Balderson Joe Sanders Whitting Turner Construction HOSKINS CREEK PROJECT-/ ACCESS ROAD DISCUSSION Ricky Wyatt, VHB presented the council members with a power point presentation of the Hoskins Creek Ricky Wyatt, VHB updated the council members on the access road recreational grant. He reported that the access road recreational grant would funda a road without parking. He reported the road entrance would be where the brick! housei is ont thej property and a VDOT approved cul-de-sac at the end. He reported the building and the concrete pad willl be removed. He reported this project willi involve grading, the new' VDOT entrance, the roadway and the turnaround. He reported that it will be built per VDOT's specifications and they requireat thirty-foot wide road for ittob be adopted into theirs system. He reported the Town! has the two options tol keept thet road as al Town owned road ori in the futuret the Town could have ther roada adopted into the VDOT system and VDOT would maintain and own the road. He reported ifit remains a Town owned road, there is more flexibility for the uses but the Town would be responsible for the maintenance. He reported that the materials that they would use to create the road could last for twenty years before it would need full maintenance. He recommended making the decision before the Ricky Wyatt, VHBI reviewed the building plans. He discussed the location oft the stormwater runoff, Ricky Wyatt, VHBI reported the plans are about ninety to ninety five percent ready. He reported there isa thirty-to-thirty-five-day review by VDOT for road accessibility and a thirty-to-sixty-day review for stormwater accessibility from DEQ. He reported hopefully this falli it willl be approved and put out tol bid. Ricky Wyatt, VHB stated that after the required bidding process, hel highly recommends the Town Council award thel Hoskins Creek Shore Line Award bid to Coastal Design and Construction from Gloucester. He reported that ifthe council members awardt the bid to Coastal Designs and Construction, they would) have tos securet the bonds and complete the paperwork before the agreement was signed. He reported they would begini ina about a month (September 2024) and the work should take aboutt thirty (30) Ricky Wyatt, VHBI reported the contractor willb bringi ina a barge to remove the pier that partially collapsed, removet the utilities, the concrete pads ands sidewalks, and the cedar block building willl be removed. WORKS SESSION.. AUGUST1 12,2 2024 225. CENTRALPARK PROJECT-ARCHIETECT UPDATE FOR SEATING PAVILIONS Town Manager Pollitt recognized Emily Strickler, 510A Architects. He reported the pavilions structures at Tappahannock Central Park are based on recommendations from the Public Facilities Committee. Emily Strickler, 510 Architects presented a power-point presentation to the council members. Emily Strickler, 510A Architects reported there are no enclosed structures currently at Tappahannock Central Park soi iti is not required tol have restroom facilities for building codes purposes. She reported if the park is going tol have a maximum occupants capacity limit for events, then restroom facilities are required. Sher reported iti is important to plan for the demand ifneeded. She reported the main pavilion will house restrooms, storage, outdoor seating, and an open area zone (to be used for birthday parties, Emily Strickler reviewed the primary exterior building materials that willl be used for the pavilions. She reviewed the proposed plan layout. She discussed the proposed lay out for the restrooms, the storage facilities, garage storage for small maintenance vehicle (golfc cart) utilities, electrical, and picnic tables. Emily Strickler showed the council members the proposed renderings oft the landscaping, the main Town! Manger Pollitt reported they are working on getting the design finalized and coming before the council members in October 20241 for final approval. He reported once that is complete the plans will be submitted tot the Essex County Building Officials office for approval. He reported the building code will Town Manager Pollitt recognized. Joe Saunders, Whitting Turner and asked! himt to give a brief update on Joe Saunders, Whitting' Turner reported theyl hope to get a final inspection ont the north side from Essex County where the splash pad and playground are located whilet they finish the rain garden.
