RE: MATTERS FROM THE PUBLIC Mr. Steve Kruskamp spoke on ai number of topics including the recent raw: sewage leak on Route 29, the UCC filing by the EDA for the revolving loan funds, use of $50,000 ofTOT funds for rehab oft the visitor center, rumors ofblack mold and foundation problems at that site, ai move- in date for the visitor center, the Parks and Recreation survey, and potential tax increase for Ms. Gwen Baker said more transparency is needed as to problems at the new visitor center building, how the $50,000 will be spent, etc. She also asked how to apply to serve on the EDA. Ms. Sharon Mack, School Board Chairman, spoke on the policy allowing the Schools to keep surplus funds which are saved in the capital project fund for the school division with Board of Supervisor approval required prior to expenditure. Board member Davis Lamb has said all departments should be consistent with returning unused funds to the general fund. The Schools are not a county department as the division is governed by its own board and is a separate entity. This is a unique position when it comes to finances. The current policy incentivizes smart spending and can only help the County's financial picture going forward. Keeping the policy inj place is a fiscally responsible decision given the relative size of the School budget and the capital expenses Ms. Elizabeth Beasley, Ms. Rebecca Schmidt, and Ms. Donna Miles, MAPP2Health Core Group, were present to share information on the recent 2019 MAPP2Health Report. The four health priorities addressed are: promote healthy eating and active living, address mental health and substances use issues, improve health disparities and access to care, and to foster a healthy and connected community. A grant was awarded to the Greene Care Clinic to address transportation: issues and toj provide vouchers to those who need it.' The visitor center will be a county facility. The TOT funds are to be appropriated for expenditure at the visitor center. Black Mr. Taylor reminded Board members of the North Carolina county that was sued for the expenditure oftransient occupancy tax funds tol build aj park. TOT: funds must be spent for tourism related uses. Board of Supervisors February 11,2020 Sheet 5 RE: CENTRAL VIRGINIA REGIONALJAIL Mr. Frank Dyer, Superintendent of the Central Virginia Regional Jail, and Ms. Teresa Miller, Finance Director, were present. The FY 2020-2021 budget request for Greene Countyis Mr. Martin said he had questioned the allocation formula but understands after reviewing theinformation provided. The cost is going up because the prisoner population has gone up rather dramatically. Mr. Dyer said he has new data provided by Mr. Neil Goodloe, Criminal Justice Planner with the Thomas Jefferson Area Community Criminal Justice Board, that he could share Mr. Lamb asked how many federal prisoners are housed at the Jail right now. Mr. Dyer said there are 80 federal prisoners as oftoday and the capi is 94. Federal revenuel has beeni increasing over thel last several years and that helps the locality budgets immensely. Greene County had 428 prisoners in 2019. Of those, 85 returned to custody a second, third, or fourth time. Recidivism rate is 20%. Average length of stay is 40 days and cost per day is $33.94. Greene has 50 people Mr. Martin questioned the increase inj prisoner numbers over the last three years. Mr. Dyer referred to data in Mr. Goodloe's report for the period 2011 to 2018. Violent felonies, property felonies, property misdemeanors, drug felonies, drug misdemeanors, alcohol charges, contempt Mr. Bowman questioned the cost per day, which he considers tol bel low, compared to other Mr. Martin said this increase came as a surprise and $204,000 is about 1 cent on the real $204,243 which is al 15.38% increase over the previous fiscal year. with Greene County. incarcerated currently. and failure to appear, and felony probation violations all increased. regional jail facilities. Mr. Dyer said he would have to research that figure. estate tax levy. RE: RAPIDAN: SERVICE AUTHORITY Mr. Martin said a representative of Rapidan Service Authority was invited to attend the meeting tonight to address issues specific to the recent sewer line breaks. Mr. Taylor said RSA declined to have a representative present. Mr. Taylor listed the ten questions he asked and the Mr. Bowman felt RSA should officially notify the County anytime a discharge takes place in which they have to make ai report to a state or federal agency. This could be aj phone call to the County Administrator's Office that the event occurred and RSA has made the appropriate