RE: UPDATEONCOVID-19 Ms. Meador said there are 128,407 COVID cases in Virginia and 2,684 COVID related deaths. The Thomas Jefferson Health District reports 2,688 cases and 57 fatalities. Greene County has 204 COVID cases, 10 hospitalizations, and 3 COVID: related deaths. Greene County cases are 7.59% oft total cases in the district with a positivity rate of2.8%. Everyone is urged to continue safety precautions such as wearing masks, maintaining social distance, avoiding large crowds, and washing hands. These things make a difference. The Health District will hold a COVID testing site at the Emmanuel Christian Center in Ruckersville on Thursday, September 10th. Appointments are required. RE: MATTERS FROM THE PUBLIC Mr. Peter Benson commented on the water project saying he would like honesty and transparency on both sides. Greene County has been kicking the water system down the road for decades and he finds that irresponsible of county leaders. RE: LEGISLATIVE PROGRAM Mr. David Blount, Legislative Liaison, was present toj provide al brief update on the special session oft the General Assembly as well as the development oflegislative priorities for thei region for the. January 2021 session. Governor Northam called a special session oft the General Assembly to address the budget gap brought on by impacts of the COVID pandemic, other issues related to the pandemic, and police and social justice issues. The Governor proposed amendments to deal with the budget gap largely relying on pulling back additional discretionary funding that had been approved during the regular session in March. Other items being discussed include: police and criminal justice reform, K-12 education, health/mental health issues, and broadband. Mr. Blount spoke briefly on the legislative program and noted the focus needs to be on the top priorities which includes: State funding obligations to localities for implementing state programs at thel local level; public education and broadband access. He would appreciate feedback Mr. Martin said during COVID-19 we might think about a new category that deals with how the State is going to help localities with, or accommodate the realities of, a fairly severe set of depressed economies across the Commonwealth. Mr. Blount said he could take a look at that Mr. Lamb asked if the rules for CARES Act funds for broadband would change. RE: GREENE COUNTY WATER SUPPLY] PROJECT Mr. Herb White, WW Associates, said the purpose of the project is to supply Greene County and the Town of Stanardsville with a reliable water supply to 2050 and the project is consistent with the Regional Water Supply Plan. The Rapidan River is the primary source for water for Greene County. The RSA water treatment plant has a capacity of1.15 MGD and is near the end of its useful life. The safe yield of the Rapidan River is 0.9 MGD as assigned by the Department ofEnvironmental Quality based on statistical records of flow in the river. Board of Supervisors September 8, 2020 Sheet 5 Seven hundred twenty-five (725) EDUswere pre-purchased. Rough calculation for average water consumption would be 200 GPD for a total of145,000 average GPD or 246,500 peak GPD. Mr. White reviewed the: safe yield, average daily demand, and peak day demand for water service. The reservoir is a pump storage project where water will be pumped during wet weather and stored for use during periods of dry weather. This minimizes impacts on the river during dry weather as well as on downstream users who also rely on the river as their water source. The reservoir will cover an area of 125 flooded acres. The dam is 1,460 feet long and 75 feet high and will hold 900 mg storage. 3.5 MGD safe yield is based on DEQ withdrawal rules. The permit lists the amount the County can withdraw from the river on any given day. Mr. White briefly discussed the purchase of stream credits to mitigate the impact of the project. The first purchase was made in January, 2018, the second in March, 2020., and the final Mr. Martin said RSA has talked about the construction of a $10 million water treatment plant on the same footprint as the current water treatment plant and will pump between 3 and 5 million gallons per day from the river. Mr. White said the Health Department will not issue a permit in excess of the safe yield of the river. This would be a waste of expenditure and infrastructure as the source is not there. Mr. White said, in his professional opinion, the project Mr. White said construction oft the reservoir project could begin within 90 days iff funding were available. The project is ready to do to construction. Mr. Martin said the County is really