Main Street int the Town of Madison, Virginial it was calledt to order by Chairman Steve Carpenter at 6:32 PM. Chairman Carpenter determined there was a quorum and the first order of business was to adopt the As a quorum was established thei following members were present; Chairman Steve Carpenter, Vice-Chairman Pete Elliott, Commissioners Nathan Cowan, James Graves II, Jim Smith, Zack Whitman, and Mike Snider. Also, present were Hannon Wright, County Attorney, Jonathon Weakley; County Administrator and Tracy Clatterbuck; Zoning Administrator. Secretary of the Planning Commission Janet Henshaw and Assistant County Administrator Brian Gordon were absent. Chairman Clay. (Case No. SUP-07-18-24) Trail Bites by Cake Krums- SUP Application (Introduction) Rene Balfour (owner) and Merri Woodward (Lessee) have filed a special use permit (SUP) application to operate a general store located at 37 Poor House Road, Criglersville, VA, and further identified byt tax map number 21-47C. The property is zoned as Agricultural (A-1) and contains 0.0293 acres. The property is improved with an existing 312 square foot brick building. The applicant is proposing to operate a general storei int the existing building. Zoning Administrator Tracy Clatterbuck started off the meeting commenting that they went in front of the Development Committee, Would be a General Store...to offer prepackaged foods. Building Official Jamie Wilks provided comments, not required to have a restroom. Will need to go through VDACS, an expansion of her current business Cake Krums. SUP conditions are in draft. This would be ani improvement tot the area. Commissioner Jim Smith questioned..none or different waste management? use a portable sink and dispose ofita at her current restaurant location. Vice-Chairman Pete Elliott questioned parking and ADA compliant? Zoning Administrator Tracy Clatterbuck responded by stating' VDHI has approved. No intention to use the water. Will Zoning Administrator Tracy Clatterbuck responded by stating that we are waiting for VDOT's official comments, but the applicant has proposed 3 parking spots. Not required per the Building Official to be ADA compliant. County Attorney Hannon Wright commented that..preexisting buildings aren't required to be ADA compliant. Applicant Merri Woodward commented..would be a pop-up to-go shop on weekends only, Sat/Sun. Prepackaged lunch, pastries, tea, water, soda, coffee. Very limited with what can be done. James & Deborah Selvage- Subdivision Application James and Deborah Selvage have applied for a by-right subdivision ofa 9.7-acre A1 (agriculture) zoned lot. The subdivision would create two "new" lots anda a residue lot. The new lots would be 3-acres and 3.6-acres, and the residue lot wouid be 3-acres. The subject lot does not contain a postal address but is located on N. Seminole Trail (roughly 450 feet fromi intersection with Hebron Valley Road) and is identified on Madison County's Tax Maps as 40-72. Zoning Administrator Tracy Clatterbuck commented thati ity was requested tol have the applicant record thel boundary plat witht the courthouse, which shel has done. The 9.701-acre tracti is thel lost shei is proposing to be subdivided. The tax map numbers have been assigned. Everything is met per our ordinance. Thisi ist to correct whati is on record. VDOT County Attorney Hannon Wright stated..Brian Daniel said it could have been unofficially abandoned or combined Vice-Chairman Pete Elliott questioned..how. do we tells someone they can'ti make a non-conforming lot, when thisi is Zoning Administrator Tracy Clatterbuck commented..this was al legally platted lot since 1940 something, just didn't number previously, why didi it change? took: some land for route 29 project. with another parcel. anon-conforming lot? have an assigned tax map number. There are: some formatting inconsistencies, will be corrected, but we do recognize. The document has been given to the extension office for their comments regarding Agriculture data, but they requested it be done after the fair. Made some revisions on flood plain/slopes. Leaving Centennial Farms language in the document.
