Halifax County Electoral Board May 1,2024 The Halifax County Electoral Board met on May 1, 2024 in the Registrar's office in Halifax, Virginia to perform the L & A on CAP voting machine. The meeting was called to order at 11:23 a.m. by the Chair, Paul Smith, with all members present. There was no public comment. The chair called for the minutes from the previous meeting. The minutes from the previous meeting were read and approved. Vice Chair Matthew Cunningham motioned to approve the minutes as read and Chairman Paul Smith seconded. The motion passed. The chair called for old business. First discussion was regarding the Post 99 Contract. The board had not received a contract from Mr. Carr as oft this date. There was also some discussion about the November election and where the precinct will be located. Matt mentioned that the board members should speak with Ms. Huskin, the Superintendent of Halifax County Schools regarding the use of the mobile unit at Sinai, and also ask Scott Simpson about meeting with the board. Chairman Paul Smith said he would talk with the superintendent and Scott Simpson. Next Vice Chairman Matthew Cunningham gave an update on some important topics discussed during the VEBA Conference which he attended in March of 2024. The next meeting will be on May 23, 2024 at which time the L & A will also be completed on all voting equipment. The Chair, Paul Smith motioned to go into closed session, and Vice Chair, Matthew Cunningham seconded. The motion passed. The Board went into. closed session at 12:15 WHEREAS, The Halifax County Electoral Board has convened an executive meeting on this date pursuant to an affirmative recorded vote and in accordance with the WHEREAS, 2.1-3712 of the Code of Virginia requires a certification by this board that such closed meeting was conducted in uniformity with Virginia Law, NOW, T'HEREFORE, BEITRESOLVED that the Halifax County Electoral. Board hereby certifies that, to the best ofeach member's knowledge only public business matters lawfully exempted from open meeting requirements by Virginia Law were discussed in the executive meeting to which this certification resolution applies, and the motion convening the executive meeting was heard, discussed, or p.m. provisions ofthe Virginia Freedom ofInformationA Act, and considered by the. Board. Paul Smith motioned to come out of closed session at 12:20 p.m., and Matthew Cunningham seconded. The motion passed. The meeting was called back into open session by the chair at 12:20 p.m. Ellen Kent made the motion that all members of the Board certified that no other business, other than personnel issues was discussed. The Chair Paul Smith seconded and the motion passed. The L & A began on the CAP voting machine at 12:25 and was completed at 1:10 with all voting machines in compliance with state laws and procedures.