Mr. Martin said he finds this an unacceptable approach in addressing customer concerns and Mr. Bowman agreed. Mr. Lamb said he called RSA twice and did not receive ai return call. responses received. notifications. RE: PROJECTED AND ANNUAL GROWTHDATA Mr. Frydl said it is very important that everyone be counted during the upcoming 2020 Census. Census data is used in population projections, in applying for grants, and in calculating funding for schools among other things. The presentation included information on planning and zoning applications, residential and commercial building permits, new construction and growth Board of Supervisors February 11, 2020 Sheet 6 area, population estimates, and municipal community water demand. Greene County is growing Mr. Taylor said an average of $2,000 per citizen comes back to the community in federal program dollars and other money based on census data. Al large gapi in the count means the County will not receive the funding it should. That is why it is sO important to get an accurate count. Theaveragec daily demand and peak daily demand for water isi increasing while RSA permit capacity ist the same. The County is atj plant capacity and we can only pump a certain amount from Mr. Bowman asked what percentage oft the growth area is served by RSA. Mr. Frydl said almost all ofi it and there is water infrastructure within the entire area. All commercial and all multi-family development must be on public water. Connection is also mandatory within 350 feet Mr. Bowman asked how soon we will run out ofwater ift the growth trend continues. Mr. Frydl said we are at capacity now. Ifit doesn't rain consistently or there are multiple high usage days in arow, wel have an issue. Ifal business with high water use wants to locatel here, the answer may be that we do not have the capacity at this time. Mr. Bowman asked if there are any contingency plans in place. Mr. Frydl said there is a water well that can be brought on line to provide additional capacity but will require a lot of treatment. Another identified well could be brought on line in six months. Water wells in this aquifer are not dependable for long term Ini response to a question by Mr. Lamb, Mr. Frydl said there are approximately 2,900 water connections on the system currently. Mr. Lamb noted the water towers on Route 633, Route 33, Route 607 and at the Rapidan Center. The main purpose oftowers in a water supply is pressure. Mr. Herring questioned the number of committed edus and Mr. Frydl said the number is close to 650. RSA comments are requested on each application as to sewer and water availability at arate faster than previously anticipated. the river. oft the lines. municipal water supply. and capacity. RE: RECREATIONAL OPPORTUNITIES SURVEY Mr. Billker reviewed results of the recreational opportunities survey. Which included information on household size, age ranges, importance of recreational programs and facilities for each age group, participation in activities in Greene or other locations (i.e. visiting a playground, walking/hiking on trails, jogging, soccer, etc.), why recreational programs or facilities are not used (i.e. inadequate facilitiesfields/park, lack ofinformation, nothing offered for my age group, etc. ), method of obtaining information about recreational opportunities, and projects or improvements that would be supported as a public or private program/facility (i.e. recreation/community center, improvementsAdditions at the Park, which opened in 2003, have been mostly via private donations to the County. Spaces at the Park include two full size rectangular fields, one outdoor basketball court, one outdoor Volleyal/badminton area, non-connecting trails, and a frisbee golf walking trails with fitness stations, fishing pond, tennis courts, dog park, etc.) course. Board of Supervisors February 11, 2020 Sheet7 The Greene County Community Park Master Plan was developed in 2008. Mr. Billker said iti is time to start focusing on and devoting funds to recreational needs for thel benefit ofa all Greene County residents. There are approximately 40 acres ofundeveloped land at the Park. Mr. Billker said there was ai record set at the recent mother/son dance with 170 attending. The father/daughter dance was capped at 200 people which is the maximum allowed at the RES cafeteria. The second father/daughter dance had 165 in attendance. RE: PIEDMONT VIRGINIA COMMUNITY COLLEGE Mr. Kim McManus, PVCC Facilities Manager, was present to address the request for permission toj place a sign at the Giuseppe Center. Thomas Jefferson Adult and Career Education (TJACE) courses