Budget needs and priorities for FY 2019 include: Support mplementation ofl Innovate 2021. Provide competitive compensation and benefits for all staff. Focus on the support, recruitment, and retention of the most highly qualified educators, The first payment for facilities project is due in July. Ofthe$1.5: million figure, $500,000 isc covered by retiring debt. Need to discuss how the remaining $1 million will be covered. Discussion of percentage of pay raises, retention of support staff and para-professionals, Dr. Whitmarsh will present her budget to the School Board tomorrow night and School leaders, and support staff. Facilities projects new debt payments. RE: PUBLICI MEETING The Chair opened the meeting with the Pledge of Allegiance followed by a moment of silence. RE: CONSENT. RE: RECOGNITION- STANARDSVILLE AREA REVITALIZATION Joann Powell and Mr. Roy Dye were present representing STAR. Mr. Martin spoke briefly on activities and projects by STAR. Mr. Don Pamenter, Ms. Mr. Pamenter spoke briefly on the origins of STAR which started in the 1980's. The upcoming project will include. sidewalks, ai farmer'smarket, pavilion, bandstand and walkways on the back lawn of the County Administration Building; the renovation of nine (9) apartment units for low and moderate-income residents; the enhancement of thirteen (13) facades for commercial RE: PUBLIC HEARING - AMEND COUNTY CODE - SECTION 37-38 - LIVESTOCK Mr. Barkley reviewed the proposed amendment to Chapter 14, Section 37-38 oft the Greene County Code pertaining to livestock running at large and trespass by animals. The proposed amendment would allow punishment ofany person who permits animals to run at large onto the property of another as a Class 4 misdemeanor. This ordinance would be enforceable by the buildings, and partial restoration of the historic William Mills house. RUNNING ATI LARGE Sheriff's Office. The floor was opened for public comment. Elizabeth Alcorn = Urged Board to adopt proposed changes to ordinance. The owner of the livestock never contacted him regarding damage to his Joanne Burkholder - President of Greene County Farm Bureau - Not present to speak against this but noted farmers raise thei food and fibert to feed the world'spopulation. Some farmers are stewards oft their land and truly care about their animals and arej petrified when animals get out. Mr. Clarke said the fine for a class 4 misdemeanor would be $250 and $500 for a class 3 Mrs. Flynn questioned the meaning of"permit". Speakers will be Jerry Gore - Monroe District - Speaking on emergency communication center. Felt situation is a very serious breach in Board's responsibilities. Board should avoid creating chaos and expending money for no good reason. Rehired person who was discharged from 911 leadership position in joint center at Sheriff's Office. Paying salary for over a year to do what? Cost hundreds ofthousands ofdollars to duplicate existing system at Sheriff'sOffice. Understand contract is in place with IT firm to begin creating new center somewhere else in County. Done without public discussion and without any reliable, factual estimates sufficient for rational public discussion. Disrupted 911 center operations to point where we could face a very dangerous breakdown due to chaos you are causing. Simply fed up with what we're seeing. Lori Gore - Monroe District - Seriously concerned that recent actions arej jeopardizing the safety of citizens of county. Referred to Greene County Emergency Operations All Hazards Plan. Administration is not included in the six (6) entities responding to emergency. Why hire two qualified 911 operators away from Sheriff's Office leaving it woefully understaffed? It seems Coordinator is creating the emergency. Voted for Sheriff and supports him. Expects Board and Peter DeForth - Resident here for seven (7) years. The Plan is in place for an emergency. The 911 call procedure is in place before emergency occurs. We have safe county. Appalled by administration to also support him. Police and emergency team have Pat Morris - Doesn't understand what's going on with E911. Has a cost analysis been done to determine cost to County? Considered safety of County? Asked as concerned citizen to not move 911 center. Ifit's not broke don't break it. Consider having open forum to let people know what is going on. Give people answers. The people need tol know agenda between Sheriff Eddie Deane - Privilege to stand before you for the people and with the people. Encouraged Board to listen to concerns of citizens about use oft their tax dollars in this decision. Also concerns about safety. Can'tunderstand thej process by which this decision wasi made. There Keith Bourne - Monroe District - Asked Board to abandon current plan to move E911 operations until such time as a suitable plan, acceptable to all stake holders, is developed. This plan must include staffing, facilities, operating