9FB MINUTES- COUNÇIL MEETING- MONDAY, FEBRUARY: 22, 2021 - 6:00 P.M. LOCATION: ALAMO COMMUNITY CENTER Patricia Woodard, and Thomas Lott. 1. Invocation - Harry Lewis 2. Pledge of Allegiance IN ATTENDANCE: Mayor Pamela Lee, Bobby Cox (Zoom), Dondrea Geter, Steve. Jones, Harry Lewis, Called to order by MayorLee at 6:02 pm. 3. Approve Minutes from 1/19) Regular meeting - Lott made the motion to approve the 4. Approve. Agenda - Lewis made the motion to approve, Jones 2nd, unanimously approved. minutes, Geter 2nd, unanimously approved. OLDE BUSINESS 5. Old Rec. Dept. Update - Floyd stated that the fence around the basketball court is to be put up this week hopefully ifthe rain gives them a chance to. Geter stated that Phase 1 ofthe grant has been approved and the city now goes to Phase 2 of the grant. Also, need to start thinking about what the city would like to see at the rec. department. Jones asked Geter about asurvey that was done a few months back concerning what people would like to see happen ini the city/old rec department. Geter explained that the survey was only given to ai few people but will be glad to get it and send it sO Jones could look overi it. Survey will get put on website sO citizens can go on there and complete. Floyd added that the fence has already 6. Code Enforcement - Floyd explained that he gave the members of council a copy ofa an ordinance to look over. He further explained that there are a few items that he has questions about and will be getting with R. Clark to go over those items. Once the corrections are made 7. City Hall Strategic Planning Committee - there are 3 citizens that have shown interest in volunteering their time for the committee: Sandra Brown, Joshua Simmons, and Leigh Ricks. Woodard would like to have at least 1 other volunteer. Woodard is hoping that the committee can get together in the next couple of weeks to look at the City Hall and eventually the Police Department. Shei isj just wanting the committee to look at what we have now and see what the city could possibly have in the future. Eventually the citizens will get a say because there will be a survey sent out later. The City Hall has been around along time. Do we want the city hall to look the same way 1960, 2021 & 2041? Woodard explains that she knows we are going into the future and we. know we want to have something real nice for the committee will help.determimmg where to start and what needs to be done. They will start by doing a field trip to the City Hall. They will look at every part oft the building. They will look at where the water comes inside the building, understanding there's no back door, understand been removed around the old ballfield. Floyd will present to council to push toward adoption. The city. AEteIOE there is no safety mechanism inj place to get out ifs something or someone was to come in the building, and are we up to date ifthe restroom is handicap accessible. Once everything is done, they will bring everything to council and represent what they feel like will be best 8. LMIG 2021 Update = Floyd would like to extend the date to receive seal bids until the next council meeting? Lewis made the motion to extend until the March meeting, Woodard 20d, unanimously approved. Also, Floyd addressed the council and explained that the last rainfall had caused part of1st_Ave. to cave in and there is littie bit ofissue on 2nd Ave. He would like to add the storm drain damage on them 2 streets to the LMIG bidding. Jones 9. Council member/Mayor salary increase - There is a salary sheet attached that explains what the Mayor/Council Members from other cities around Alamo make monthly. Woodard explained that there has not been an increase ini the salary since 2000. The current members will not receive the increase it will go in affect during the next term. Woodard believes that the council/mayor should be compensated what t the time they spend handling the city business when no one is watçhing. Jones explained that the city just had to go up on the garbage rates last month and now a discussion to raise the council/mayor salary. He just thinks it needs tol be left alone right now because we are uncertain what is going to happen this year and we still have the rest oft the year to do something. Also, one of the main concerns he has is the prison. The government is wanting to shutdown private owned prisons and if that happens, it will hurt the city financially big time. Woodard made the motion that starting with the next board to double the pay, $200/mo. for council, $600/mo. for Mayor, Lewis 2nd, Geter and Lott approved, Cox and Jones opposed the motion. move for the city. made the motion to allow, Lewis 2nd, unanimously approved. NEW BUSINESS 10. Municipal Alcoholic Beverage Regulation - Lott is interested in opening sports bar eventually and would like to see what it would take to bé able to buy/sell liquor within the city limits. R. Clark stated that Lott did come talk to him about his intentions. R. Clark told Lott that according to the Code of Ordinance, which we cannot find where it has been properly adopted, no council member or city official can sell alcohol within the city limits. Lott is asking could that be changed. Lott would like for ar reterendum sO the citizens can vote on it during election time. The council has decided to table to matter until R. Clark can look into what it would take to 11.Truck Parking in the City 1 Floyd stated that there has been big trucks parking in the flower garden overnight. He knows there had' been discussion in the past about the situation, but nothing has been voted on to stop the problem. Woodard made the motion for no big trucks to park in the flower garden overnight but can be directed to the South GA Tools for parking and for Floyd to send a letter to DOT stating that, Jones 2nd, unanimously handle this the proper way. approved. 12. Ally behind City Hall-] Floyd, stated that since the restaurant has opened there has been al lot ofcongestion in the ally and you have one car coming in 2 different directions and there is not enough room for bother vehicles. Floyd believes that iti needs to be made a one-way will enter off 126 and go out on Pine St. Lott made the motion to make a one way, Lewis 2nd, unanimously 13.L Landscape Committee - Floyd just wanted toi inform the council oft the committee that will take on certain areas to beautify it. They are starting in Alamo trying to beautify the city. One of the areas of concern are the Bradford pears trees around the monument which are busting up the floor oft the monument. Will table the removal of the Bradford pears until the next meeting. Jones stated that may be able to replace those with some other Bradford pears but plant farther away from monument. Floyd ended with inviting anyone interested in joining the committee. approved. 14. City Manager Report - report is attached. calls, issued 7 citations, 3 warning and done 7 reports. 15. Police Report- - Report attached. For the month of January, the PD answered approx., 309 PUBLICPARTICIPATION: No public participated. EXECUTIVE SESSION (employee matters & litigations) - went into executive session 7:25 pm with Lewis making the motion, Lott 2nd, unanimously approved. City Clerk, Marie Carrillo excused from meeting and Woodard would take minutes from Executive session. Following executive session, the following was voted: For R. Clark to send a rejection letter to attorney for an offer by the adjuster of an insurance claim, Jones made the motion, Lott 2-d, unanimously approved. R. Clark to represent bother parties (J Brown & City of Alamo) for his business on Snow hill Rd: and will get paid by Mr. Brown. Brown to extend his business property to empty lot beside his shop and change zoning from commercial to residential. Geter: made the motion to allow, Lott 2nd, unanimously approved. This is concerning the Wilcox accident - R. Clark to write a letter rejecting any demands. Lott made the motion, Geter 2nd, unanimously approved. Behind R. Bryant resignations, Woodard made the motion to post the Chief position in the paper being a certified Chief only, Lott 2nd, unanimously approved. Thel Interim Chief position -1 to be in the interim chief position, the officer would have been sent to school or be enrolled in the upcoming class. Motion was given by Lott to ask Zanders to fill the remainder of thei interim chief position until a permanent chief is hired based on the fact, she already has the certification, Lewis 2nd, unanimously approved.
