LOCATION: ALAMO CITY HALL IN ATTENDANCE: Mayor, Pam Lee, Patricia Woodard, Steve. Jones, Dondrea Geter, Laura Brownley Bobby Cox, Geoffrey' Villegas, City Manager, Jeff Floyd and City Clerk, Marie Carrillo. EXECUTIVE SESSION (employee matters & litigations) = started executive session 5:30 pm. Woodard would take minutes from Executive session. 1. Calll Meeting to Order-I Lee called to order @ 6:07 pm. 2. Invocation - Jeff] Floyd 3. Pledge of Allegiance 4. Approve minutes from 10/10 Regular Meeting - Brownley made the motion to approve, 5. Approve Agenda - Geter made a motion to approve, Brownley 2nd, unanimously approved. 6. Finance Reports - Woodard made the motion to approve the reports, Geter 2nd, Villegas 2nd, unanimously approved. unanimously approved. OLD BUSINESS 7. David Leatherwood - works with Benny Johnson who is a youtuber, aka The Benny Show. Would like to come into the city and use the hardware to set it up as a Christmas toy store. Children 12 and under can come in and pick a gift to keep for free. Benny Johnson will cover all expenses. Geter made a motion to let them come in and use the old hardware store pending proposal letter from Benny Johnson, Brownley 2nd, unanimously. 8. Code Enforcement Update = The code enforcer, LeKitte Robinson stated that 21 letters have been mailed out. When response timel has lapsed, she will get with council on the next 9. - Garbage Bids - Brownley made a motion to readvertise for 2 weeks since there was not an open date in the previous ad, Geter 2nd, but Cox, Woodard, Jones, and Villegas opposed. Woodard motioned to open the bids since they were there already, Villegas 2nd, Cox and Jones accept. Geter and Brownley opposed. Passed by majority vote. Bids were opened sO now the council will look over the bids and see which one will be the best. 10. Eastside Park Update - Geter stated that ME: Sacks has already started the engineering part ofita and is not sure: if the environmental review has been completed. Geter will get a follow- 11. City Hall Update - Floyd stated that Marc with Pro Construction is looking at Nov. 29 turning over the building to the city. Woodard asked about brick engraving. Brownley stated that they can'tu use bricks for advertisement. Must be, in memory of, in honor of, or your step. up. name and will be $75 per brick. 12. City Hall Sign Update - Floyd stated that he has talked tol Buddy with DOT and Buddy stated that the city wasn'trequired to fill out an application. Will send back the application and the $300 check that was: sent. The only thing DOT stated was that NO ADVERTISEMENT can be done on the sign. 13. Housekeeper - Floyd stated that he had talked with Katina at the WCSB, and she stated that someone comes and cleans the bank once ai month. Mayor Lee is wondering ift the city needs to go ahead and advertise for a housekeeper. Woodard stated to let the administrative committee meet one more time and iron the position out, email it out to the council and get 14. Response to BOE (Right-of-way and Lift Station) - The lift station behind the school needs to be updated and made bigger to accommodate the population oft the school and citizens. The school board has approved toj provide $53,555, which is 50% oft the cost, in exchange for the ownership oft the: right of way on the west side of Wheeler St. Per the city attorney, Mr. Clark, the city cannot sale the right of way on Wheeler St, but instead, grant them a permanent encroachment. Woodard made a motion to accept the fanadethe permanent encroachment, Brownley 2nd and Geter approved, but. Jones, Coxand Villegas opposed. The vote was tied, sO Mayor Lee agreed to accept the encroachment and $. So, the motion was approved. - Cox made a motion for a letter to be sent to the BOE for the land remaining down Oxford St for $9,000, Jones 2nd, Brownley, Villegas and Geter approved. Woodard opposed the motion. Passed with majority vote. 15.. Adopt Burn Ordinance - will vote next month due to 1st violation to be a warning, instead a suggestions. fine. Floyd also stated that if the council approved to swap Pearl Street from the 1st Band of the TIA with the sidewalk that runs in front of the post office from the 3rd Band. Cox made a motion to do so, Geter 2nd, unanimously approved. 17. Christmas Lights - Brownley made a motion to budget $15,000 from the. ARP for new 18. City Hall Open House- - Woodard stated that the ASAP committee thought it might be a good idea to have the open house the night of Christmas in the City/Parade. Brownley stated that she thinks it should be done in. January. Will wait and see how things go. Will discuss in 19. Cintas Agreement - current agreement is ending. Woodard would like to purchase clothes for the employees and quit with the uniforms to save money. Geter makes a motion to table 20. Review Personnel Policy - copy of new policy is included for council members to look over pole lights, Woodard 2nd, unanimously approved. December meeting. until next meeting. and vote on at December meeting. 21. Employee Vacation payout- Woodard makes ai motion for the employees to use it. May 22. Christmas Bonus = Woodard makes ai motion for the city to give the employees $250 as a Christmas bonus and $50 towards at turkey or ham for a total of$300. Adopt 2024 Budget = Woodard makes a motion to adopt the 2024 Budget, Jones 2nd, 24. 2023 Tax Millage Rate discussion - Millage Rate is decreasing due to the increase in appraisals. The council agreed to accept the new millage rate. Will be adopted at the unanimously approved. December meeting. 25. City Managers Report - Report attached. 26. Fire Report - Report attached. Forestry Grant - Brownley makes a motion for the city to pay 50% of the grant for the Villegas makes ai motion for the FD to get tires needed and come out oftheir budget, Digital Radio for Trucks- - Laura makes a motion for the radios to come out of equipment needed, Villegas 2nd, unanimously approved. Council Member Remarks: Mayor Lee - asked about new computers and printers fort the New City Hall and Police Department. Council don'thave aj problem ordering but need to look over it.
