RE: MATTERSFROMTHE PUBLIC Mr. Mitch Miller was present to say that he is concerned about the road conditions in Dogwood Valley. He shared a recent event where a fire truck could not make it upi into Dogwood Valley because the roads were too muddy. He said only the brush trucks were able to make it. Minutes of previous meeting Resolution to accept and appropriate $3,208.90 for the OJP BulletproofVest Grant Resolution to accept and appropriate $280,035.00 for the Hazard Mitigation Grant for the Sheriff's Office (See. RE: APPROVAL OF MEETING ROOM UPGRADES USING ARPA FUNDS Mr. Taylor said that Mr. Estep, IT Analyst, was present to answer any questions that the Board may have in regards to the request to update the AV system in the County Meeting Room for better connectivity and operability. Mr. Estep shared that the camera in the meeting room is substandard and there are also issues with the audio. He shared a view of the room as it would be seen with the upgrades and said that we would also be able to share presentation screens with virtual meeting attendees as well. Mr. Herring said that the original system was installed in 2017. The system was very basic and was designed to be upgraded. He said that the upgrade to the Granicus system is very important because it allows for the archival of materials. Ms. Heflin said that she met with Mr. Frydl and Mr. Estep to be sure that she fully understood the scope oft this project. She said that the County had received multiple other quotes for this service and all government procurement guidelines were followed. She said that she understands that the current Granicus hardware is out of date. The Granicus and the AV are two separate issues. The Granicus system is one that we already have and will need to upgrade. The AVI upgrade will help with the picture and sound quality for virtual viewers. Mr. Frydl explained that this upgrade will allow us to integrate all of the components SO that in person, virtual via Granicus and virtual via Zoom all have the same sound and picture quality. Ms. Heflin said that there are warranties on thel labor and equipment. Ms. Heflin said that Granicus was going to charge the County a 7% increase for upcoming years. Mr. Estep said that he had contacted them and voiced concerns over that rate and they agreed tol bring that down to 5%. Ms. Heflin proposed that the cost for Granicus be removed from the amount to be funded with ARPA monies and that it be funded by the operating budget as it always has been. Board of Supervisors February 22, 2022 Sheet 5 Mr. Herring pointed out that the Board would not usually be involved in the decision making for aj project like this, but that since ARPA funds are being used, thel Board'sinvolvement isr necessary. Mr. Bowman said that the Board should start putting funds aside to upgrade this equipment Upon motion by Steve Bowman, second by Dale Herring and unanimous roll call vote, the Board approved the use of ARPA funds for meeting room upgrades, minus the yearly Granicus charges which should continue to bet taken from the operating budget, int the amount of$18,439.77. again in 5 years, as that is thel life ofr most hardware and software systems. RE: DESIGNATION OF ARPA FUNDS FOR RUCKERSVILLE VOLUNTEER FIRE Ms. Morris said that she received the request for ARPA funds from Ruckersville Volunteer Fire Department in the amount of $28,571.74. This amount is primarily from loss of donations because they were not able to hold their boot drive, their mailing or their annual concert. The numbers have been verified and all supporting documentation has been received. Board of Supervisors February 22, 2022 Sheet 6 RE: APPROVAL OF KEY FOB SYSTEM FOR COURTHOUSE USING ARPA FUNDS Mr. Taylor explained to the Board that this request for an ARPA fund expenditure would provide the Courthouse with a touchless access and security system for the door locks. It will provide an upgrade of health and safety for the employees in the building and increased security for the facility. Itisaq qualifying use of ARPA funds. Ms. Durrer asked ift this would replace the existing system for the Courtroom and the entry for deputies of the Sheriff's Office. Mr. Taylor said that all of the existing locks would not be replaced. Those that would be replaced were strategically chosen, due to limited resources, as the best options to enhance the security ofthe facility and provide the touchless entry. RE: GREENE COMMONS FENCE REQUEST Mr. Taylor shared a request from Greene Commons to install a board fence along Main Street to separate the pavilion area from the road for the safety of citizens. He said that this would be at the expense of Greene Commons. Mr. Herring asked if the future maintenance ofthe fence would be provided by Greene Commons. Mr. Taylor explained that the facilities will become County property once the project is completed, SO maintenance would have to be provided by the County. Mr. Bowman said that since he works those events, hel knows that there have been several near-misses involving children running towards the road. The Sheriff's Office has been very concerned about this. He said that he supports this request and feels that it will be ai nice addition tot the property. Mr. Herring agrees. Board of Supervisors February 22, 2022 Sheet7 RE: BOARDLIAISON REPORTS Mr. Herring said Thomas Jefferson Planning District Commission met and new members were introduced. A resolution for the Ride Share application was approved. The Emergency Services Advisory Board met and the bylaws were approved and will come before the Board of Supervisors for approval. Mr. Lamb said that he attended the Ruckersville Advisory Committee meeting and he said that Sheetz is going to be torn down and a new one will be built in its place with a drive-thru. Mr. Bowman said the School Board met on February gth and approved a resolution in support of the donation of land for an elementary school. They spotlighted several students and staff. They approved ai motion to stop contact tracing and quarantine ofs students and staffeffective February 14th. They also filed for a special election for the open Stanardsville School Board seat in November. There have been six applications for that position. They will interview those candidates and appoint someone to fill the vacancy at their meeting on the 23rd. Mr. Bowman said that he also attended thel Planning Commission meeting on the 16th. They reviewed the Economic Development and' Tourism components of the Comprehensive Plan. Wei need to establish a better working relationship with the Commissioner of Revenue SO that we can have better data. Ms. Durrer said that she attended the Central Virginia Regional Jail Board meeting and the draft budget was approved for the upcoming year. The final budget will be approved in March. Mr. Lamb asked Mr. Frydl about the retention pond at the self-storage facility on Route 33 and ifi it was going to be enclosed or not. Mr. Fryd! said it is not enclosed on the plan. He said that retention ponds are now built sO that they are not deep and do not have steep sides. The pond would only have water in it during times ofrain. RE: OTHER ITEMS FROM THE BOARD Ms. Durrer said that she had received a request from a citizen asking for a traffic calming study at Holly Hill Drive and Elizabeth Drive. The Board asked Mr. Frydl to request that VDOT perform a speed safety study. Mr. Bowman asked that staff look into an ordinance that would require private roads to meet a minimum standard SO that EMS vehicles could pass the road during an emergency. Mr. Frydl said that there is something in the Ordinance that requires aj private road agreement regarding maintenance and fees and acknowledging the access issues on private roads for EMS and school busses.
