- 3 fpels MINUTES- COUNCIL MEETING- MONDAY, MAY23, 2022- -6 6:00P.M. LOCATION: BOARD OF COMMISSIONERS CONFERENCE ROOM IN ATTENDANCE: Mayor Pamela Lee, Bobby Cox, Dondrea Geter(Zoom), Steve. Jones, Harry Lewis(Zoom), and Patricia Woodard ABSENT: Thomas Lott EXECUTIVE SESSION (employee matters) - started executive session 5:30 pm. Woodard would take minutes from Executive session. No votes were taken during executive session. 1. Calll Meeting to Order - Mayor Lee @ 6:09 pm 2. Invocation - Jeffrey Floyd 3. Pledge of Allegiance 4. Approve Minutes from 4/18 Regular Meeting - Woodard made a motion to approve 5. Approve Agenda - Jeffrey added Code Book to agenda (#15); Woodard made the motion to approve the agenda with addition, Jones 2nd, unanimously approved. 6. Financial Reports - reports attached. Jones made the motion to accept the report, Woodard minutes, Jones 2nd, unanimously approved. 2nd, unanimously approved. OLD BUSINESS 7. City Hall- ASAP Committee - Floyd stated that the city is still waiting on the structural blueprint for the new city hall from the architect and should receive it the end oft the month. The architect had to get with the structural engineer and look at the front oft the building again. Also, he told the council that he has received the final rule on what the. ARP can be used for and strongly believes the new city hall can be paid from the ARP funds. Floyd also stated that some of the ARP funds may be used to contribute toward citizens water/sewer accounts (no more than $200). Churches n 8. - Old Rec. Dept. Update - Floyd stated that he has been in touch with Bo Ennis about security cameras and he is getting aj price. Has had (4) 14x14 gazebos installed with concrete pads and picnic tables from Yoder. They have 4 grills tol be installed and hope to get installed later in the week. Hopefully in the next couple of weeks, depending on the weather, will have az 250x38 parking lot. Geter and Floyd to get together to look at what improvements that need tol be made to the restrooms and concession stand. Know it will need handicap accessible restrooms, newi roof, and doors. Jones asked about the fence around the property. Floyd responded that they have measurements but really has not pushed for quotes because ofhow expensive it will be. Jones believes that if the perimeter is not fenced, the city will be losing, and the property will not be protected. 9. Paving ofalley behind City Hall-) Floyd has reached out to Hooks Construction fora quote for a 440x12 and came back with a quote of $12,000. He didn'task around because in the past the other quotes were. higher but can get another quote ifneed to. Woodard stated that it will be best ifthe city did get another quote. Floyd will get another quote. Cox would like: for it tol be ok for Floyd to make a call ift the other quote is more/less than Hooks Construction quote - Floyd also got a quote for the alley on. Pearl St behind the Middle/High School. It is 55x14 and the quote is $9,800. Will come back when another quote is received. 10. Hartley Road Repairs - Cox made ai motion to go ahead with Hooks bid of $4,000 to fix, Jones 2nd, unanimously approved. NEW BUSINESS 11. Stacie Avery, CPA-2021 Audit Contract - copy of contract is attached. Cox made a motion to accept the contract with the stipulation to be visible, Lewis 2nd, unanimously approved. 12. City Manager Report - report attached. 13. Fire Report - report attached. 14. Police Report - report attached. 15. Code. Book - City Attorney, Russell Clark sent out an email about a couple of weeks ago suggesting that city updates their Code of Ordinances book. He stated that iti is something the city has been needed to do for some years now. There is a code book inj place now but has not found any minutes where it has been adopted. The codebook itself has a place to be signed but it has not. Per Mr. Clark, the city is required to have an official codebook that anyone can go to upon request. He does have a young lady that isi interning with him this summer and he believes itv would be a good time have a cost saving to the city and have her do some of the leg work that it's going to be necessary to put together a codebook. Cox made a motion to do it with R. Clark overlooking the new intern, Jones 2nd, unanimously approved. PUBLIC PARTICIPATION: Sandra Brown - asked about the old/dilapidated houses. Floyd responded that they are Maxine Paul - asked if she could get a mailbox at her house? Council responded and told her Lynette Price - asked about dilapidated houses and messy yards. Floyd responded as earlier. working on it but most of hold upi is because of asbestos. that she would have to talk to the PO. The cityi is working on it but is limited.