moving forward with the project. The Board is determined to proceed with the pumped water Mr. Bowman referred to the Project 2000 Comprehensive Water Supply Plan, August, 2000 which said the construction of one or more water storage impoundments was the only means toensure RSA can meet demands of water customers after 2010. Mr. White said that report was prepared for RSA and recommended a reservoir on the site that ended up being selected. The difference is that study recommended ai reservoir to supply water to three counties and the current Mrs. Durrer asked how long the project will take from start toi finish. Mr. White estimated two years for construction oft the five divisions or the entire project and said it could take upwards Mr. Taylor said the RSA Articles of] Incorporation adopted in 1969, included the purpose of supplying the Town of Stanardsville with a reliable water system that was to include an Mr. Martin said RSA plans do noti include a water impoundment reservoir. Mr. White said ai reliable supply of water is the top priority and a reservoir should be much the highest priority Mr. Martin said the County was ready to move forward with financing of the project and RSA has put an obstacle in the way. RE: PUBLIC SAFETY RADIO PROJECTUPDATE Mr. Jeremy Thomas, Senior Account Manager; and Mr. Josh Dwyer, Senior System Engineer; and Mr. Rory Gledhill, Senior Project Manager with Motorola Solutions, were present. Mr. Gledhill provided an overview of the joint project of Greene and Madison Counties including a site by site update; MW connectivity (backhaul); coverage; subscribers; and schedule. The project will consist of nine sites and a five channel Simulcast radio system. Five sites are located in Greene County. There will be new sites at Barrow Lane and the Sheriff's Office. New radio dispatch consoles with backup consolettes will be installed and the system will have microwave backhaul connectivity utilizing MPLS at all sites. Required civil work varies at each Mr. Bowman asked if there has been direct communication with the Sheriff's Office and 911 about the site. Ms. Meador said the Sheriff has had input on the project and asked about Mr. Martin asked if cell phone companies would be able to co-locate on the towers. Mr. Gledhill said co-location may bej possible. Mr. Bowman questioned a separate frequency for a data channel. Mr. Dwyer said ai fifth channel is] proposed solely for data fort the purpose ofGPS location forl better tracking ofunits. There are enough field units to dedicate a full channel to data. The data Mr. Dwyer reviewed coverage parameters. Mr. Bowman questioned the June, 2022 Mr. Bowman said interoperability needs to be looked at. A regional discussion needs to Mr. Lamb asked the life expectancy ofthe equipment. A 15-year life cycle agreement is part of the contract. Motorola will maintain and continue to upgrade software, security, and completion date. RE: CARESACTUPDATE Mr. Taylor said updated Treasury Department guidance received on September 2 states more clearly that funds can be used for public safety staffing costs, including dispatch and Board of Supervisors September 8, 2020 Sheet 7 supervisory positions. This creates money available in budgeted funds displaced by CARES Act Critical needs for PPE and minor facility modifications continue as does the Business Disruption Grant Program and the plaçement of manufactured units to address space constraints at the Registrar's Office, General District/Juvenile and Domestic District Courts, and Parks and Recreation Office. Space constraints mitigation B includes ai modular EMS station, building safety modifications, Circuit Court modifications, drop boxes and the modifications for the The current Rescue Squad facility is inadequate for safe accommodation and social distancing for the new Greene County EMS. Staff is looking at interim billeting for the Rescue Squad and is talking with the Stanardsville Volunteer Fire Department. The Squad needs a permanent station and we have the opportunity to use CARES Act funds for a modular EMS facility. The conceptual drawing is of a project on going elsewhere and the County's project will Ms. Meador said Mr. Herb White, WW Associates, will be working with the County on this project. Thisi initial design has been modified and should be completed by the end ofthe week. We need a simple and efficient design that provides for the safety and appropriate use of space for personnel and equipment. The contract refers to a 5,000 square foot facility for the bays. Additional space will have to be added for living, meeting, etc. space. The facility could be Mr. Martin