EAK MINUTES-COUNCIL METING-TUSDA/ANUNNTA, 2020- -6 6:00 - P.M. LOCATION: CITY HALL and Thomas Lott. ABSENT: Harry Lewis 1. Invocation - Jeff Floyd 2. Pledge of Allegiance IN ATTENDANCE: Mayor Pamela Lee, Pro-Tem Tommy Spell, Bobby Cox, Dondrea Geter, Steve. Jones 3. Approve Minutes from 12/19. - Cox made the motion, Spell 2nd, unanimously approved. 4. Approve Agenda - Cox added City/County Organ (#7), Spell added Swearing of City Manager (#15), and Geter added GA. Academy of Economic Development (#16). Spell made the motion to approve the agenda with the additions, Geter 2nd, unanimously approved. OLDB BUSINESS 5. Approve 2020 Council meeting dates - Lott made the motion to approve the dates which are subject to change at any time, Spell 2nd, unanimously approved. Benches by old pharmacy = quote was presented to council for a figure of a little over $2,000, but that would be for 4 benches. Carrillo suggested maybe 2 for now until council decides what to do with the empty building. Carrillo noted to the council that there are people driving over the sidewalk and that could damage the sidewalk even more. Suggested that something. just needs to be done to put a stop to it. Also, the benches could be used as sitting during parades or any other events that go on in the city. Jones suggested maybe just putting some post there for now until a decision is made on the empty building and plus itwould be cheaper at the moment. Spell 2nd that decision, unanimously approved. 7. City/County Organ - R. Clark stated that everything he has read; the city will be required to go with the county's decision oft the legal organ. Cox made a motion to put whatever we can in the Eagle and will put as needed in the Advance, Spell 2nd, unanimously approved. NEW BUSINESS 8. Elect Mayor Pro-Tem - Cox nominated Spell, Lott 2nd, unanimously approved. 9. Approve City Attorney - Geter made the motion to keep R. Clark, Spell 2nd, unanimously approved. 10. Approve City Accountant- - Spell made a motion to keep Chris Milton with Hilliard & Milton in McRae, Jones 2nd, unanimously approved. 11. Bank account signatures - there is only Spell and Cox currently on the signature card. Geter made the motion to add S. Jones to the bank accounts along with Spell and Cox, Lott 12. Elementary School water meter - something has ran over the meter lid and when it broke, the lid fell on top oft the new: meter that was just put in and busted the face oft the meter. The face alone cannot be replaced because of the type of meter iti is, so the whole meter will to be replaced. It will cost $4700 and Floyd doesn't see where the city will make that money back before they close the school due to moving into the new one. Floyd is suggesting maybe as another alternative is to get an agreement with the school and pro rate their water bill until they close the school. Spell made a motion to table it until Floyd and Lee can find out if the board will come with an agreement, Cox 2nd, unanimously approved. 13. City Administrator Report-I Floyd gave. his report from 12/17 until 1/21. 2nd, unanimously approved. 14. Police Report - For the month ofDecember, the PD answer approx. 171 calls, issued 6 citations and done 41 reports. RedSpeed sent 44 I"notices to speeders by the WCES school with so far 12 paid. - Bryant presented to council that hej just received from notice from Courtware, which is a company the PD uses for a variety of things, is going to a flat rate: fee of$200/mo. If the city goes over what is allotted, there is a 5% charge. Spell made a motion to: accept the contract for Courtware, Jones 2nd, unanimously approved. - Bryant presented the council with the intent to purchase 6 weapons for the PD. Everyone now. has their own and would be beneficial if officers had the same: firearm. The cheaper quote was given by Wesley & Sons out ofMcRae for $505/ea. for a total of $3,030. Cox made a motion to get, Jones 2nd, unanimously approved. Cox expressed that he had heard the Jamie Ricks has been hired to the PD department and he is running for Sheriff. Cox stated that the city doesn'tneed that kind of friction. Will discuss further in executive session. 15. Swearing in of new city manager - R. Clark performed swearing in. 16. Ga Academy of] Economic Development - Geter presented to council that Region 9 will be hosting some classes and believe it would look good for Alamo ifs some or all members oft the council participate. Cost is $265 per person. Spell made a motion, Geter 2nd, unanimously approved. -Thomas Lott - presented to council that there is a show on HGTV that rebuilds homes but instead, this show will rebuild cities. All that will need tol be done is to do a nice video saying why they should consider Alamo and take some pictures of some oft the buildings and citizens. Ifelected they will come to Alamo and help the city rebuild the city. PUBLICPARTICIPATION James Lee - thanked the city for the MLK. day Johnny Moore - speed limit sign on Lucille (one end). Vehicles speeding on Lucille and there are children always outside. Also addressed the council that the wooden swing set at the walking track is breaking. Darrell Johnson = gave a sample newsletter: to Mayor, would like for the city to consider to] possibly sending out newsletters to the citizens maybe on ai monthly basis with Tommy Spell - addressed the citizens and council with the importance ofp participating in important dates and announcements, etc. the Census. County/City funding depends on the outcome. EXECUTIVE SESSION - Spell made a motion to go in at 7:13. PM, Lott 2nd, unanimously approved. Executive session adjourned at' 7:40 PM with Spell making the motion, Cox 2nd, unanimously approved. Following, executive session, Spell made the motion that R. Hood, which is working part- time hours, go to the rate of $14.00/hr., Jones 2nd, unanimously approved. Also, P. James rate of pay will go up to $15.00/hr. effected immediately. Jones made the motion, Cox 2nd, unanimously approved. Oliver rate of the pay will go up to $13.00/hr. effected immediately. Spell made the motion, Lott 2nd, unanimously approved.
