Oppravei d@ Hrks MINUTES- COUNCIL MEETING- MONDAY, SEPTEMBER 19, 2022-6 6:00F P.M. LOCATION: ALAMO COMMUNITY CENTER IN ATTENDANCE: Patricia' Woodard, Bobby Cox, Dondrea Geter, Steve. Jones, Pro-Tem Thomas Lott, Harry Lewis, City Manager, Jeff Floyd and City Clerk, Marie Carrillo. ABSENT: Mayor Pamela Lee (sick) EXECUTIVE SESSION (employee matters) - started executive session 5:30 pm. Woodard would take minutes from Executive session. No votes were taken during executive session. 1. Call Meeting to Order-] Lott called to order @ 6:25 pm 2. Invocation - Jeffrey Floyd 3. Pledge of Allegiance 4. Approve Minutes from 8/151 Regular Meeting - Woodard made a motion to approve 5. Approve Agenda - Floyd added Transfer Funds (#14) and add Ordinance Introduction to#9, Woodard made the motion to approve the agenda with the addition, Geter 2nd, 6. Financial Reports - reports attached. Geter made the motion to accept the report, Jones 2nd, minutes, Lewis 2nd, unanimously approved. unanimously approved. unanimously approved. OLD BUSINESS 7. Rec. Dept. Update - Floyd stated that the camera system isi installed, parking lot is paved, outside ofbuilding has been painted except for the trim and the bathrooms have been demoed to make handicapped accessible. Floyd hopes to have the restrooms done within the next week. Geter stated that the committee has met twice, and a committee has been put together: Ty'Quez Smith - Director, Kimberly Mann - Chair, Gwana Lewis - Vice Chair, Te'Nailynn Wilcox - Secretary, Sandra Brown - Treasury/Reporter and Jimmy Ryals - Head of volunteers. Have discussed park hours and have set 9-5:30 during Winter months and 9-8:30 during the Summer. Geter would like to get the word spread that they are looking for volunteers and would not like to turn anyone around. The more the better. Geter also wanted toi remind everyone that the park will open at 9:00 am on the October 7 for the Homecoming tailgate. Floyd stated that a 1000-watt light has been added to the pole across the road ofthe park and the light already at the park has been upgraded to a 1000-watt and will shine on the 8. New City Hall Update - Per Floyd, has talked to the architect. The finished plans should be inb by Thursday, but everyone should have copy of them in their email. He thinks that once the final drawings are received, the city should go ahead and put it out for bids. Cox stated playground/court. that at the beginning oft this, he asked to see a comparison of pricing for renovating the building VS. ai new: metal building. It was stated that when a contractor is hired, when they start, they will let the city know: ift they will be able to renovate the old or will have to build a new. The drawings will fit whether renovated or built new. NEW BUSINESS 9. Culture Wireless Jerome Howard (Funding for Broadband Infrastructure). - presented to the council that there is a capital funds project that was just released by Governor Kemp. There are: rural counties in GA that are under served when it comes to internet service. Kemp has opened $240 million to help solve the need. Woodard asked if 100mb is al lot? Culture Wireless responded that with that speed you would have sO much more capabilities than what your average internet has now. Woodard also asked when they say they provide training, how is it provided? They responded that have partnered with quite ai few organizations like Urban League of Atlanta. Asking for a letter from the city stating that they willing to work with this company to improve our infrastructure. 10. Glenwood Telephone Company & Ordinance Introduction = are in the need of customers and the best group to have are Wheeler Co. Has already started the expansion of fiber past Glenwood and Glenwood addresses. Jim O'Brian stated that they are offering 1 gigabit which is 10 times what culture wireless is offering. O'Brian believes now is the time to solve the digital divide in our county. He is also asking for a letter from the city for support for this grant. R. Clark suggested in holding off on the Ordinance (Franchise Agreement) until 11. Street Committee Recommendations - per Floyd, the street committee met at R. Clark office and discussed Wheeler St. What needs to be done now is to get a survey oft the street to get the right of way. Need to get done for the need ofthe city, citizens, and school. Cox the council decides on their letter ofs support. made a motion to approve, Lewis 2nd, unanimously approved. 12. City Manager Report = report attached. 13. Fire. Report - report attached. 14. Police Report - report attached. 15. Transfer Funds - Floyd stated that the city needs to pull $50,000 from the GF Savings account and put in the GF to hold over the city until the Insurance check is received ini mid - October. Funds will be put back once funds are received from the state. Cox made the motion to approve the letter for the transfer of funds, Jones 2nd, unanimously approved. PUBLIC: PARTICIPATION: Ty'Quez Smith - stated that the event planning committee met and would like to a Fall Festival/Trunk or Treat on Saturday, October 291 from 4 pm-8 8 pm with possibly a movie afterwards. Woodard made a motion to approve, Geter 2nd, unanimously approved. Sandra Brown - asked why the Alamo PD is not helping with conducting of school traffic? Was told that the county has more officers on duty than the city. Sandra Brown just thinks the safety of the children should be the cities #1 priority. Woodard believes that the school: should hire Marvin Howard - asked if there will be a timer ont the lights at the Eastside Park, because with there being at time of closing? He just thinks the lights should have at timer on them so they will go off when closed. Geter responded that they are not on timer, but there is security, and the city will work to make sure that there is no one there past hours. 2nd-N Mr. Howard just thinks Pat Woodard - really enjoyed the back to school bash and wanted to appreciate Dana and another SRO personnel for help. that putting a patch on old stuff will cost more. $ in the long run.
