City of Lockhart May 15, 2019 MINUTES Historical Preservation Commission Members Present: John Lairsen, Kathy McCormick, Ronda Reagan, Juan Alvarez, Jr., Ron Faulstich, Rick Thomson Member Absent: Victor Corpus Staff Present: Yvette Aguado, Kevin Waller, Dan Gibson Public Present: Father Ryan Lozano (applicant, Agenda Item 4). 1. Callmeeting to order. Chair Lairsen called the meeting to order at 5:30 p.m. 2. Consider the minutes of the May 1, 2019 meeting. seconded, and the motion passed by a vote of5-0. Commissioner McCormick moved to approve the minutes as presented. Commissioner Thomson 3. CFA-19-10. Consider a request by Ron Faulstich of Kaigler, LLC for approval of a Certificate for Alteration to allow a new sign attached to the roof of the existing awning for the Printing Solutions business on Part of Lot 2, Block2 23, Original Town oflockhart, zoned CCB (Commercial Planning Staff Kevin Waller gave Staff's report and explained that the proposal is for a double-sided sign for the Printing Solutions business to be located on top of the awning on the building's front façade. The sign will measure eight feet wide by four feet tall, be centered on the awning and located perpendicular to the awning to provide maximum visibility for vehicles and pedestrians. The sign will be nand-painted, with a distressed background. The lettering content will bet the same as the existing sign on the wall above the awning, which is proposed to be removed. The sign box will be made of aluminum and attached toi the top of the awning with either an A-frame stand or "L" brackets. Mr. Waller utilized a PowerPoint presentation, answered Commissioners questions, and stated that Staff recommends approval. Central Business District) and located at 113 East San Antonio Street. CFA-19-11. Consider a request by Rev. Ryan M. Lozano for approval of a Certificate for Alteration to allow a new hanging sign and wall sign for the Saint Andrew Orthodox Church on Part of Lots 4 and 5, Block 12, Original Town of Lockhart, zoned CCB (Commercial Central Mr. Waller gave Staff's report and explained that the proposal is for a hanging sign for the church which was hung beneath the awning of the building's front façade, and for a wall sign mounted to the building's rear façade, to the right of the church's entrance door, both prior to securing approval from the Historical Preservation Commission. The two-foot by one-foot hanging sign directs your attention with an arrow to the rear of the building, where the church's entrance is located. The two-foot by four-foot wall sign contains the same text as the hanging sign, with the addition of "All are Welcome", and "Come and See". To the left of the entrance is a two-foot by three-foot metal and cork announcements board, which is not part of the Certificate for Alteration. Mr. Waller included the use of a PowerPoint presentation and Applicant Rev. Ryan M. Lozano, 208 W. Prairie Lea Street, Lockhart, provided further details on Commissioner Alvarez moved to approve CFA-19-11 as presented. Commissioner Faulstich 5. CFA-19-12. Consider a request by Tamara Carlisle of 2120 Enterprises, LLC, for approval of a Certificate for Alteration to allow a new wall sign for the Commerce Gallery business on Part of Lot 3,Block 17, Original Town of Lockhart, zoned CCB (Commercial Central Business District) and Mr. Waller gave Staff's report for a wall sign recently placed on the upper portion of the building's rear façade prior to securing approval from the Commission. Mr. Waller stated that the sign spans nearly the full width of the rear façade, measures 24 feet wide by 81 feet high, and is located above the rear double-door entrance. The sign lettering is a white, all-caps, sans-serif font against a black background. The sign board consists of a Dibondo (aluminum composite) material and is fastened with screws and washers onto the existing plywood boards from the former Heritage Boots tenant. Mr. Waller included the use of a PowerPoint presentation and Commissioner McCormick moved to approve CFA-19-12 as presented. Commissioner Faulstich 6.