said the total project budget including engineering fees is $1.4 million. Mr. White said the building will be a pre-engineered metal structure. Mr. Bowman thought this type building is a beautiful public safety structure and could allow for future expansion to house the EOC, a ladder truck, or even the Sheriff's Office. Mr. Taylor said a design for future adaptability for expansion is critically important. Thel Board is asked to take action on this tonight to authorize Mr. Herring asked ifs staff is certain that CARES Act funds can be used for this purpose. Mr. Taylor said he is confident that this use of CARES Act Funds, to meet critical public safety need for the community, will meet requirements. The 6.86-acre parcel is currently owned by the Volunteer Rescue Squad. The purchase ofreal estate would be a questionable use OfCARES Act funds which must be obligated by December 30, 2020. Mr. Herring said he thought the project had to be completed by December 30th. Ms. Morris said updates are being made weekly and the reporting period is being extended. Mr. Herring asked if the project will have to go to bid. Mr. Taylor said emergency: procurement is an option fort this situation. He askedi ifthe County Attorney concurs with the use OfCARES Act funds. Ms. Kemp said she reviewed the engineering proposal from WW Associates and she approved it as to form. She agreed that guidelines are changing Mr. Herring agreed that this project is needed. He asked if any locality is using CARES Act funds for a similar project. Mr. Taylor said he was not aware of another locality currently moving forward with a similar project or ofanother locality with rescue squad facilities that have operability restraints. Mr. Herring thought the County should proceed with the project and Funds that can be expended later. He agreed with Mr. Herring about documentation for this project and felt it is justifiable. Mr. Lamb asked if staff conferred with county auditors on the use of CARES Act funds. Ms. Morris said she has not discussed this specific project with auditors but did discuss using CARES Act funds for public safety personnel expenditures. Mr. Lamb said the Mrs. Durrer agreed that this project is needed but was concerned about the lack of confirmation that the expenditure will be covered by CARES Act funds. She asked if the $1.4 million will cover furnishing the facility also. Ms. Meador said the $1.4 million is for the entire Mr. Taylor referred toj page 60 off frequently asked questions ofthel latest CARES Act update which states funds may be used for expenses to improve mitigation measures for emergency response care and can be used for such purposes, including related construction costs. RE: LIAISON REPORTS Mr. Bowman said he and Mr. Martin toured thel high school and elementary school recently with Superintendent Whitmarsh. The School Board meets tomorrow night and the Planning Commission meet on September 16th. Mr. Lamb said the Social Services Department could use additional space. Mr. Herring said the Thomas Jefferson Planning District Commission met last week. Preliminary budget was discussed and the per capita rate will not increase again this year. He would like the County to contribute to the Ride Share Program. - therei is concern about budgetary Mr. Martin said RSA will meet on September 17th. Taylor, Clerk Greene County Board of Supervisors Board of Supervisors September 8, 2020 Attachment "E" RESOLUTION TO AUTHORIZE ONE MILLION FOUR HUNDRED THOUSAND DOLLARS FOR AN EMS BUILDING FROMTHE FEDERAL GOVERNMENT CORONAVIRUS RELIEF FUNDS WHEREAS, Congress passed and the President signed the Coronavirus Aid, Relief, and WHEREAS, the Commonwealth of Virginia received funding based on population and each locality's allocation will be based on the proportion that the locality's population represents Economic Security (CARES) Act of2020; and ofthe statewide total population; and WHEREAS, the funds will be used for qualifying expenditures incurred during the period WHEREAS, the following funds in the amount of one million four hundred thousand dollars ($1,400,000.00) need to be authorized to be spent from the Federal Cares Coronavirus ReliefFunds for an EMS building in the 2020-2021 budget ofthe County of Greene, Virginia. NOW, THEREFORE, IT IS HEREBY RESOLVED by the Board of Supervisors of the County of Greene, Virginia that one million four hundred thousand dollars (S1,400,000.00) be authorized to be spent from the Federal Cares Coronavirus Relief Funds for an EMS building in that begins on March 1, 2020 and ends on December 30, 2020; and 2020-2021 budget oft the County of Greene, Virginia.
