Jones, Dondrea Geter, Laura Brownley EXECUTIVE SESSION (employee matters & litigations) - started executive session Bobby Cox, City Manager, Jeff Floyd and City Clerk, Marie Carrillo. 5:30 pm. Woodard would take minutes from Executive session. Calll Meeting to Order - Lee called to order @ 6:00 pm. 1. Invocation -. Jeff Floyd 2. Pledge of Allegiance 3. Approve minutes from 6/20 Regular Meeting - Jones wanted to resend his opposed vote within the Special Election Discussion section oft the meeting. Hej just didn'tunderstand at the time of voting. Woodard made a motion to approve with correction, Jones 2nd, 4. Approve Agenda - Woodard made ai motion to approve, Jones 2nd, unanimously approved. 5. June Finance Reports - Brownley made the motion to approve the reports, Cox 2nd, unanimously approved. unanimously approved. 6. 2022 Audit Results - Richard Deal with Lanier, Deal, Proctor & Bloser came and presented the audit results from the 2022 Audit. A copy of the audit report is attached. Overall, it was a great audit and there were no findings. Brownley made a motion to accept the audit results, Cox 2nd, unanimously approved. OLD BUSINESS 7. Eastside Park Update =- at the end of the first grant, which is good because it must be done by the end ofthe year. Geter stated that there still needs tol be a sitting area around the pad and is suggesting more concrete tol be poured around it. Bids from architects for the new grant received are open until the 28th oft the month. After the deadline, will have a meeting to 8. City Hall Update - Jeff stated that all the demo has been done, plumbing has been done, concrete has been poured and the post for the trusses was put up today. Everything is in order go over. sO far. NEW BUSINESS 9. - Hardware Store Bidding for Lease - Jeff stated that there are a couple of people that are interested in leasing the hardware store to bring another business into town. The requirements are: for the city to advertise for 15 days in thel legal organ and the person bidding to have a million dollars of liability insurance on it and will be responsible for any accidents. Woodard made the motion to put the hardware store out for bidding for lease, 10. Water & Sewer Savings Account - The water/sewer savings account is currently in dormant state because there has not been any action to that account since 2018. Brownley made a motion to move $48,528.37 from the W/S checking account to the W/S savings account to make it $200,000 in the account, Woodard 2nd, unanimously approved. Martin Luther Kings Jr. Street, Avenue or Boulevard -1 there are no restrictions for renaming a street. The only thing to consider is the # ofresidents that it could possibly affect. Once a decision is made, 911 will need to be notified sO they can make the possible changes on their end. Geter made a motion to send out a survey to get the publics input on changing from corner of S. Steward and E. First Ave all the way to the end ofE. First 12. Sidewalk in front of] Post Office - Floyd stated that the sidewalk running from Joys Photography all the way to in front ofthe old hardware store is set to be redone during the TIA, but it is on the second band in which should start in about 4 years. Floyd talked to Brett Manning with Heart of Georgia, and he stated that the city can start on the project and get the $back from the TIA. Cox made the motion to redo the sidewalk, Jones 2nd, unanimously 13. First Reading ofFranchise Ordinance for Glenwood Telephone Co. - R. Clark read the 14. First Reading of Franchise Ordinance for Progressive Rural Telephone Co.-R. Clark 15. GarbagelLimbleaves Discussion = citizens were notified that there is al big chance that the limb and leaves service will probably be postponed until further notice. Republic transports the containers of] limbs and leaves to the Telfair Co. Landfill. Effective August 3, the landfill will no longer accept anything from outside their county until further notice. The council informed the citizens that they are working hard to find a solution ifthere is one. 16. Engraved Brick Project - Brownley stated that there is aj project that the City ofLyons is doing where a citizen can purchase al brick and get it engraved with their name or a family members name. Once engraved, it will be placed in the new city hall. Brownley is working on Brownley 2d, unanimously approved. 11. Also, Brownley made a motion to hire Michael MacLean as a CSO (Community Service Officer) and send him to school in October. Jones 2nd, unanimously approved. PUBLIC PARTICIPATION Johnny Moore - asked why the employees are not weed eating the ditches because they look awful? Floyd stated that there is not enough manpower to do all the ditches. Moore also asked why hasn't the City Hall got a vehicle? Mr. Moore was made aware that there had not been any further conversations about the subject at this point. Lynette Price - asked what are the elders supposed to do with their limbs and leaves? Council responded that they are going to look at every option to do what the city can, but iti might be a done deal.
