RE: PLEDGE OF ALLEGIANCE AND MOMENT OF SILENCE The Chair opened the meeting with thel Pledge of Allegiance followed by a moment ofs silence. RE: SUPPLEMENTAL APPROPRIATIONTO FUND RESERVOIR ACQUISITIONS Mrs. Tracy Morris, Finance Director, said the Board of Supervisors authorized the borrowing of $2.1 million for the Greene County Water Supply and Treatment Project at their January 8, 2019 meeting. The borrowing covered the design, geotechnical services, surveys, easement negotiations and a dam study. The project also requires the County to purchase easements for raw water lines and other land to continue the project. The recommended appropriation of $422,000 will address land and easement acquisitions necessary to thej project by transferring funds to the correct line items in the budget. This appropriation will be funded out of Mr. Cox clarified that this will complete the acquisition ofland for the reservoir project. Upon motion by Michelle Flynn, second by David Cox and unanimous roll call vote, the Board approved the appropriation of$422,000 to the 2019-2020 county budget as presented in the the borrowing for the reservoir project. resolution. RE: YMCA AFTER SCHOOL PROGRAM Dr. Andrea Whitmarsh said it was a difficult decision to close the After School Program and the closing created a definite crisis for families who depended on the program. There were many families concerned with having aj place for their children to go after school as there are very few options for after school care. Dr. Whitmarsh said she spoke with her colleagues in other divisions and was intrigued by the program in Nelson County run by the YMCA. The Piedmont YMCA was contacted to talk about possibilities for Greene County. This is not a school program. Mr. Roderick Howard, YMCA Branch Executive Director, introduced Ms. Jessica Maslaney, CEO; Ms. Caroline Butler, Program Director; and Ms. Bonital Patton, Program Director. Ms. Maslaney said they are excited to be serving Greene County and felt this is a great The YMCA uses space in the schools to provide this community service. opportunity as a launching pad to do more programs and services. Board of Supervisors October 22, 2019 Sheet 3 Ms. Butler said the program began August 14, 2019. The YMCA focuses their work in three areas: youth development, healthy living and social responsibility. The purpose ofthe. After School Program is to provide a structured and safe place for students to expand learning after school is dismissed. The staff consists of the Program Directors, Ms. Caroline Butler and Ms. Bonita Patton; lead teachers, Jordan Leitch and Alana Harpster; and Assistant, Kimberly Williams. Hours are 3 to 6:30 p.m. and the ratio is 11 to 18. One employee lives in Greene County. Ms. Butler reviewed the daily schedule. Ms. Patton reviewed the demographic breakdown fort the program which serves students inl kindergarten through Sth grade. The Program has received good positive feedback from parents. Future opportunities include a 10-week summer program for students in Greene County which begins June 8 for 5 days per week. The Program also provides opportunities for employment for residents and teachers. They hope to expand within Mrs. Flynn said she is truly excited that the YMCA is part of our community, appreciates them being here, andi is glad tol hear about the summer program with the potential ofaj program for older kids. In response to a question by Mr. Herring, Ms. Patton said she believes more parents will want to enroll their child in the program and attendance will increase. Mr. Howard said the YMCA offers a financial assistance program if cost is a barrier. The Program offers open Mr. Martin asked what sort of expansion could be possible. RE: 2020 CENSUS UPDATE Ms. Kathy O'Connell, Partnership Specialist with the U.S. Census Bureau, provided an informational update on the upcoming 2020 Census. The count is done once every 10 years and results are used in determining representation, redistricting and resource distribution such as federal funding to local communities. There is an impact of an undercount and the goal is to count everyone. The plan is to optimize self-response by making it easy toj participate in the Census and partnering locally to raise awareness ofthe importance ofthe Census, encourage people toi respond, and conduct outreach tailored to areas. Census Day is April 1, 2020. People can respond to the Census online, by phone, or by mail using paper forms. Questions on the Census will include: Ist thel home owned or rented? Name of each person living in thel household Gender of each person ini the household Age ofe each person in the household Race/ethnicity of each person int the household Relationship of each person in the household How many people are living or staying at thel home on April 1, 2020? Federal law protects census responses, which can only be used for statistical purposes. Those less likely to respond include renters, people who live in rural or isolated areas, lower Board of Supervisors October 22, 2019 Sheet 4 income and lower education levels, immigrants or non-English speakers, children 0-5, seniors and Ms. O'Connell explained the benefits of a Complete Count Committee which should be comprised of folks who live locally and understands the community. The Committee increases response rate, maximizes federal funding and provides a local point of contact. Activities of the Committee could include the display of census information at libraries, post offices, community center, etc.; asking community partners to include messages in newsletters, email blasts, and on social media; outreach to schools, preschools and daycare centers to let families know about the households without computing device and/or internet access. Census; and plan a 2020 Census event on Census Day, April 1, 2020. Steps to take toj positively impact our community include: Invite local partners toj participate in complete count efforts Post a link to 2020census.gov on the county website Encourage local residents to apply for census jobs Form a County Complete Count Committee and ensure Greene County is represented on the Regional CCC Share information about the 2020 Census with county agencies and organizations Mr. James Howard, Director of Social Services, spoke in support of the 2020 Census. Accurate and complete data must be collected to ensure funds are equitably distributed. A mark of a healthy community is determined by how that community cares for its elderly, poor, disabled, disadvantaged and needy. Some oft the programs supported by federal funding are very important Ms. O'Connell said about 286 people in Greene County have housing vouchers with over 700 people on a waiting list. This causes her to wonder ifv we got a complete count in 2010 which Mr. Martin said he looks forward to speaking with Mr. Taylor about a Complete Count Committee. RE: BOARDLIAISON REPORTS Mr. Cox said the Emergency Services Committee met last Thursday night and discussed the emergency vehicle replacement program. They are also looking for direction as to how they can better help the Board of Supervisors. Mr. Martin said everyone needs to work together on the upcoming fire and emergency services study. RE: COUNTY ADMINISTRATOR UPDATE Mr. Taylor recognized Mrs. Ginger Morris, Transit Director, who is retiring at the end of October after 42 years of service to Greene County. Also noted that Mr. Frydl recently passed the State certification and is now a Certified Zoning Administrator. Mrs. Meador has been in contact with the State to schedule the fire and emergency services study. Mr. Taylor said hel had lunch at the high school last' Thursday where he met students and staff and had an enjoyable visit. Board of Supervisors October 22, 2019 Sheet 5 November 5th is Election Day and he attended a recent safety meeting at the Registrar's Office. Mr. Taylor shared pictures of the 2019 Fall Soccer champions of the United and Revolution Division. RE: MONTHLYREPORTS reports are appreciated. Mr. Martin said the report from Economic Development and Tourism was excellent. All RE: OTHER ITEMS FROM THE BOARD Mrs. Durrer said there will be a commemorative event for the 40th anniversary of the Courthouse explosion on Sunday, October 27 at 4:00 p.m. Mr. Cox recounted his recollection of the explosion and events on October 24, 1979. Mr. Herring said he was in school and remembers Mr. Herring said the last event for the Farmer's Market is this coming Saturday.
