LOCATION: BOARD OF COMMISSIONERS CONFERENCE ROOM IN ATTENDANCE: Mayor Pamela Lee, Patricia' Woodard, Bobby Cox, Dondrea Geter, Steve. Jones, EXECUTIVE SESSION (employee matters) - started executive session 5:30 pm. Thomas Lott, and Harry Lewis (6:05 pm) Woodard would take minutes from Executive session. No votes were taken during executive session. 1. Calll Meeting to Order - Mayor Lee @ 6:00 pm 2. Invocation- - Jeffrey Floyd 3. Pledge of Allegiance 4. Approve Minutes from 6/21 Regular Meeting - Geter made a motion to approve 5. Approve Agenda - Floyd added Local Option Sales Tax (#13), Woodard made the motion to approve the agenda with the addition, Geter 2nd, unanimously approved. 6. Financial Reports - reports attached. Woodard made the motion to accept the report, Geter minutes, Jones 2nd, unanimously approved. 2nd, unanimously approved. OLD BUSINESS 7. Old Rec. Dept. Update - Floyd stated that Hooks is getting ready to pave the parking lot if weather permits. Also, the contractor has started putting the roof on the concession stand. Still waiting on Windstream to come run the internet and once done, vendor will come and install the security cameras. As the for the gate that will be added at the entrances, Tommy Spell with CoreCivic is going to help build them. Dondrea is working on setting a time to do 8. City Hall Update - Per Floyd, ASAP committee met last week to getar refresher on where they are at on thei new city hall. Already have a pic from architect on the front appearance and a floor plan. Still waiting on the construction drawings from the architect but he is still waiting on some stuff from the engineer. Once that is given then the city council can get some painting at the concession stand. together and agree to go ahead and put the project out for bids. NEW BUSINESS 9. 2021 Audit Results (Stacie Avery, CPA)- - Ms. Avery went over the audit and stated that there were no findings. Overall, everything looked good for 2021. Woodard asked Avery if she thought the city has enough inj place for the use of the procurement card? Avery responded that ift the city has all the supporting paperwork to back up the use oft the procurement card and what it was used for, then the city should be ok. Woodard believes that the auditor should ask the council if there were any concerns that should be looked at closely. Avery responded that iti isi in the engagement letter that ift there is anything that comes to their attention, then let herl know and she will look into it. 10. Local Option Sales Tax - Woodard made ai motion to approve the percentage. as we got now ofCounty 58%, Alamo 21%, and Glenwood 21%. Geter 2nd the motion, unanimously approved. PUBLICPARTICIPATION: process is in place. Sandra Brown - asked about tearing down the old houses. Floyd responded that the due Lynette Price - wanted tot thank the Lyons Club for helping a citizen clean their property. Maxine Paul- - thanked the city for the paving of Peal St by her house. However, is wondering on timing the piping and infrastructure of the school because of the wash off coming from the construction. Also, how about the draining system on E Railroad? Because of the size of the draining pipes being put down at the school, she doesn't believe the cities piping is going to be able to keep up with the water. Floyd stated that he will look at it when the school is 100% complete because the city doesn't know what to plan for.
