Present: Mayor Jimmy Stallings, Hackney High Jr, Samuel Dixon, Aaron Coston, Elton Bond, Craig Miller, Roger Coleman, and Town Manager Corey Gooden. Presentation St. Vincent de Paul Representative Wendy McGrath ofthe St. Vincent del Paul organization provided the Mayor and Council with an overview of what outreach services the organization can provide to local residents within the Edenton and the greater Chowan County region. SVDP is a local nonprofit that works with individuals and families that are experiencing financial or emotional hardships. To reach them, call (252)368-1256. Mayor's Task Force Update Presentation Co-Chair of the Mayor's Task Force on Litter Prevention, Recycling and the Environment, David Herlong, presented the Mayor and Council with an update on what the Task Force has been up to. Four key items included an update on the community pickup events, the recycling program, the litter patrol, and the coastal resiliency program the group will participate in. Administrative Committee Employee Certification Tables Council unanimously voted to approve an update to the Town's employee certification tables, which allow for employees toj participate in classes and training for personal development, and later receive benefits in the form of merit raises or lump sum bonuses. Social Media & News Media Policy Council unanimously voted to approve the Town's first comprehensive policy ini regards tos social media usage and news media relations. The policy was penned by the Public Information Officer and was recommended for approval by both he and Town Manager Corey Gooden. Finance Committee Electric Department Backyard Machine Financing Proposal Council unanimously approved a loan proposal from Truist Bank for the Electric Department's Altec Digger Derrick Backyard Machine. The machine will help Electric crews reach areas that were previously inaccessible by traditional truck-mounted equipment. Truist had the lowest interest rate at 5.38% for five years. The total payback cost is $269,233.08. New Business Resolution - Electric Department Backyard Machine Financing Council unanimously approved a resolution in support of the financing proposal from Truist Bank for the Electric Department's purchase of an Altec Digger Derrick Backyard Machine. Special Events Ordinance Update - Parades and Pickets Council unanimously approved an update to the Town's ordinance for parades and pickets. Individuals or organizations seeking a parade permit must now submit the required paperwork within 30 days of the event taking place, and 72 hours in advance for Pickcting.demonsination: NIBIN Contract Agreement - Edenton Police Department Council unanimously approved the Police Department entering into a contractual agreement with the Rocky Mount Police Department to utilize the National Integrated Ballistic Information Network (NIBIN). NIBIN allows law enforcement to search against evidence from their jurisdiction, neighboring ones, and others across the country. The NIBIN program is the primary investigative tool accessed by law enforcement that allows them to share information and cooperate quickly, making all departments more effective in closing cases. This will cause no impact to the Police Department's current budget. TFC Recycling Contract - Public Works Department Council unanimously approved a contract with TFC Recycling to resume the recycling program in Edenton later this Fall, on the condition that five questions from the Town be answered appropriately by the TFC team.
