LOCATION: ALAMO CITY HALL IN ATTENDANCE: Mayor, Pam Lee, Patricia Woodard, Steve. Jones, Dondrea Geter, Laura Brownley Bobby Cox, Geoffrey' Villegas, City Manager, Jeff Floyd and City Clerk, Marie Carrillo. EXECUTIVE SESSION (employee matters & litigations) - started executive session 5:30 pm. Woodard would take minutes from Executive session. 1. Calll Meeting to Order- - Lee called to order @ 6:36 pm. 2. Invocation - Jeff Floyd 3. Pledge of Allegiance 4. Approve minutes from 9/18 Regular Meeting and 9/27 Called Meeting - Brownley made ar motion to approve the 9/18 Regular Meeting minutes, Villegas 2md, unanimously approved.Jones made the motion to approve the 9/27 Called Meeting minutes, Geter 2-d, 5. Approve. Agenda - Brownley made ai motion to approve, Jones 2nd, unanimously approved. 6. September Finance. Reports - Woodard made the motion to approve the reports, Brownley unanimously approved. 2nd, unanimously approved. OLD BUSINESS 7. Heart of GA ESP Grant - after further discussion with Brett Manning and Christopher Lowe, Geter made the motion to amend the budget to add the $50,000 for the HOG administrative fee, Brownley 20d, unanimously approved. 8. Eastside Park Update - Geter was very grateful for how well the tailgate went. Had a lot of people to show up than last year. Jones showed gratitude for how clean the park was afterwards. Mayor Lee showed concern of water in the women's restroom and how it could 9. - City Hall Update - Floyd stated that the new building is about 65-70% completed. Paint colors for the inside were. just picked out, sO should start painting soon. Brownley to start getting everything together sO anyone can start purchasing a brick for engraving. 10. City Hall & PD Security- ADT is the only one that gave a quote. The price went down significantly since the last quote. Brownley made a motion to take the equipment fee out of SPLOST and divide the monthly rate between the General Fund, PD and W/S accounts, 11. City Hall Sign - Brownley presented the council with 2 different vendors for signage. The SignStore is the only one who gave a quote. Geter made the motion to get the $ for the sign out ofSPLOST and get the 10mm sign, pending DOT approval, for $43,802.72, Brownley 2nd, Woodard and Villegas approved. Jones and Cox opposed. Passed with majority possible be from a toilet. Floyd will check it out. Geter 2nd, unanimously approved. vote. 12. 2024 Budget Hearing - no comments were: made. Will adopt budget at next council meeting. NEW BUSINESS 13. Leaves and Limbs Burn Ordinance (Ist Reading) - Floyd did the ISt reading of the ordinance. Clark will add penalty amounts to the final ordinance that will be adopted at the Nov. Meeting. 14. Wire Transfers - Woodard made a motion that anything over $5,000 be either wired or 15. Drainpipes on Wheeler St. - Floyd stated that the school wants to close the ditches and put 12" piping. Council agrees that the school should use at least 18" piping so it will connect to the others there. Brownley makes the motion to let the school go ahead with their plans with 16. Garbage Advertisement - current contract with Republic ends 1/31/24. Jones made the motion to go ahead and advertise for bids, Geter 2nd, unanimously approved. electronically sent, Brownley 2nd, unanimously approved. that they use 18" piping, Jones 2nd, unanimously approved. 17.
