MINUTES - COUNCIL MEETING-MONDAY, JULY20,2020-6 6:00 P.M.  LOCATION: ALAMO COMMUNITY CENTER  IN ATTENDANCE: Mayor Pamela Lee, Bobby Cox, Dondrea Geter, Steve. Jones, Harry Lewis, and Thomas  Lott.  ABSENT: Mayor Pro-Tem Tommy Spell 1. Invocation - Jeff Floyd 2. Pledge of Allegiance  3. Approve Minutes from 6/15, 6/29 & 7/1 meetings = Cox made the motion to approve the 4. Approve Agenda - Mayor Lee added Dog/Leash Ordinance update (#10) and Geter wanted to add Cares Act information. Geter made the motion to approve the agenda with  minutes, Lewis 2nd, unanimously approved.  additions, Lott 2nd, unanimously approved. 5.  Stacie Avery, CPA-2019. Audit Findings  OLD BUSINESS  Reopen Asphalt? - Lott made the motion to keep it closed and revisit the subject during 7. Parade Ordinance Revision = make the following changes: add a $25 admin. Fee so that will cover any water/electricity used; any event that is sanctioned by the government (ex. City/county event, USDA food distribution) will be excluded from getting a permit. Lott made the motion to accept the changes, Jones 2nd, unanimously approved. 8. Amend Budget = changes are attached. Jones made the motion to approve the amended 9. Dog/Leash Ordinance Revision - make the following changes: 15t Offense - warning; 2nd offense - $100, 3rd offense $250 and 4th offense - $500. Cox made the motion to accept the changes, Jones 2nd, Geter and Lewis approved, Lott opposed the revision.  next months meeting, Lewis 2nd, unanimously approved.  9-  budget, Lott 2nd, unanimously approved.  NEW BUSINESS  10. City Managers Report - report attached  11. Police Report - Report attached. For the month of June, the PD answer approx., 401 issued 26 citations and done 22 reports. Chief] Bryant notified the council of all the issues/problems that the PD is have with PD Charger. Has got a quote for a 2021 Chevrolet Tahoe Pursuit from Hardy Chevrolet for $36,822. Cox asked about a Ford, but Bryant replied  calls,    that do: not know when the factories will be changed back over sO they can start manufacturing and has talked to other chiefs about issues with the Ford Explorers. Overall council would like to 12. Cares Act Information = Geter wanted to notify the citizens and council about the Cares Act funds received from the state. Alamo is set to receive a total of$173,637 and a spreadsheet  see what other prices he can get and will revisit at August meeting.  will be sent with what the money can be spent on.  PUBLICPARTICIPATION  Joshua Simmons - asked about a city website and Floyd responded that it will be used with the Cares. Act because it will give a citizen a chance to pay only sO they won't! have to come out of their house. Also, he has aj problem with just 1 permit per person in a 12-month period fora  parade/protest.  Cary Clark = address the council of a situation he occurred while during a traffic stop. Claimed the officer was disrespectful. Council told Clark that they will look at the video and will address  accordingly.  EXECUTIVE SESSION (employee matters & litigations) = went into executive session 7:11 pm with Lewis making the motion, Geter 2nd, unanimously approved. At7:50 pm Geter made the motion to exit out of executive session, Lewis 2nd, unanimously approved. Following executive session, no vote was taken while in session just discussion. Geter made a motion to accept agenda with added additions, Lewis  2nd, unanimously approved.  NEW BUSINESS  4. Transfer Funds to GF -I Floyd is asking to transfer $125,000 from the GF Savings to the GF Checking account. Jones made the motion to transfer the funds, Lewis 2nd, unanimously 5. Cares Act Resolution - The Resolution give Lee, Floyd and Carrillo access to the Cares Act account. Lewis made the motion to adopt the resolution, Cox 2nd, unanimously approved. 6. Tommy Spell Council seat - Spell turned in ai resignation letter stating that July 31 will be his last day on the. Alamo City Council. Geter made a motion to accept Spells resignation and call for an election by advertisement in paper, Cox 2nd, unanimously approved. Also, Cox made a motion to open qualifying for 5 days, Jones 2nd, unanimously approved. Cox made ar motion to remove Spell from all accounts and add Floyd, Geter 2nd, unanimously  approved.  approved.  7. Cares Act Bank Account - Lee recommends opening an account just for the Cares Act Funding just to keep it separate from the rest of the money in account. 8. Rec. Dept. update - Geter asked ift there was an update on quotes, Floyd responded no.