procedures, detailed cost analysis and transition plan to move operation. Failure to develop proper plan will endanger the safety of all residents. Absence of detailed cost analysis is irresponsible. While spending money to relocate 911 center, first responders arel having bake sales to fund their basic equipment needs and that is unacceptable. Matthew! Hardin-Commonwal's. Attorney Works closely with Sheriff'sOffice where al lot of great work is done. Taking staff away impacts Sheriff's Office and his office. Creating a hazard for Greene County and will increase budgets for Sheriff and his office. More thought should be given. We shouldn't! have to sign up to speak at Board meeting to find out what's going on about something like this. Board should reach out to entire law enforcement community and Mike Allers - Ruckersville District - Former cop and former school administrator. His number one job was safety. Concerned about doing this without transition plan. E91lisa antiquated system. There will be new system to replace it. Money spent now could be poorly spent. Was amazed at fast response by Sheriff's Office and fire departments to emergency in December. Put Kim McInturff- Iti is wise to have all E911 personnel in one location and she would prefer location at Sheriff's Office with Sheriff in control. Under one roof will make safety better and center run more efficiently. Asked for show of hands of those in favor of keeping 911 the wayit Sean Ryan, Fire Chiefof Ruckersville Volunteer Fire - Present representing all fire chiefs, Dyke, Stanardsville and Ruckersville. We see a need for relocation of ECC. All have agreed to thisi in writing. ECC answerable to all stakeholders, fire, rescue and law enforcement. Need director independent of emergency services, answers to board stakeholders and reports to County Administrator. ECC remaining at Sheriff's Office has led to problems. Fire has seen multiple delays in calls. Various call types done incorrectly. Fire not consulted during CAD upgrade and lost significant systems. Do not have adequate mapping to get to incidents quickly. Only way to move forward is relocate ECC with a clear director. Sheriff Smith has done an excellent job as responded to their needs without hesitation. Pleased and wouldn't change a thing. and Board. is no room for politics. have workshops. He trusts the Board will make right decision. together a transition team and get information out to public. is. Board of Supervisors February 13, 2018 Sheet 6 Sheriff and should move forward with law enforcement. ECC: should be responsibility of director that is able to be present and focus solely on public safety answering point (PSAP) and dispatch of public safety resources. Recommended the formation ofal Public Safety Board toj present clear and effective resolutions for an ECC. Include Sheriff, three (3) fire chiefs, rescue chief, and board member who would work directly with ECC Director who would report tot the County Board. Here to put forth solutions moving forward. Can'tcontinue to operate in this manner. Tammy Eppard - Midway District - Disappointed with board members who support change in Sheriff's Office. Didn't think making this important decision without communicating with Sheriff was smart move. Shows lack ofo communication and respect forl his department. Board is putting citizens at risk and with no financial support other than raising taxes. Oldest son is deputy here and the Board is putting his life in danger when you do not support Sheriff. County can'tafford and it is not necessary to create. separate command center to answer less than 10% of 911 calls. 90% of calls are law enforcement. Problems with fire and rescue should have been addressed and corrected at that time. Should be supporting, not tearing down personnel that is Ed Yensho - Monroe District - Asked Board to reassess situation. Appears a personnel issuel has created a crisis. Met with leaders from Ruckersville Fire and Sheriffand/ had talk between the parties to see how to get everyone working together. Agreed to work together to address short term situation and tol help put together aj plan to take away the reactionary crisis. People are ready to talk. What we have here is a failure to communicate. Suggested Board tablei this to allow work with other counties, find Nancy Rodland - Midway District - Public outcry is about departments working together to create ai realistic, sensible, affordable, workable temporary plan while creating al long-term plan for the good ofall. Keep 911 in Sheriff'sOffice. Most cost-effective solution and already in place. Aaron Moyer - Ruckersville District - Ask Board to reconsider recent decision to divide 911 between two physical locations. Will put county residents at greater riski in an emergency and less efficient use oflimited funding available. Board recently initiated reservoir project and