Board of Supervisors June 8, 2021 Page 3 RE: UPDATE ON COVID-19 Ms. Meador gave an update on the local and regional statistical data of the numbers of COVID cases, hospitalizations and fatalities. We are still showing a continual downward trend in new cases in Greene County. Approximately 52 percent of our community has had at least one dose and 43.6 percent have been fully vaccinated. Mr. Martin inquired as to whether or not vaccinations are holding steady. Ms. Meador said they are still increasing weekly. She also shared that the EMS Department assisted with a student vaccination clinic at William Monroe High School on. June: 3, 2021 and they had 154: students receive their first dose. There isac clinic schedule for June 19, 2021 at William Monroe High School, but at this point, we are no longer holding weekly clinics. Mr. Lamb inquired as to whether or not local pharmacies are still administering the vaccine and Ms. Meador confirmed that CVS, Walmart, Greene. Pharmacy and the Greene Care Clinic are. RE: AMERICAN RESCUE PLANACTIAPRAUPDATE Ms. Morris said that the County ofGreene is eligible for $3,849,608 which we have applied for through the Treasury portal. We received an email on May 26, 2021 saying that the review of our submission was finished and it was determined to be complete and accurate. The Department of the Treasury processed a payment to Greene County in the amount of $1,924,804. The remaining funds will be sent to us next fiscal year at approximately the same date. This amount has been received by the Treasurer, Stephanie Deal. The funds can be used to support public health response, to address negative economic impacts, to replace public sector revenue loss, to provide premium pay to essential workers and for water, sewer and broadband infrastructure. Funds may cover costs from March 3, 2021 through December 31, 2024. Quarterly reports will be required. Additional guidance was released from NACO and, after having the time to review it, Ms. Morris will give the Board additional information. RE: MATTERS FROM1 THE PUBLIC Jisun Bae, originally of South Korea, now an American citizen living in Fairfax County, Va. was present to discuss share with the Board that, due to cultural beliefs, the people of China do not wish to share their organs after their death. In the early 2000's, China's hospitals started advertising short wait times for vital organs. Reports have since revealed that the Chinese Communist Party (CCP) has been killing prisoners of conscience, most of them Falun Gong practitioners, in order to sell their organs. Many American patients travel to China for organ transplants. She would like the Board to pass ai resolution to make citizens aware ofthese practices. Tiny Tang is originally from China and is now an American Citizen living in Fairfax, Va. She was present to offer additional comments on thei topic offorced organ harvesting. Falun Gong is a spiritual practice involving gentle exercises, meditation and the virtues of compassion and tolerance. The CCP considers it a threat because of its immense popularity among the public. Countless practitioners have been tortured, killed or have disappeared. She brought a friend with her who is asurvivor oft the CCP persecution. She spent 6 years inj prison for telling people about Falun Gong. During her imprisonment, she was forced to do slave labor up to 18 hours per day. She was forced to make decorative items that are sold in places like Wal-Mart. She was blood tested to determine the compatibility of her organs for a transplant. This issue has been under reported in the US media. 13 counties in Virginia have recently passed the resolution to educate Board of Supervisors June 8, 2021 Page 4 their residents about the practice off forced organ harvesting in China and shei is asking the Greene Mr. Frydl read an email from Mike Kilpatrick thanking whomever is in charge of the Guiseppe foundation for their generous donation. He also noted that he had sent an email to the County Administrator requesting the County's Purchasing Manual, but had received no response. County do the same. Trust/Javan Esh are requesting a special use permit for a home business ofa a commercial bakery. Mr. Frydl explained that the family is requesting to house the business in an outbuilding to the main structure on the property, located on Mission Home Road. Itisinar rural area and it would be very hard to be seen from the road. They wish to make fry pies which will be sold commercially. This property will only house the baking operation with no retail space. The Planning Commission recommended a. RE: PUBLIC HEARING TO CONSIDER REQUEST TO AMEND SPECIAL USE PERMIT Mr. Frydl reminded the Board of the original request that the Board had approved for the apartment complex on Moore Road. He said that, as a condition, the applicant had agreed to build ar road from the apartment complex entrance on Moore Road which would terminate at the stop light at the Lowe's entrance on Route 29. The road was due tol be completed prior to the certificate ofoccupancy on the first apartment. The applicant is asking the Board to consider changing that condition to allow them to extend the time given until the fourth apartment building has a certificate of occupancy. The Planning Commission approved the request. They did have traffic Mr. Shimp, on behalf of Denstock, spoke to the Board regarding the developer's request. Heg gave explanations as to why they would liket to defer building the road at this time stating issues with VDOT, fiber optic lines, utility lines, Covid and other construction issues. He said that iti is the intention of the developer to finish every part of this project in a timely manner. Mr. Herring asked ifa any of the road construction had been