Airks MR MINUTES - COUNCIL MEETING- MONDAY, MARCH 20, 2023 - 6:00 P.M. LOCATION: ALAMO CITY HALL IN ATTENDANCE: Mayor, Pam Lee, Patricia Woodard, Bobby Cox, Steve. Jones, Dondrea Geter, City Manager, Jeff Floyd and City Clerk, Marie Carrillo. ABSENT: Harry Lewis EXECUTIVE SESSION (employee matters) - started executive session 5:30 pm. Woodard would take minutes from Executive session. Calll Meeting to Order- -Lee called to order @ 6:25 pm. 1. Invocation - Jeffrey Floyd 2. Pledge of Allegiance 3. Approve minutes from 2/27 Regular Meeting - Woodard made the motion to approve the 4. Approve Agenda - Mayor Lee added Officer Baldwin (#13), Geter added Annual Cookoff (#14), Woodard added Administrative Committee recommendations (#15), Mayor Lee added Appoint council member to replace Lott (#16) and Floyd added SPLOST Resolution (#17). OLD BUSINESS 6. Eastside. Park Update - Geter stated that the city is trying to finish out the last grant with the final spending of getting the splash pad installed and doing the nature trail. Geter is talking with Coca Cola about putting a soda machine at the concession stand. Floyd is going to order some tables and benches for the public to sit if children are at the playground. 7. City Hall Update - Floyd stated that hel has 3 bids from: Parrish Construction ($2 million), Garbutt Construction ($988,877) and Pro Construction ($912,361). An ad will be posted on a GA Procurement website for 30 days. Once posted, will be good to open all bids. Woodard made a motion to put the renovation for the New City Hall in for formal bids, Jones 2nd, Cox and Geter opposed. Since tied, Mayor Lee voted to put the renovation up for formal bids. Passed by majority vote. NEW BUSINESS 8. Part-time employee - Geter made a motion for the city to advertise for one (1) part-time employee tol help on the streets and pay $10.00/hr., Woodard 2nd, unanimously approved. 9. 2023 Health Insurance Premium - health premium for employees is going up 14% with is as $725/mo. Increase. Woodard made ai motion for the city to cover 80% of the increase with 20% of the increase passed to the employees, Jones 2nd, unanimously approved. 10. Officer Baldwin - Woodard stated that the Administrative and Police Committee have met, and they are: recommending that Baldwin get send to mandate school in July instead of April, putting him in a vehicle that does not have police capabilities and he will not be driving a city vehicle home. Woodard makes a motion to send Mr. Baldwin to school in July instead of April, to provide him a car that does not have all the police capabilities, drive personal vehicle to/from work, and to make sure he walks the right road until July, Jones 2nd, 14.. Annual Cookoff- Geter stated that the Eastside Park Committee has come up with an idea of maybe a community cook off. A cookoffi in May and November has been brought up. Will probably not do May because of the busy schedule in May (Mother's Day, Senior parade, and 15. Administrative Committee Recommendations - is proposing a change of responsibilities through an ordinance. Printout of change is attached. Cox makes a motion for Laura Brownley, Jones 2nd, Woodard approved and Geter opposed. Brownley appointed by majority.
