Mayor Medina, Deputy Mayor Blossom, and Councilmembers Deets, Nassar, Peltier, Schneider and Tirman 2. Inclusionary Zoning and Purchase/Transfer of Development Rights Project, AB 17-189- Senior Planner Sutton introduced Nick Bratton of Forterra and Morgan Shook of ECONorthwest. They presented an overview of the methodology regarding a new inclusionary: zoning program. 5. UNFINISHED BUSINESS A. Ordinance No. 2018-22 Relating to Ballot Measure for Non-Motorized Transportation Finance Director Schroer and Bond Counsel Nancy Neraas of Foster Pepper explained the process relating Improvements, AB 17-032. - Executive 6:49 PM to the ballot measure. Public Comment 7:05 PM 1 Edwin Rymarz commented on the ballot measure. Ross Hathaway spoke in support oft the ballot measure. Herb Hethcote spoke in support of the ballot measure. John Grinter commented on the non-motorized transportation workplan. Kevin Dwyer, Sustainable Bainbridge, spoke in support oft the ballot measure. Richard Potter commented on the ballot measure. MOTION: Imove to forward to the July IO, ,2018, Council business meeting for consideration ofa approval Ordinance No. 2018-22, relating to regular property taxes and authorizing a ballot proposition to levy regular property taxes in excess oft the limitations of Chapter 84.55 RCW, and authorizing the creation of pro and con ballot measure committees. Tirman/Deets: The motion carried 6-1 with Deputy Mayor Blossom voting against. B. Introduction to 2019-2024 Proposed Capital Improvements Plan, AB 18-107. - Public Works Public Works Director Loveless provided a presentation on the planned update to the Capital Improvements Plan. Council discussed thet topic with Public Works Directorl Loveless and Deputy City Manager Smith and agreed to discuss potential additions to the plan at the July I0, 2018 meeting. Deputy City Manager Smith presented options on the Open Water Marina, and Council discussed the MOTION: lwould like to move that we proceed with Option 3 and have staff work on that and bringi it 8:00 PM options. back to us. Mayor Medina adjourned the meeting for al break at 8:53 p.m. and re-convened the meeting at' 9:01 p.m. Planning Director Christensen provided an update on the moratorium work plan progress. Council Calendar 10:14 PM Council discussed the upcoming Council calendar. Council agreed to cancel the July 3, 2018 meeting. 9. FORTHE GOOD OF THE ORDER- - 10:18 PM City Manager Schulze reported on the resignation of Emergency Management Coordinator Amber Richards. Councilmember Schneider inquired about the possibility of having a photographer display his pieces on Councilmember Tirman inquired about the 180-day effective date for Ordinance No. 2018-07 relating to Councimember Peltier asked Public Works to consider saving more trees on Miller Road. Councilmember Peltier asked that the next Deputy Mayor serve as chair fors some Council meetings.