started and Mr. Shimp replied that no construction had begun due to utility line issues. Mr. Martin said that there are 11 residential buildings in the development and wondered how many have been started, to which Mr. Shimp replied that five of them are in the framing process. Mr. Lamb questioned the issue with the fiber optic lines and the utility lines. The public hearing was opened and closed with no comment. Mr. Bowman expressed concern about the developer not finishing the project. Mr. Shimp explained that there is a very large loan on this project that requires the project to be finished. Mr. Bowman asked Mr. Frydl about concerns that he may have with this request. He said that it would be challenging to enforcei the occupancy restrictions ifthe road was not built. Ms. Durrer expressed her concerns about the traffic on Moore Road coming out onto Route 33. She said the construction delay would only make the issue worse. Mr. Lamb echoed Ms. Durrer's traffic concerns. He questioned why thei road couldn'tb be paved when thej parking lot was paved. Mr. Martin questioned Board of Supervisors June 8, 2021 Page 6 Mr. Shimp as to whether the crews building the road would be the same that are currently working on the project. Mr. Shimp said it was the same contractor, but different crews. Mr. Herring said that he is not in favor of granting the amendment to the special use permit. Mr. Martin agreed. Upon motion by Marie Durrer, second by Davis Lamb and unanimous vote, the Board voted to deny the amendment to special use permit #18-003. RE: PUBLIC COMMENT PERIOD FOR EMERGENCY COMMUNICATIONS TOWER Mr. Frydl continued the public comment period for the emergency communications tower located at the Sheriff's Office. He, again, presented the information that was reviewed at the last meeting. Mr. Frydl noted that there have been no comments on this issue to date. RE: BOARDLIAISON REPORTS Mr. Bowman said the School Board is meeting on Wednesday, June 9, 2021 at 6:00 and Mr. Lamb met with Soil and Water last week and they have a good budget coming and that people in Greene need to get involved sO that they can get some ofit for stream line fencing, etc. Mr. Herring said TJPDC met last Thursday and passed several resolutions. They are starting their search for aj new Executive Director. He also said that he has served as Chairman for the past two years and, as the term only allows two years, he has now been voted in as Vice- Ms. Durrer said that the Central Virginia Regional Jail will not meet this month, but will Mr. Martin said that EDA officers had theirelections and Mr. James Tsikerdanos will serve again as Chairman and Mr. Michael Payne will serve as Vice Chairman. Mr. Martin also said that thej plea and bar att the courthouse was. May 24th and that they will hopefully to hear from thej judge that the Planning Commission was meeting on Wednesday, June 16, 2021 at 6:00. Chairman. He said that RSA's lawyer said this process will be difficult, time consuming and expensive but he takes issue with that. He said that RSA's attorney has been paid a sum equal to between six and seven times the average household income in Greene County. There is no reason, with the agreement in place between the partner counties, for RSA to continue to try to halt this progress. Mr. Martin added that the role of RSA is to facilitate the actions that the partner counties have taken. Its an administrative task, not a legal task. The partner counties and their legal teams can make this process happen in a much more expeditious and least expensive manner. RE: OTHER ITEMS FROM BOARD MEMBERS Mr. Martin congratulated and thanked the Superintendent and School Board for a Mr. Bowman shared that Michael Payne has offered the Board of Supervisors a table under Ms. Durrer provided some follow-up regarding the courthouse cameras project. She and Mr. Bowman have suggested that this project be done in stages and possibly use a cloud-based Mr. Lamb expressed his thanks to Mr. Martin for his help with the ongoing RSA issues. Mr. Herring added that citizens were happy with the 2020 graduation that was held on Mr. Martin noted that Beazley Road, after being paved, is having a lot of speeding issues and a resident has requested that we do a speed study. WHEREAS, $15.2-1427 and 515.2-1433 of the Code of Virginia, 1950, as may be amended from time to time, enable a local governing body to adopt, amend and codify ordinances or portions thereof; WHEREAS, 915.2-2280, 915.2-2285 and $15.2-2286 of the Code of Virginia, 1950, as amended, WHEREAS, on May 19, 2021 the Greene County Planning Commission held a public hearing on this WHEREAS, on May 19, 2021 the Greene County Planning Commission voted 5-0 to recommend to the Board of Supervisors approval oft the request to grant the Special Use Permit (SUP); and WHEREAS, the Greene County Board of Supervisors caused tol be published ar notice of public hearing on this matter ini the Greene County Record on May 27, 2021, and. June 3, 2021; and WHEREAS, the full application was available for public inspection in the Greene County Administration Building, Room 226, 40 Celt Road, Stanardsville, Virginia 22973; and WHEREAS, on June 8, 2021, the Greene County Board of Supervisors held a public hearing on this NOW, THEREFORE, BE IT ORDAINED by the Greene County Board of Supervisors, in accordance with Article 16-2 of the Greene County Zoning Ordinance, public necessity, convenience, general welfare, and good zoning practice, the request to amend a condition of special use permit SUP#18-003 is SUP#21-003) and enables al local governing body to adopt and amend zoning ordinances; and matter and all of those who spoke on this topic were heard; and matter and all of those who spoke on this topic were heard. hereby denied.
