Jones, Harry Lewis, and Thomas Lott. 1. Invocation - Jeff Floyd 2. Pledge of Allegiance 3. Approve Minutes from 5/18 meeting = Spell made the motion to approve the minutes, Lott 4. Approve Agenda -1 Lewis made the motion to approve the agenda, Spell 2nd, unanimously 2md, unanimously approved. approved. OLDBUSINESS 5. Reopen Asphalt? - due to the COVID numbers still going Cox made the motion tol keep it closed for another 30 days or until the next council meeting, Lewis 2nd, Spell, Jones and Lott approved but Geter opposed because he felt with everything slowly opening back up, he was hoping the asphalt would open before the next council meeting. Motion passed by majority 6.4 4thofJuly Celebration Cancelled - Scott Chaney addressed the council and after he had talked to some lawyers and the governor's office, has decided to council the yearly event in Alamo which would have been the 15th annual celebration. Due to the fact that there are way more than 50 people at the celebration, it would be al liability to the city tol host the event. Maybe the FD/city can do something later on in year because the money for the fireworks are 7. City Recreational Park Grant Update - Geter and the CM, Floyd have gone to the old rec. department, took pictures and sent them to Sean De Palma. Geter is looking at maybe a 3- part phase that the city can do on their own. We have the baseball/softball field, basketball court and woods (maybe for ai nature trail). Maybe when the coronavirus slows down al little maybe the city can have a demo day sO the community can together and do some work on the old rec department. It will give them a chance to take ownership and want to help the city out to keep it up. Lott thinks the city needs to go ahead and get the property surveyed but may not need toi if city can locate the deeds maybe at the courthouse. Spell thinks that the city needs to go ahead and get quotes to repair the fence around the ball field, resurface the basketball court and put, fix the lights up around the ballfield and enclosure gate up/fence around the whole rec. department. Geter said some oft the community leaders from the school, some of the council members, pastors and students from Brewton Parker: meet on May 23 and they are getting a survey together online sO the citizens can on there and put what they would like to see at the old rec department. It willl help the city out to get some vote' to remain closed. in the budget and we just know the people enjoy it. idea what they are looking for. Cox stated that there is an old tennis court there and maybe the city can redo that so the little children will have somewhere to go when the big kids take over the other. Floyd stated that when the survey is released, something like that needs to be put out. (Think outside the box Geter said.) Geter made the motion to get the quotes to get the fence repair around the ballfield, resurface the basketball court, repair restroom and lights repaired around the ballfield, Lott 2md, unanimously approved. 8. Council member salary increase - Mayor Leel had called around to the nearby cities and got what the mayor and council makes within their city. Cox made a motion to leave the salaries where they are at, Jones 2nd because Alamo salary is better than most cities around, but Lewis, Lott, Spell and Geter opposed so motion was not passed. Alamo citizen Lynette Price shared her concern why the council now thinks they should She believes that with the coronavirus getting worse, the city doesn't] know what it will do the budget and worries about them getting a raise right now. Also, she wants to know what they have done to deserve ai raise and why the newi members want a raise especially will sO much that needs to be done within the city. Spell clarified that ai raise will not go in effect until2022 when the next members are elected. Price would just like to know how the other citizens feel about aj raise at this time. Lott stated that there is not a time that anyone didn'task for a raise. This city has been where it's at for long time. He has heard many of others say what they want or don't want to do orl how they would have raise. geta done something, but have yet come to the council and talk about it. NEW BUSINESS 9. Lori Purvis - is making her beauty shop ai restaurant. She downsized her beauty shop and put a smaller building next door. Came to council asking for help with the entrance to the ally between the soon restaurant and the fire department and the busted up sidewalk. Forl her to be able tol have the drive through, the entrançe way needs to be widened the width ofthe ally now. She talked to DOT and they told her that it will be the city that will need tol help because ofthe sidewalks. She doesn't want to go ahead to open and has to close due to repairs being done on the sidewalk. Spell made the motion to go ahead and fix the curb and sidewalk and city 10.. Adopt Prohibiting Unauthorized Use of Water & Sewer Ordinance - ordinance was proposed in thel May meeting. This is the 2nd, review and get a motion to approve. Cox made the motion to adopt the ordinance, Spell 2nd, unanimously approved. Copy ofordinance with 11. Mobile Home seal bid - reçeived only one bid for the mobile home located on Hwy 126 from Freddie Mincey. Gave a bid of$1500 will accept as is. Cox made the motion to accept 12. Amend Budget- - City Clerk Carrillo went through some line items in the budget that will need amended (added or changed). Copy is with minutes. City Attorney R. Clark stated to be ablet to add more to the budget, will need to show more: revenue or pull from other line items. City Managers Report - report attached 14. Police Report - Report attached. For the month of May, the PD answer approx. 396 issued 21 citations and done 21 reports. Chief] Bryant put together an email and sent it out calls, to all the council members of cost to put computers in the cars. The Fines & Fees account can pay for the computers. The total cost which includes everything for all 4 cars, 3 year warranty, hotspots, printers/laptops and installation is $22,134. The only big changes would be the monthly charge for the hotspots and Courtware will go up to $450/month instead of$150 and fines & fees can take ofthis. Speli makes the motion to go ahead with to get, Lott 2nd, unanimously approved. - Bryant also put forward council for 9mm rifles. It will use the same clip/ammo as the current firearms being used by the PD. It will cost $4,383.00: for 4 rifles and accessories (1 for each car). Could pay for out of the Red Speed account. Floyd told Day to get Trina Carter - Citizen showed concern oft the mess (beer cans/bottles and liquor bottles) that friends are leaving when they visit the memorial oft the guy that died from the shooting.
