In Re: Items with Appointments, Virginia Department of Transportation (VDOT) - Road Matters Report There was no representative from Virginia Department of Transportation present at the Concrete work on Easter Street and Dry Bread Road have started and will be completed meeting. The following report was provided by VDOT for the Board's review. once the weather breaks. Concrete work on Reigel Road is planned to: start in mid-August. VDOT's. Area Headquarters (AHQ) mowing crew. Contract mowing has started and is ongoing. Site distance issues are being addressed by Crews addressed 15 customer service work orders and 51 scheduled work orders. Crews will continue to pull shoulders, work ditches, and address right-of-way tree VDOT will continues to address several concerns from the Greensville County Board of Supervisors regarding Reigel Road, Brick Yard Road, Blanks Lane and Macedonia Road. Also, there are several traffic engineering requests that remain under review for response. trimming in several locations. 6 In Re: Greensville County Public Schools (GCPS) Funding Request Dr. Charlette T. Woolridge, County Administrator asked Dr. Kelvin Edwards, Superintendent of Greensville County Public Schools, to present the school's additional funding request in the amount of$111,000.00. Dr. Edwards stated that the additional request for $111,000.00 will allow GCPS to give Supervisor Conwell made reference to the reduction in thei raise amount to 1.5%1 raise. Dr. Edwards stated that the reduction to 1.5% raise is a reduced request for the Central Service office. teachers, paraprofessionals and all school level personnel a 3%1 raise. By tiering the raises, this method helped with) lowering the request. Supervisor Cain made reference to the increased insurance cost for the school system. Dr. Edwards stated that by removing all other requests previously made during the March 26, 2024, Joint Meeting for new buses, full time safety school officers, and reading specialist has substantially reduced the amount of funding needed from the County. Supervisor Conwell moved, seconded by Supervisor Cain, to approve the matching funds for the state: requirement in the amount of$111,000 for Greensville County Public Schools. RESOLUTION 25-20 SOLID WASTE DISPOSAL CONTRACT BETWEEN THE CITY OF EMPORIA, VIRGINIA, AND THE COUNTY OF GREENSVILLE, VIRGINIA WHEREAS, The City of Emporia, Virginia, issued a Request for Proposals on March 18, 2024, soliciting for the disposal ofmunicipal solid waste in a designated and permitted landfill for atwo-year contract period; and WHEREAS, by proposal dated April 17,2024, Greensville County submitted its proposal WHEREAS, after reviewing and evaluating all proposals submitted to the City of Emporia, the City of Emporia offered a contract to Greensville County, for the disposal of its for disposal of the City of Emporia'sr municipal solid waste; and municipal solid waste; and WHEREAS, the term of the contract shall commence retroactively on July 1, 2024, and WHEREAS, during the term ofthe contract, Greensville County will accept from the City of Emporia: municipal solid waste, clean burnable vegetative material, tires, whitegoods, and shall thereafter extend to and through June 30, 2026; and recyclable materials; Supervisors: THEREFORE, IT IS HEREBY ORDAINED by the Greensville County Board of 1. In Re: Resolution 25-21,Tobacco Southern Virginia Program FASTA Site Pad Construction Mrs. Natalie Slate, Director rofEconomic Development, presented Resolution 25-21 forthe Board's consideration. 9 RESOLUTION 25-21 TOBACCO SOUTHERN VIRGINIA PROGRAM FASTA SITE PAD CONSTRUCTION WHEREAS Greensville County has prioritized the industrial development of the WHEREAS as a development tactic, the timeframe for construction of transportation WHEREAS the Board understands the need to have a pad ready site to become a tier 5 WHEREAS the Board accessed grant funds to engineer a site plan and complete a tier 4 WHEREAS the Board understands the value of marketing a shell building toj prospective WHEREAS the Greensville County Board of Supervisors wishes to apply to the Tobacco Commission Southern Virginia Grant program for a grant of $1,150,000 to clear, grade, build a community by purchasing a 52 acres site known as FASTA; and access and utilities to the site should be shortened for potential clients; and certified site in Virginia; and certification for the FASTA site; and clients; and pad and design a 50,000 square foot shell building for the FASTA site; and WHEREAS the Greensville County Board of Supervisors commits a 1:1 match to the BE IT RESOLVED that the Greensville County Board of Supervisors wishes to apply for $1,150,000 through the Tobacco Commission Southern Virginia Grant for the construction of Tobacco funding in an amount up to $1,150,000; apad and design for a 50,000 square foot shell building; and NOW THEREFORE, BE IT FURTHER RESOLVED that Dr. Charlette T. Inl Re: Resolution 25-22, Financial Assurance Required by Virginia Department of Environmental Quality in Connection with Greensville CountyLandfill, Solid Waste Permit No. SWP405 Mr. Russell Slayton presented Resolution 25-22 for the Board'sconsideration. 