RE: MATTERS FROMTHE PUBLIC Mr. Darrell Byers, Culpeper District's representative on the Commonwealth Transportation Board, to speak about the Blue Ridge Meadows rezoning. He requested the Board reconsider the entrance for the development, which is part in the Town of Stanardsville and part within the County of Greene, on the Route 33 Bypass. Board of Supervisors January 9, 2024 Sheet 5 Ms. Jennifer Lewis-Fowler was present to discuss Vista Heights Road as the access to proposed reservoir. She requested a full accounting of itemized costs associated with the Greene County Water & Sewer Department, the reservoir project including stream credits, design and engineering technical surveys, road, dam study,attorney and professional meetings associated with the break from RSA. She asked how much has been spent to date and how much more is approved and whether there are outstanding invoices. Ms. Karen Mastervich, who also lives in Vista Heights, was present to discuss concerns regarding the management of the reservoir project and costs regarding it. She asked about the project for the road to the unfunded treatment plant and whether work was going to be piecemealed throughout her neighborhood. RE: FREEDOM OF INFORMATION ACT AND CONFLICT OF INTEREST ACT Ms. Kemp discussed Virginia's Freedom of Information Act and Conflict of Interest Act for the Board. She discussed the purpose of the Freedom of Information Act, defined what is considered a public record, what is considered aj public meeting, what is al Freedom of] Information Act request for information and how to respond and what documents can be excluded, charging forinformation, and what happens ifsomeone violates the Freedom of Information Act. Ms. Kemp discussed the purpose of the Conflict of Interest Act, the three general categories of conflicts (prohibited conduct, personal interest in a contract, and personal interest in a transaction), defined what aj personal interest is within the Act, rules on gifts, enforcement and penalties of violating the OVERVIEW Act, and the use of advisory opinions from the Commonwealth's: Attorney. RE: COUNTY ADMINISTRATORS UPDATE Ms. Schafrik reminded the public to sign up for the County newsletter. She said her next Coffee & Conversation is scheduled for the evening of February 2, 2024, at the Stanardsville Station. She announced the new Citizen's Academy regarding local government that will begin in February. She told the Board the CivicReady mass communications system is under way and should be completely online by the end of] February, if not sooner, which will allow for citizens to sign up for emergency alerts, but also other topics that may be of interest to them. She told the Board that there is a website update under way, funded through grant funds, which is kicking off this month. The next Board meeting there will be aj presentation regarding water and sewer billing. Additionally, the Greene Care Clinic has scheduled four dates for mobile mammography in Greene County. RE: OTHER ITEMS FROM THE BOARD Mr. Catalano said it was his understanding the Board would break into workgroups to dive into the land use, business use taxes, and commercial personal property taxes. The groups would contain two Board members each to meet with staff, gather information, and report to the Board of Supervisors regarding County ordinances related to those issues. Mr. Catalano requested the Board hold a workshop with staff regarding the formulation of the fiscal year 2024-2025 budget. He said he would like to see the Board take a more front role. in formulating the budget. Ms. Durrer suggested a workshop prior to the February 27,2024, meeting, beginning at 4:30 p.m. Ms. Schafrik said she may not have the revenue numbers by the February 27 meeting from the Commissioner of Revenue. Mr. Catalano said he would rather have it at the first meeting in February. Ms. Schafrik said she might not have all the information back from the departments at that time and would report back ifiti is possible. Mr. McGuigan said he would like the Board to consider appointing a Citizen's Advisory Mr. Catalano asked Ms. Schafrik about the status of the reconciliation of the months at the Treasurer's Office. Ms. Schafrik said it is her understanding that the treasurer has reconciled through the end of June 2023, but that she would check on that. Mr. Catalano asked how it would impact our budget process. Ms. Schafrik said the County has the data even though it is not audited regarding the spending and that is what the County is using right now. Mr. Catalano asked ifiti is possible to understand why the Treasurer's Office is so behind and get documentation as to where we are at and when the Board can expect things to be caught up? Ms. Schafrik said she would pass Committee for the budget process. on the concerns to the treasurer.
