Lirts MINUTES- COUNCIL MEETING-N MONDAY, MAY18, 2020- -6 6:00P.M. LOCATION: BOARD OF COMMISSIONERS BOARDROOM INA ATTENDANCE: Mayor Pamela Lee, Pro-Tem Tommy Spell, Bobby Cox, Dondrea Geter, Steve. Approve Minutes from 4/20 meeting = Spell made the motion, Geter 2nd, unanimously 4. Approve Agenda - Spell made the motion to approve, Jones 2nd, unanimously 5. Reopen Walking Track and Asphalt? Lott made the motion to open the walking track and keep the asphalt closed atl least to the next council meeting, Spell 2nd, unanimously 6. Recreational Park Grant Funding Update - Geter called Sean DePalma just to get an update. DePalma stated that the next step is to do a survey with the citizens to get: an idea what they would like to see. Will have another meeting in a couple of weeks to go approved. over where they stand with the surveys. NEW BUSINESS 7. 4thofJuly Celebration - The FD has not cancelled it yet because they are really wanting tos see how things go in the upcoming month. There are people that come from all over to this celebration and not really sure how things are going to be. Will make a decision hopefully by the beginning of. June. If cancelled maybe do something in September or 8. Library Summer Reading Program - The city contributes $4,000, which is in the budget, to the public library for the summer reading program. Due to the COVID-19, the summer reading program will be done virtual instead ofi in person at the library. The only problem the city sees is the fact that some students/children will lose internet access when the school shut off the hotspots at the end of the school year. How will they participate in the program? Since it's in thel budget, the council just agreed to continue as is and sign 9. Council member salary increase- - R. Clark sent a statute stating that for a raise to be given it will not go in effect until at the end oft the next council term and there will have to be an ad in the paper for 3 weeks stating the City's intention to give a raise. Floyd would like to get with R. Clark and make some additions to the current ordinance putting restrictions on junk cars within the city limits and citizens yards. Cox made the motion to revise the current ordinance to add residential, Geter 2nd, unanimously Floyd mentioned that he would like to put the cities singlewide mobile trailer on Hwy 126 up for bids. Will advertise in paper for 2 weeks and post on the city's Facebook page. Cox 11. Senior Parade - the city put banners of all the seniors on: fence by the water fountain. During the parade they will do the normal parade route but they will go down to Broad St. and turn on to Hwy 280 and go by the fence of banners. At the red light, there will be table set up for them to receive ai rose, a bag of20/pcs of candy and a congratulations certificate. City Managers Report- - report attached Cox mentioned. that the Mayor is on the bank account and don't know exactly what she can spend. Cox recommends she is allowed to spend up $500/year, Lott 2nd, unanimously 14. Fire Report - reportattached, Scott Chaney also to send an update list of the fire 15. Police Report - Report attached. For the month of April, the PD answer approx. 297 calls, issued 2 citations and done 5 reports. Bryant presented the council with an ordinance pertaining toj people running water lines from one. house to another. This ordinance willl help with the conservation plan and also it will give the city control oft the water that comes out oft the hydrants except for fires. This ordinance will need 2 meetings for adoption. One more: if1st approval tonight. Cox made the motion to accept this ordinance so the city will get these in their court instead of the superior, Lott 2nd, unanimously approved.
