Dillon Breeden - Questioned if County Administrator was intoxicated at recent meeting Connie Perrin - Commented on recent resignation of County Administrator and hiring of new Planning Director/Zoning Administrator, who was instrumental in hiring ofMr. Barkley and rejected by voters in last election. Would be interested in details of hiring process. Asked Board tor reverse questionable hire of Zoning Administrator during probation period. Agreed that search committee be established including citizens not currently employed by county government. Matt Hardin = Said this Board has shown some questionable hiring processes. Citizens have called his office questioning thel legalityofhiring former Supervisor. Give citizens a voicein Frank Morris - Lot of concern about hiring of new County Administrator and Zoning Administrator. Can the people elect a new County Administrator or will Board be able to control Ed Yensho - Jim Frydl is risky hire who was principal reason for hiring of Mr. Barkley. Provided details of actions by Mr. Frydl while on the Board of Supervisors. This is opportune time for Countyt to have clean slatei in upper level management. Hire is very sound based on experience, work experience and should stand. James Murphy - Comments on resignation of County Administrator. Did not agree with severance package of3 months of pay and benefits. Also agreed with search committee including citizens in hire ofi new County Administrator. RE: PUBLIC HEARING- ALLA AMERICAN STORAGE Ms. Stephanie Golon, Planner, reviewed the request from All American Storage for a Special Use Permit for additional min-storage units on an approximately 10.84-acre tract zoned B- 2, Business and located at 10495 Spotswood Trail and identified on County Tax Maps as 38-(A)- 84. (SUP#18-001) The applicant received a Special Use Permit with conditions through the Board of Zoning Appeals on August 23, 2000 with conditions as follows: 1. The sign shall be al landscaped, monument sign. Conditions imposed by BZA#00-671: 2. Lighting shall be directed downward, not to exceed the height oft the proposed buildings. 3. A wrought iron fence shall be installed on the front portion of the enclosure. 4. Existing trees to the east of the site shall be maintained. Where additional trees are determined by the Planning Director to be needed for buffering, they will bei installed. 5. The orientation oft the storage units shall be perpendicular to the road. 6. This permit will be valid for no more than 300 storage units. Currently 296 units at location. The property owner would like to expand the business by adding 300 additional units to The Planning Commission recommended approval ofa Special Use Permit (SUP#18-001) tor remove the current conditions approved under BZA#00-671 for a mini-storage unit facility located on County Tax Map 38-A-84 and replace them with the following conditions: 1. No more than 300 additional units may bel built on this property. Mr. Jeff Early, Attorney, was present representing the applicant. The floor was opened for public comments. No public comments. the 6.638 acres ofundeveloped land on the parcel. Mr. Herring noted thel height requirement of35 feet int thel B-2: zone. Structure willl be single level but applicant could choose to build to 35 feet. Ms. Golon said engineering will dictate how Mr. Cox asked ift the proposed expansion would be in the rear oft the property. Ms. Golon said construction would be in RV parking area and aj portion in the rear. No indication of plan to Mr. Martin, referring to Article 16-2 oft the Zoning Ordinance, said the proposed use does not tend to adversely change character and established pattern of development in area. Does remain in harmony with uses permitted by right in zoning district. Use will not hinder or discourage the appropriate development or use of adjacent land or buildings nor impair the value thereof. They are interested in purchasing the property at 60 Standard Street in Stanardsville and are requesting approval by the Board to use the adjacent county parking lot Mr. Martin asked if county offices had been consulted and raised any issues with sharing Upon motion by David Cox and unanimous vote, the Board authorized the Chair to execute al license agreement with Feeding Greene, Inc. to utilize a county parking lot, subject to approval behind the Courthouse. the parking space. by the County Attorney. RE: ADDED ITEM TO AGENDA - RURAL RUSTIC ROAD RESOLUTION Mrs. Flynn read the proposed resolution to delay construction of rural rustic road project proposed for Route 630, Rosebrook Road, until competition of the emergency replacement ofthe Mr. Denunzio gave update on bridge project schedule. RE: VDOTUPDATE Mr. Denunzio gave brief update on recovery after flooding event. Greene County as hit hard and VDOT was in emergency mode until all roads were passable. Then crews went in recovery mode which will take a few months in Greene. RE: LONG RANGE TRANSPORTATONFLAN Mr. Alan Yost, Director of Economic Development and Tourism, said his comments are strictly from economic development side. Supports comprehensive transportation plan and comprehensive plan although some roads can have detrimental effect on economic development 11)&12): New Parallel, West/East Route 29VA6 607- Ronnie and Mary Catherine Lamm property. Smart Scale has approved road to go right thru center of property. Multiple transportation plans also calls for north/south road which would basically divide property into quarters. This would kick this property out of GO VA because of public roads and division of property into quadrants. Preddy Creek Road could serve as parallel road access. Regarding the 3): New Road, Northeast US 29/33. - Current road pathway is based onj proffered road north/east ofthel Route 29/33 intersection. Since this proffer was offered several years ago, ai more current solution would be to connect to US 33 further east. This would allow for less impact on the overly stressed Moore Road/33 intersection. Not an issue if concept only is being approved and not the actual route. There is great interest in one large property in this area. Proffered road Mr. Yost also noted the omission of Preddy Creek Road in the long-range transportation plan. There are: no plans to address concerns regarding safety and future growth on this road. Ms. Golon said this is not ai review ofthe Comprehensive, Plan. TJPDC and VDOT worked with localities to establish priorities for transportation needs. Board is asked to provide input to staff and TAC (Transportation Advisory Committee). This does not negate the Comprehensive Plan or accepted proffers. Transportation planners, transportation engineers and community All projects require a traffic impact analysis during rezone process. Preddy Creek Road Ms. Golon said 99% of the projects included in the LRTP are currently included in our Comprehensive Plan and are also part of the multi-modal recommendations provided in 2009. Mr. Martin commented on the Greene Commons project. The group. just received a $7,000 grant plus $5,000 from the Tourism Council to jump start the volunteer group that will manage the Mr. Martin said he, Mr. Cox and Mr. Herring had al brieft tour oft the school construction Commons. project. Mrs. Flynn said the Social Services Board meeting was postponed. RE: COUNTY UPDATE Mrs. Flynn said the Board is in the beginning stage and has not yet engaged in a search process for a County Administrator. All current projects underway are moving forward. RE: OTHER ITEMSF FROM BOARD MEMBERS in facility fee. Meeting was well attended. Mr. Martin thanked the Fair Board for a fabulous Greene County Fair this year. Mr. Herring said he attended the recent RSA public hearing regarding proposed increase Mrs. Flynn complimented everyone involved in July 4th festivities and said the Farmer's Market currently located at' Tractor Supply is doing great.