needs Greg Knight - Monroe District- Safety of citizens should be paramount in any decision made. Appears county has hired employees away from Sheriff which has placed burden on remaining employees. Any transition needs to bej planned with Sheriff. Lack of] planning and cost analysis is very troubling. Taxpayers are stake holders and should be involved in any long-term solution regarding 911. Center should remain with Sheriffin his capable hands. Ginny Dea - Midway District - Leave center at Sheriff's Department. Voted for Sheriff Smith and he should be allowed to fulfill the duty of911 on behalf of the people. - Does county have appropriate location for dispatch operation? Cost analysis? Stop right now and develop a long-term plan for 911 dispatch and emergency operation center. Don't incur any extra cost for vital to keep Greene a safe community. out problems and everybody work together to savel lives. Lotofmisconeeptions out there. Has record ofall calls from 2017. Fire dispatched first. Have tol know about mistakes in order to fix. Thanks to all who came out tonight. These people should beinformed. Thisi is what hel has been asking for since thel beginning. Tried to work this out. Not about wanting control. Board has power to take 911 back ifwant to, it is county responsibility anyway. Have to be able to take it back. Have facility, equipment and people ready to go and he will help with smooth transition. Need to act responsibly. Dusty Clay - Fire Chief Stanardsville Volunteer Fire -Departments are in middle of this and trying to make it right sO no one gets hurt. Current Emergency Coordinator has been working on grants. There are issues with radios. All volunteer departments and want it fixed. Have had Carrie Thompson - Captain of Rescue Squad - Agreed with comments by Clay and Ryan. Concerned about recent issues with the emergency communication center and dispatch of emergency medical service calls in county. Delays between receipt of calls and dispatch are unacceptable and may adversely affect the outcome of calls. Centralized dispatch would offer many benefits to county including cost savings and efficiencies. Rescue supports resolution to current situation. If can't be resolved, Rescue recommends fire and rescue dispatch be separated from the Sheriff's Office. Willing to participate in workshops or meetings to resolve issues. Lisa Dean - Ruckersville District - Landowner and business owner. Sheriff has always responded promptly. Board has disrespected Sheriff. We the people have spoken and like it the Clarence Peyton - former Board member - Expressed concern about the readiness of the emergency operation plan after recent actions by Board. Board's authority does not extend to the deputies and employees of constitutional officers. Constitutional officer determines conditions of employment including work hours. Why did BOS arbitrarily decide to cut budget funded for long standing position in Sheriff's Office? Apparently, decision was taken hastily without considering the unintended consequences that would jeopardize the response time to emergency situations. Why was Coordinator reassigned? Coordinator is not resident of Greene. Who would update Board on need to activate emergency operation center? Citizens should be outraged at the thought ofrelocating center at staggering cost to taxpayers all because of the Board's reluctance to deal Doug Fargo - Midway District - Why tug of war over this position? Sheriff has had position since 2012. Person was relieved for cause but has been kept on salary by the Board as Emergency Services Director. Effectively keeps the position of 911 Dispatch Supervisor from being refilled. Whole new facility will have to be built, equipped and: manned at what cost? Open Cindy Fargo = Midway District - Referred to county organization chart. Board is to represent the will and wishes of the people of Greene. Move position back to Sheriff's Office. Referred to Board mission statement and Sheriff's mission statement. To consider this because of several firemen get hurt. How much is life of volunteer fireman worth to you? way it is now. Board of Supervisors February 13, 2018 Sheet 8 Bob Young - Midway District - All in this together. First rate fire and rescue in county. Impressed with Sheriff who citizens elected and continue to trust. Presented petition by citizens supporting the center remaining at the Sheriff's Office with Sheriff Smith in control. Doug Clay - This is not personal attack against Sheriff Smith. We want a non-biased department that is held accountable by somebody in the County besides a political figure. When politics is involved you have two sides. RE: EMERGENCY COMMUNICATIONS CENTER Mrs. Flynn said there is a huge misperception that many have spoken about this evening. No decision has been made by the Board. This is the public's opportunity to speak. Press release was to notify