Mayor Pillion stated Council would be taking another action. Mr. Austin inquired whether her term had expired. Mayor Pillion clarified that her term had not expired but there was a conflict with the time of the meetings. PUBLICCOMMENTS (VIDEO 11:39-1 15:04) H. PROCLAMATIONS (VIDEO 15:04-19:02) 1. Proclamation designating August 4 - 10, 2024 as Farmers Market Week and Celebrate the 25th National Farmers Market Week Mr. Austin read the Proclamation into the record. Mayor Pillion and Councilmembers presented the Proclamation to Market Manager David McLeish, Brooke Bednar, Farmers Market vendor, and Steven Bednar, Assistant to the Market Manager. PUBLIC HEARINGS 1.1 Public hearing for a Zoning Text Amendment is in response to the implementation of the Virginia Erosion and Stormwater Management (VESM) Regulation (9VAC25-875, effective on July 1, 2024) and recommended VESM Program Model Ordinance. The amendment will repeal Chapter 30, Environment, Articles IV, V,and VI and will enact revised compliant ordinances for these sections in Chapter 44, Land Use, Article 8, Community Design Standards, Division 5 VESM Program Sections 8-5-1-8-5-20. (VIDE019-03-30.07, Heagon Gill, ESC/SWM Program Administrator and Isaiah Thomas, ESC/SWM Inspector discussed the changes to the Erosion and Sediment Control and Stormwater Management. They noted that Virginia's State Water Control Board adopted new regulations on June 22, 2023, to consolidate, clarify, and correct inconsistencies between the erosion and sediment control and stormwater management program regulations. The regulatory requirements of the adopted Virginia Erosion and Stormwater Management Regulations effective July 1,2024. Mr. Thomas explained that the Town operates a small municipal separate storm sewer system (MS4) to direct runoff to streams/waterbodies, separate from the sanitary sewer. The Town is required to operate a stormwater management program. Staff reviewed the model ordinance provided by DEQ and added two additional requirements. The request included amendment to Section 5-7-17 Elevation and Construction Standards to include references to Zone AE and Zone A areas. Mayor Pillion opened the public hearing. Update on the Abingdon Farmers Market (VIDEO 45:24-50:14) Abingdon Farmers Market Manager David McLeish provided an update on the Market's suçcess. The Tuesday' 's Healthy Kids program provided 516 children with $10 each to use at the Market, funded by a $4,000 donation from Molina Healthcare ofVirginia, $500 donation from last year, and a $2,000 grant. The Market was awarded a $15,0001 budget from the 2024 Virginia Fresh Match and currently houses 88 vendors, averaging 1000-1200 customers on Saturday morning. Mr. McLeish also thanked the Council and staff for the new brick walkways, which enhanced the market's appearance, improved flow, and added spaçe and gave the Market a better flow and 2. Consideration of request for banner display permit from Abingdon High School (VIDEO added eight additional vendors. 50:15-52:56) Town Manager Mike Cochran discussed a request for banner display permit from Abingdon High School for "Meet the Falcons" event, which requires Council approval. Vice Mayor Anderson suggested that this approval should extend to any event held by Abingdon High School or any school in the district. Mayor Pillion added that this is a new event designed to encourage attendance. On motion of Vice Mayor Anderson, seconded by Mr. Webb, the banner display permit request. Councilmember Webb mentioned. he had been contacted regarding financial support for the banner and asked ift the Town could find funds to help. MISCELLANEOUS BUSINESS AND COMMUNICATIONS FROM TOWN MANAGER Town Manager Mike Cochran shared that many seniors live in the Town currently meet at al local church but need aj permanent gathering place. The Town applied for a grant from the Wellspring Foundation and was awarded $584,925 to fund a Community Kitchen Renovation at 306 Depot Square. The Town will ensure ADA compliance, adequate parking, and provide programming for seniors. COUNCIL MEMBER REPORTS (VIDEO 56:47-1:01:46) Vice Mayor Anderson thanked the Virginia Highlands Festival Board and volunteers for another successful festival. He reminded everyone that school starts tomorrow and highlighted the resource available at the Washington County Public Library. He also announced that Terrance Councilmember Quetsch announced the National Night Out was a great event. Mayor Pillion added the kids were enjoying the splash pad.
