Update - Geter had gotten in touch with a group that do great on basketball courts, but the price was high. Geter believes that we should get some more quotes because he thinks the city can find a cheaper price somewhere else. Geter is currently filling out an application for a grant that could help redo the old rec. dept and only have about 12 more 7. Reopen City Hall - Cox made the motion to open back up, Lott 2nd, unanimously approved. 8. New City Hall - Mayor Lee and CM Floyd had zoom call with a contractor recommended by Paul Christian with Roberts Civil Engineering. They had some good ideas about how the old pharmacy and small building beside it could be used. Since it's considered al historic building, could be eligible for some grants or even some tax credits and that could help cut the cities cost to renovate the buildings and make them the city hall, PD and council chamber. Geter agrees that the city needs to do something with their own buildings and help 9. Sidewalk at Hitching Post - Keen approached CM Floyd about repairs to the rest oft the sidewalk down from the store. He would be willing to tear up the old/damaged sidewalk and repair it but was wondering ifl he could get a break on his taxes ifhe done so. Cox said legally the city could not do that. NEW] BUSINESS 10. 2021 Budget - the budget committee has gone through the budget with the accountant Chris Milton. Changes were made and all council members should have a copy within their email. Still waiting to see what is going to happen with the downsizing of the prison, but overall, the numbers look good. 11.LMIG 2021 -1 the application for the next year is due before the end oft the year. For the year 12. Trash & Refuse contract renewal - Republic contract is set to end at the end of. January 2021.Ifthe city decides to stay with Republic, the garbage collection will go up from 9.50/per container to 10.65 but that is set with a 3-year contract with no increase during that time. Ryland is cheaper for garbage it will probably be best to stay with Republic because oft the difference in the limbs/leaves. CM Floyd stated that either way the city/citizens will be looking at an increase. Per Floyd just in limbs/leaves for the month of September, the City of Alamo has had 9 containers oflimbs/leaves and 3 sludge. Limbs and leaves cost the city $1700j just to get rid of them, this does not include labor. Getting $300 back from the citizens and costing $8100 out of the budget is hurting and the city really needs to look at this. Considering how many containers get dumped for limbs and leaves, the city is getting a great price with Republic. 13. New zero turn lawnmower- - one ofthe grasshoppers. has al lot of! hours on it. Grass is always being cut year-round. CM Floyd proposed to council to purchase a1 new 60" Gravely 460 from Wesley & Sons for $11,250. Lott made the motion to purchase another lawnmower out of 2021, the city will only be receiving $30,000. SPLOST, Lewis 2nd, unanimously approved. 14. For the month of September, the PD answered approx., 419 -Cox made a motion to move $100,000 from the GF Checking account to the GF -Floyd suggested transferring the CDs the city has to a savings account once matured because thei interest is greater. Lott made the motion, Geter 2nd, unanimously calls, issued 22 citations, 5 warning and done 12 reports. Savings account, Lott 2nd, unanimously approved. approved. PUBLICPARTICIPATION: Sandra Brown - expressed the dangers oft the asphalt (Old Rec Dept). Council responded that the asphalt will not be opened until renovations have been done and eventually there will be a premises gate around the rec. dept. - Brown also asked the council ift they believed the taxpayers could really pay for a new city hall? Geter responded that he believes the city can find ways to get it done like through grants and different programs for that sO that there will not be al lot put on the taxpayers/city. CM Floyd also replied that ifai fire marshal would come to the city hall now, it will be out of code for several reasons. Amie Vassey - works with Republic. Just introduced herself to the council and wanted them tol let them know that she is from Wheeler CO and cares about providing the city of Alamo with good garbage service. Dept Grant = Geter explained to council that the application for the rec. department grant had tol be submitted by Oct. 315, 2020. Jones made the motion to approve the resolution, Geter 2nd, unanimously approved. A representative of CBA Sports came to show the council members some samples ofa great material to do the basketball court with and it's affordable. The total cost to the court will be $36,343.11. Cox made the motion to go ahead and get the court done because it has been over 20 years since the court has been repaired and it will good for the community and to a lot $5,000-$8,000 to do the fencing around court when complete, Lott 2nd, unanimously approved. 4. 2021 Budget - City Clerk Carrillo explained to council the change that was made to add the $12,500 baçk to the PPE: section under the Fire Dept. budget because originally it was put there to buy oxygen. tanks for the firefighters. Employee Use of Vacation i- when changing the pay period for the employees toi move to direct deposit, the employees will be short one day onthe first check because that day was paid the previous week. With that being done, some of the employees have asked ifthey could use a vacation day to make for the shortness oft their check. City Attorney explained that will the current vacation policy it could not be done, but the council could vote to make an exception this one time.