public that the Board would bel having this conversation this evening. Many meetings have taken place and Mrs. Flynn agreed that this should be resolved in conference room not courtroom. Board was very limited to what could be said due to pending litigation. Board did not intend to make any decision tonight. Information item for discussion. She hopes, at the end ofthis, there will be a sustainable plan that offers best protection for citizens. Mr. Cox, emergency services liaison, said there was a split system in county years ago. The combined center worked good until eighteen (18) months ago. Sheriff was in charge of manager. He and manager had disagreement (personnel issue) and manager was dismissed. Read excerpt from Personnel Policy pertaining to Emergency Services Manager: "Work is performed under general direction of the Sheriff." Attempts have been made to rectify working relationship without resolution. We need to look out for citizens. Mr. Cox said, at this time, he did not feel it would be in the best interest of Greene County to spend close to $1 million for a separate dispatch Mr. Martin said citizen comments are appreciated. Gave his interpretation oft the history ofissue, where we are and how we got here. Would never try to tell Sheriff Smith how to do his job. Board has complex set of responsibilities to execute. The Board plays the lead role in the appropriation of funds for emergency service center, coordinator and 911 dispatchers for fire and rescue services. Roles of Board and Sheriff's Office intersects and requires cooperation and coordination between parties to ensure public safety. Board's concerns are public safety and achieving this goal as cost effectively as possible. Both have been threatened byt this controversy. Emergency Services Coordinator is a County employee, recruited by and reporting to the County Administrator. The Director of Emergency Services in Greene is the chair of the Board of Supervisors. General direction ofthe position was given tot the Sheriffas Coordinator was working in the law enforcement office space and sensitive law enforcement equipment and software were being used. Personnel evaluation was completed each year by supervisor, the County Administrator. Worked well until August, 2016 when the Sheriff attempted to terminate Coordinator which is not possible as hel has no authority over County employees. Coordinator was not permitted to enter workplace at Sheriff's Office and since that time has been unable toj provide vital supervision of 911 dispatchers, a major part of job. Valued employee and to permit termination action to stand would have been morally wrong not to mention probable legal action and vulnerabilityi in case ofe emergency. Board never received courtesy call from Sheriffinforming ofintention or why he was taking this action. No explanation was ever provided of attempt to fire center. Board of Supervisors February 13, 2018 Sheet 9 Coordinator and, to his knowledge, there are. no negative reports in personnel file to justify that action. Coordinator has excellent track record, highly competent and superb string of personnel evaluations. Stellar reputation in emergency services community and with local, state and federal Mrs. Meador is a tough lady, in a tough job, with an awesome responsibility. Not just anyone can do that work. Mr. Martin said those with such a skill set arel hard to find and Greenei is lucky to have her. That's probably why we have to go outside the county to find someone with such a skill set. Once banned from her workplace in the Sheriff's Office, the County was able to provide office space in this building SO she could at least fulfill her role on the emergency side. Sheriff requested funding to hire replacement but such request was never formally submitted. Would not have voted to approve supplemental request. County already has employee System is broken according to volunteer fire departments. Fire and rescue operations have been hampered. Received letters from fire and rescue that current system is unacceptable. Need adequate supervision in E911 center. Hoped for cooperation from Sheriff but to-date only met Solution is same as suggested before. Resolve whatever differences there are between Sheriff Smith and Coordinator. Allow Coordinator to do jobs as hired for in the current location Mr. Martin said the Board should begin thinking of separate communication center down Mr. Herring felt issue is where we are at this time. Are we putting first responders in harms way? There are three (3) potential options. 1)Keep center at Sheriff's Office under Coordinator's management of day to day activities. 2) Give complete control of911 center to Sheriff. Not in favor ofthat option. 