are also being offered on site. The sign would advertise the TJACE program Mr. Frydl said there is more than enough capacity for the sign. The Board of Supervisors The request will be on the agenda for action by the Board at their next meeting. and bej placed at the front door of the Center. must give permission as the property owner. RE: PUBLIC SCHOOLS SURPLUS FUND POLICY Mr. Lamb said, after reviewing budgets forl FY17-18, FY18-19, and the audit for FY2018, he feels the fiscal responsibility the Board is charged with needs to be discussed. Mr. Lamb read an excerpt from the FY 2018 overview: "The government-wide financial statements include not only the County of Greene, Virginia itself (known as the primary government), but also a legally separate school district for which the County of Greene, Virginia is financially accountable." He then read the current policy approved by thel Board of Supervisors on. June 10, 2014. Mr. Lamb said due to the increased budget and increased long term obligations he feels the Board should discuss the policy to determinei iftherei is ai need to rescind it. All departments should bet treated fairly as should the citizens of Greene County. He was on the Board in 2014 and agreed to the policy at that time as the County had investments. Presently, the County does not have any investments and the Board needs to be fiscally responsible to the citizens of Greene as well as Mr. Martin said he also was on the Board of Supervisors when the policy was approved in 2014. The policy is provisional in that it is subject to approval by the Board of Supervisors every year. These funds will be used to pay down the $28 million bond the school has. Funds will be drawn down over the next couple years to get to a zero balance. This policy was approved in preparation ofschool capital projects and provides incentive for the schools to be careful with their Mr. Herring said he previously worked for a local government that did not have this type policy in place and the schools would spend their annual appropriation down to zero rather than Mr. Lamb said over the past five years, $4.2 million has been accumulated in the school surplus fund which he thinks is overbudgeting. Ifthe County borrows from those funds, it has to be paid back. It is not fair to any other department or the citizens of Greene County. Mr. Martin other county departments. spending. trying to save anything. Board of Supervisors February 11, ,2020 Sheet 8 said iti is not borrowing as these are county funds. The Board directs how that money will be used Mr. Bowman said other departments also have capital needs and the same policy could be an incentive for them as well to be fiscally conservative in order to have surplus funds at the end ofthe year. Those departments should have the same opportunity to set aside funds in their capital Mr. Taylor said review and action by the Board of Supervisors is required to approve the transfer ofi funds to the school capital fund. Iti isi imperative to encourage every unit that the County Mr. Martin asked for data on the school surplus fund showing draws for bond payments for 2020, 2021 and 2022. Mrs. Morris said the first debt payment will be made using school surplus funds and the current balance will be depleted within a couple years. RE: 2020 CENSUS AWARENESS MONTH Mr. Taylor said the Board has been asked to consider ai resolution declaring April 2020 as Census Awareness Month. The Complete Count Committee will be networking to bring community stakeholders together, get the word out, and encourage participation in the Census to get the most complete count possible. An inaccurate count will result in the County receiving less funding. Mr. Martin said data obtained will be used to help determine how approximately $675 Mr. Bowman questioned which demographic is typically undercounted. Mr. Herring said billion will be distributed from the federal government. efforts are being made to provide assistance to that demographic. This will be on the agenda for action by the Board at their next meeting. RE: LIAISON REPORTS Mr. Lamb said he attended his first meeting ofthe Social Services Board. The departmental budget was reviewed and it seems Mr. Howard is really conservative. He asked when Social Mr. Herring said TJPDC met last week. There are five new commissioners. There is a meeting with DHCD this week to discuss the VATI grant for broadband to see what the County can do going forward. Mr. Martin encouraged citizens to contact their delegate and senator Services will be getting their new vehicle. regarding grant funding for broadband.