10 RESOLUTION 25-22 FINANCIAL ASSURANCE REQUIRED BY VIRGINIA DEPARTMENT OF ENVIRONMENTAL QUALITY: IN CONNECTION WITH GREENSVILLE COUNTY LANDFILL, SOLID WASTE PERMIT NO. SWP 405 WHEREAS, by Letter of Agreement dated July 18, 2024, the Virginia Department of Environmental Quality ("DEQ") set forth financial assurance requirements ofGreensville County ("County") in connection with the Greensville County Landfill, Solid Waste Permit No. SWP405 ("Landfill") pursuant to 9VAC20-70-10 et seq., the Financial Assurance Regulations for Solid Waste Disposal, Transfer and Treatment Facilities ("Regulation"); and WHEREAS, said Letter of Agreement requires County to submit, by August 26, 2024, an alternate financial assurance mechanism which assures DEQ that, if ever it becomes necessary, DEQ shall have access to funds totaling $5,546,782, to fund closure, post-closure care, and/or corrective action at the Landfill; and WHEREAS, the alternate financial assurance mechanism selected by County is a Letter of Credit ("LOC") from Benchmark Community Bank ("'Benchmark") in accordance with the Regulation; and WHEREAS, on July 22, 2024, County signed and returned the Letter of Agreement by which it committed to provide DEQ a LOC from Benchmark in the aggregate amount of $5,546,782; and WHEREAS, the annual LOC fee due from County to Benchmark is $8,321; and WHEREAS, Benchmark requires the full amount of $5,546,782 to be collateralized for WHEREAS, Benchmark will require investments by County totaling $5,546,782 undera program which reflects County's current investment program with Benchmark (which is not ITI IS HEREBY RESOLVED by the Greensville County Board of Supervisors as follows: 1. The LOC from Benchmark, having been reviewed and approved by Benchmark, County and DEQ, is hereby approved, and there is hereby appropriated the sum of $8,321, which amount shall be remitted by the County to Benchmark inj payment ofthe 2. County acknowledges that the LOC is issued for a period of one year and is identical to the wording required in the Regulation, and further acknowledges that the LOC language includes instructions for extension and cancellation of the LOC as well as 3. In Re: FY23 and FY24 Audits Supervisor Conwell discussed the impact ofthe County's budget duet to Greensville County Public Schools (GCPS) not submitting documents in a timely manner to complete the County's FY23 audit. Dr. Kelvin Edwards, Greensville County Public Schools Superintendent, stressed the importance ofensuring that GCPS will submit future documents in ai timely manner that pertain to the audit. Inl Re: Additional Discussions Supervisor Conwell also discussed the bonuses that GCPS employees are slated to receive. Dr. Kelvin Edwards stated that the bonuses were being funded by the Elementary and Secondary School Emergency Relief (ESSER) fund. He further stated that the ESSER funds could not be used for raises, however, these funds can be used for staff retention. Mr. Rustin Jessee, Chair of Greensville County School Board, stated the importance of providing a one-time bonus for staff retention. Dr. Edwards stated that GCPS: received $1.2 million dollars of All In Virginia Funding. He referenced guidelines provided by the Virginia Department of Education (VDOE) on using this funding to focus on intensive tutoring, Virginia Literacy Act (VLA)impementation, and chronic absenteeism. GCPS used this funding to hire several staff members to address these priorities. Also, this funding was used to provide assistance to families that are displaced throughout the County. Dr. Edwards provided the following breakdown in reference to the All In Virginia Funding: High Dosed Tutoring - 70% Literacy - 20% Chronic Absenteeism - 10% Asar result of GCPS receiving this funding, it has provided a positive impact on test scores and combatting chronic absenteeism. Dr. Edwards provided the following updates: Chronic Absenteeism decreases Greensville Elementary School (GES) - from 42% to 20% E.W. Wyatt Middle School - from 32% to 16% Greensville County High School - from 31%1 to 24% Test Scores Greensville Elementary School English Math Science 80% 80% 58% (will have summer programs available) 2 E.W. Wyatt Middle School English Math Science Writing Math Biology Graduation Rate Drop Out Rate CCRI Rate 82% 80% 57% (will have summer programs available) Greensville County High School 82% 94.5% 70% 89% 8% 91% College and Career Readiness Initiative Inc conclusion, consideration was placed on having regular meetings tol hear success stories and to have continued dialogue. Area Headquarters crews will address shoulder and ditch operations on the proposed Contractors have been called in to perform the second round of contract mowing for VDOT continues to address several concerns brought to us by the Greensville ATTACHMENT E GREENSVILLE COUNTY BOARD OF SUPERVISORS RESOLUTION 25-29 VIRGINIA PEANUT FESTIVAL 62ND ANNIVERSARY WHEREAS, the Virginia Peanut Festival, created in 1963, combines a diverse group of events ranging from car shows, parades, pageants, craft fairs, carnivals, outdoor concerts, fireworks and other family activities; and WHEREAS, the Virginia Peanut Festival is an annual event held on the third weekend in the month of September and presented by thel Emporia-Greensville Chamber ofCommerce; and WHEREAS, the Virginia Peanut Festival provides an opportunity to recognize the WHEREAS, the agriculture industry remains a vital part of Greensville County and this festival provides the opportunity to come together as one and celebrate the Virginia Peanut integral part that agriculture has played in the history of Greensville County; and Farmer and the Virginia Peanut; and WHEREAS, the volunteers for the festival have been instrumental to ensuring the NOW, THEREFORE, BE IT RESOLVED, that Greensville County Board of Supervisors recognizes the 62nd anniversary of the Virginia Peanut Festival to be held September 19-22, 2024, and would like to express their sincere thanks to all who continue to make this a continued success oft the time-honored tradition of the Virginia Peanut Festival; community tradition.