3)Relocate 911 center. Not an option he would like toj pursue economically. Prefer we work together to get a point that wel have one center. Ifdecide to pursue second center, doi it correctly. Look at future expansion. Need to plan to have consolidated communication center Mrs. Durrer felt the Board needs to put citizens first. Commended Sheriff, fire and rescue for job well done. Put personal feelings aside and do what's best for citizens. Sheriff gave Coordinator option to resign because he could not trust her. At this point, can't support spending $1 million plus to have separate 911 center. Wants to work together towards a quick resolution. Mrs. Flynn said what happens while we're figuring this out was discussed. Sheriff said he would absolutely continue to dispatch all calls. Board has not received any financial figures related toc cost ofmoving dispatch center. No financial documents. $1 million is ballpark figure someone came up with. The Board is trying to figure out what is best thing to do to keep citizens safe. Decision needs to bei made by the Board as to what our action plan is moving forward. Sheriff Smith clarified that he said he would help the county if the Board decides to take 911. He did not say he supports the county doing SO. Suggested the Board have plans in order before trying to move. Before that happens, Sheriff Smith suggested the Board turn the center authorities with whom she liaisons. Would prefer ifs she were still with dispatch team in Sheriff's Office. in position. Not responsibility of Sheriff to hire for that position. with litigation. in the Sheriff's Office. When center is ready to take calls on day one, we will Mrs. Flynn asked Sheriff Smith ifhe were in a position to allow the Coordinator back in to Mr. Cox saidi litisas shame tol have this going on for sol long and unablet toi reach a resolution. Discussion regarding options moving forward. Mrs. Flynn suggested the Board can ask staff to gather information about that specifics such as cost, time line, equipment, facility, staffing, etc. Continue working towards a resolution and gathering information can occur on a parallel path. No onei is opposed to sitting down to try to come up with another plan. Perception that there have been no meetings is simply false. Two things proceed on parallel paths sO ifit comes to an Mr. Herring agreed that this would be in the best interest of all involved. Proceed as Mrs. Mr. Cox agreed. He would hope that something could be worked out for the safety of Mrs. Flynn suggested determining who thel key stakeholders are that should bei involved in process but not make that decision right now. Move down parallel paths in rapid fashion. Sheriff Smith said he would make a decision on the law suit depending on outcome of Consensus of Board members to move forward with gathering information, facts and assist in that move. the dispatch center to supervise the dispatchers. Sheriff Smith answered no. Mistakes have been made on both sides. impasse, wel have information we need to go down different road. Flynn stated. citizens. Would like to see facts and figures but continue to work with Sheriff. Mr. Martin agreed. meeting. Next court date is March 22. figures while continuing to work with Sherifft to find a resolution. RE: RECESS Chair called a ten-minute recess. RE: FISCAL MANAGEMENT POLICY Mr. Barkley reviewed the first draft of the fiscal management policy. Areas addressed in the proposed policy include: operating budget, debt management, cash flow and investments, financial reporting, capital budget, and fund balance/reserves. This initiative is from the administrative office and developed with information provided by localities, VACO, ICMA, VA Local Government Management Association and Government Finance Officers Association Mr. Herring said he appreciates this initiative and said it will provide guidance for Mr. Martin noted the existing reserve policy is included ini the document. Mr. Barkley said the Treasurer will review and provide feedback. Consensus to have this as action item on next budgetary decisions going forward. meeting agenda. Broadband group met and is in process of formalizing procedures. CIT Group has submitted draft. The legislators extended the Broadband Advisory Committee for three years. Mrs. Durrer attended ai meeting oft the Central VA Regional Jail recently where the revised Mr. Martin said the Board had a very productive meeting with School Board members earlier this evening. The Ruckersville Area Plan Advisory Group meets this Friday at 10a.m. Mrs. Flynn received ani invitation to participate int thel Home' Town Summit during the Tom- Tom Festival in April. JABA and Charlottesville Area Alliancel has arranged to have ai roundtable budget was reviewed. She will tour jail at next meeting. RE: COUNTY ADMINISTRATOR UPDATEDEPARIMENT REPORTS Budget workshop with Constitutional Officers is scheduled on March 6 at 5:30 p.m. Will Mr. Herring said he was impressed by the data provided by the Extension Office report. also present draft budget that evening.
