commission met on September 2,2021 and went over the home investment partnership Consolidated Annual Performance and Evaluation Report (CAPER). They also went over the draft solid waste plan. They are also continuing the process of replacing the director. Interviews started last Friday. Mr. Herring said that the Rivanna River Basin Commission met today and discussed the Rivanna River Rural Corridor Plan and the Chesapeake Bay Watershed (WIP) plan. Our Visitor Center was mentioned as working towards one of those grants for rainwater capture. Mr. Herring said Emergency Services Advisory Board will meet next Tuesday, September Mr. Herring said that the Broadband Committee met and discussed providers that were interested in working with Greene County, but they chose to continue on with the regional path. Ms. Durrer said that the Central Virginia Regional Jail will meet in October. The Piedmont Workforce met last week at PVCC. They are going to start meeting in different counties quarterly. Mr. Martin said that the Rivanna River Basin Commission is having their annual conference via Zoom on Friday, September 24, 2021. They would like public participation. Mr. Martin said the next EDA meeting will be next week and he understands that they have 21,2021 and will be broadcasted live on the Granicus system. received the first payment on the outstanding loan that they have. Board of Supervisors September 14, 2021 Page 8 Mr. Martin shared that the Town of Stanardsville had a water cut-off today without prior notice. It was restored around 5:30 p.m. He said that when the Town has no water, it affects the courts, the schools, the county government and the town council. RE: COUNTY ADMINISTRATOR UPDATE Mr. Taylor confirmed that the County received no notification from RSA about the water cut-off. He shared that we found out about it from a citizen. He said that we also found out about asewage leak from a citizen today in a subdivision within the county. He was told that customer responsiveness from RSA was a problem. He said that we' ve also had the recent experience that RSA has suggested that citizens that complained about a sewer leak here in Stanardsville were somehow responsible for the leak. Mr. Taylor shared ten things that we would like the citizens of 1. The Greene County Board of Supervisors decided unanimously and remains determined 2. For 52 years, RSA has failed to build the water system that it was created tol build for Greene County. That's why Greene County decided to leave the "service" authority. 3. Only after Greene County announced its determination to leave, RSA staff brought up the idea of starting on some water system improvements for Stanardsville. 4. Fire hydrant maintenance is a standard part of public water system maintenance all over Virginia. RSA's failure to maintain their hydrants is a serious risk. RSA has ignored hydrant maintenance for 52 years and Mr. Clemons has ignored Greene County's safety 5. Greene County residents -1 both RSA customers here and non-customers alike - have more than paid for all of the water and sewer: facilities in Greene County operated by 6. Greene County RSA customers have paid big contributions" to RSA's reserves, including more than $550,000.00 in this year alone. Greene County residents are entitled to their proportionate share of RSA's millions of dollars ini reserve funds. 7. Greene County always requires developers to pay 100% of the cost of the water and 8. Greene County's Water Supply Project is essential to our future. RSA has never shown 9. Every penny of the Greene County water facility fee has been spent to pay for water system costs. Up to 7.5 cents of each year's real estate tax money is also spent on water 10. Greene County's partners Orange County and Madison County have agreed that Greene County can leave RSA. Iti is time for RSA to give us the keys to the facilities located Mr. Taylor said that it is time for RSA to give Greene County the keys to the facilities Greene County to know about the history of Greene County and RSA. that Greene County is leaving the RSA. consultant for the past 6 months. RSA. sewer system expansion required for their projects. any interest in taking on this project. and seweri infrastructure in Greene County. here and get out of Greene County. located within our County and to get out of Greene County. AMEND ARTICLE16-8-3, MINMIUMO#FSTREET PARKING, OFT THE GREENE COUNTY ZONING ORDINANCE TO INCLUDE MINIMIUM OFF STREET PARKING REGULATIONS FOR SENIOR RESIDENTIAL DEVELOPMENTS: WHEREAS, Sections 15.2-1427 and 15.2-1433 of the Code of Virginia, 1950, as may be amended from time to time, enable a local governing body to adopt, amend and codify ordinances or portions WHEREAS, Sections 15.2-2280, 15.2-2285, and 15.2-2286 of the Code of Virginia, 1950, as WHEREAS, it is desired to amend Article 16-8-3, Minimum Off-Street Parking for Senior WHEREAS, this amendment of the Greene County Zoning Ordinance is required to serve the public necessity, convenience, general welfare, and good zoning practice pursuant to Section 15.2-2286/A)7)of WHEREAS, on August 18, 2021, the Greene County Planning Commission held public hearings on WHEREAS, on August 18, 2021, the Greene County Planning Commission voted (5-0) to recommend to the Board of Supervisors approval of the request to amend Article 16-8-3, Minimum Off- Street Parking for Senior Residential Developments, of the Greene County Zoning Ordinance; and WHEREAS, the Greene County Board of Supervisors caused to be published a notice ofp public hearing on this matter in the Greene County Record on September 2nd and September 9th; and WHEREAS, the full text of this amendment was available for public inspection in the Greene County Administration Building, Room 226, 40 Celt Road, Stanardsville, Virginia 22973. NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF SUPERVISORS OFT THE COUNTY OF GREENE thati the adoption oft the modifications of Article 16-8-3 are approved as presented and attached: thereof; and amended, enables al local governing body to adopt and amend zoning ordinances; and Residential Developments, of the Greene County Zoning Ordinance; and the Code of Virginia, as amended; and this matter and all of those who spoke on this topic were heard; and 16-8 MINIMUM OFF-STREET PARKING There shall be provided, at the time of erection of any building or at the time any main building is enlarged, minimum off-street parking space with adequate provisions for entrance and exit by 16-8-3 In residential districts there shall be provided either in a private garage or on the lot, space fori the parking of two (2) automobiles for each dwelling unit in a new building, or for each dwelling unit added in the case of the enlargement of an existing building. For each senior residential (age 55 and older) dwelling unit there shall be a minimum of1 off-street parking space consisting of not less than 162 square feet; provided however that the average parking spaces per dwelling unit standard sized automobiles, as follows: over the entire Community shall be 1.5 off-street parking spaces In all other respects said Zoning Ordinance of the County of Greene shall remain unchanged and be in full force and effect. Amendments are proposed for clarification of intent, Defense Production Incentive Zone; and Section 15.2-2285 of the Code of Virginia. the addition of definitions, and correction of inconsistencies. Add Rural Enterprise Center, with performance standards, as an allowed use in Article 4, Agricultural District, A-1. WHEREAS, the BOARD OF SUPERVISORS has determined that a review and amendment of Article 4 to provide performance standards for rural employment centers that promote maintenance of the predominantly rural character and the quality of life; NOW, THEREFORE, BE IT RESOLVED THAT for purposes of public necessity, convenience, general welfare, and good zoning practices, the BOARD OF SUPERVISORS hereby adopts a resolution of intent to amend the appropriate section of the Greene County Zoning Ordinance to achieve the purposes described herein; and BE IT FURTHER RESOLVED THAT the Planning Commission shall hold a public work session and a public hearing on the zoning text amendment proposed by this resolution ofi intent, and make its recommendation to the Board of Supervisors, at the earliest BE IT FURTHER RESOLVED THAT the Board of Supervisors (1) finds that these amendments are in furtherance of the public necessity, convenience, general welfare, and good zoning practice, (2) directs staff to prepare draft amendments for consideration, and (3) directs that the proposed amendments on these matters be brought forward for notice, hearing, Planning Commission recommendation, and Board and possible date. of Supervisors' action.
